American Bolsheviki: The Beginnings of the First Red Scare, 1917 to 1918 Abstract A consensus has developed among historians that widespread panic consumed the American public and government as many came to fear a Bolshevik coup of the United States government and the undermining of the American way of life beginning in early 1919. Known as the First Red Scare, this period became one of the most well-known episodes of American fear of Communism in US history. With this focus on the events of 1919 to 1920, however, historians of the First Red Scare have often ignored the initial American reaction to the October Revolution in late 1917 and throughout 1918. -

In 1919 and 1920, Attorney General Palmer led a crusade against Americans believed to be “leftist,” “anarchists,” and threats to the general safety of democratic America. His plan was to arrest and deport those threats to America. The Department of Labor thwarted many of Palmer’s deportations attempt because deportation was under its jurisdiction and the Department objected to Palmer’s methods. These Palmer Raids were one aspect of the Red Scare, the fear of, and reaction to, political radicals in America. With the Russian Revolution making !news, for many people this Red Scare became more of a reality. A fear was that the Russian Revolution would bleed into America via Russian immigrants and other immigrants sympathetic to the Russian cause. People were targeted by Palmer both fairly and unfairly. A person could denounce his or her neighbor and proof of radical activities was not necessary for the arrest to happen. Below is a speech given by Palmer regarding his crusade against “Red.” In two years hundreds of individuals were deported, multiple thousands were arrested, and more than a few were unfortunately innocent of being !anarchists, communists, or leftists. "1 Sixty years later, in January 1950, at the height of the Cold War, the U.S. Supreme Court reaffirmed the plenary power doctrine by holding that "it is not within the province of any court, unless expressly authorized by law, to review the determination of the political branch of the Government to exclude a given alien."2 Another sixty years have passed and more recently, in February 2009, the U.S. Court of Appeals for the D.C. When anything that challenged the authority of the state – concepts based on enlightenment, immigration, or socialism – were deemed to be a threat to the status quo and immediately eliminated by way of legal restrictions. Once the façade of the Old World was completely severed following the Great War, nations in Europe and throughout the West started to revive various nineteenth century laws in an attempt to suppress the outbreak of radicalism that preceded the 1919 revolutions. What this dissertation offers is an extended understanding of how nineteenth century government policies toward radicalism fostered an environment of increased national security during Germany’s 1919 Spartacist Uprising and the 1919/1920 Palmer Raids in the United States. Using the French Revolution as a starting point, this study allows the reader the opportunity to put events like the 1848 revolutions, the rise of the First and Second Internationals, political fallouts, nineteenth century imperialism, nativism, Social Darwinism, and movements for self-government into a broader historical context. -

Clarifying Questions When did Chinese immigrants come to the United States and where did they reside upon arrival? What was the Chinese Exclusion Act? Why did it target Chinese immigration specifically? What role did Chinese immigrants play in the late19thcentury economy in the U.S.? Vocabulary Chinese Exclusion Act: a law passed in 1882 that prohibited Chinese laborers from entering the U.S. and was the first legislation barring a specific ethnic group from coming to the U.S. as laborers. The act was finally repealed in 1943. organized labor: referred to the union organization that began to emerge in the U.S. in the 1870s and often developed to organize a specific type of skilled labor. transcontinental railroad: the first railway to link the east and west coast of the United States and was completed in 1869. Workingmen's Party of California: a political labor organization established in 1877 with a staunch antiChinese platform. Background Information In 1848, the discovery of gold in California drew thousands of hopeful prospectors to San Francisco and surrounding areas. Among the fortune hunters who migrated to California were a large number of Chinese immigrants, who also took jobs in the service industry— as cooks or launderers, for example—in the hopes of amassing some wealth to take back to China. -

The End of Chinese Exclusion Part 1 - Background 1924-1943 By Philip Chin Before World War I immigration had reached a high of over a million a year before temporary wartime immigration restrictions had been added by the Immigration Act of 1917. The excuse for these laws was that revolutionaries in Russia had overthrown the Russian imperial government who were then in turn overthrown by the communists. The resulting hysteria of the "Red Scare" led to unjustified fears across the United States that communists would also try to overthrow the American government. Opponents of immigration used the opportunity to attack a whole range of targets with legislation. The Immigration Act of 1917 among other things barred homosexuals, idiots, feeble- minded persons, criminals, epileptics, insane persons, alcoholics, professional beggars, all persons mentally or physically defective, polygamists, and anarchists from coming to the United States. The law also added a literacy test for all prospective immigrants over the age of 16. The law also made it far easier to deport foreign born radicals and suspected communists. Most importantly to most Asians it created a so-called "Asiatic Barred Zone" whose inhabitants were completely banned from immigrating to the United States. Chinese had already been covered by the Chinese Exclusion Act of 1882 and subsequent restrictive laws and Japanese by the "Gentleman's Agreement of 1907" whereby Japan voluntarily restricted Japanese immigration. America's doors were now almost completely closed towards Asian immigration. Page 1 of 5 The 1924 National Origins Act (aka Immigration Act of 1924) had three goals: Immigration from Eastern and Southern Europe would be even more severely restricted. -

Praise for For All the People John Curl has been around the block when it comes to knowing work- ers’ cooperatives. He has been a worker owner. He has argued theory and practice, inside the firms where his labor counts for something more than token control and within the determined, but still small uni- verse where labor rents capital, using it as it sees fit and profitable. So his book, For All the People: The Hidden History of Cooperation, Cooperative Movements, and Communalism in America, reached expectant hands, and an open mind when it arrived in Asheville, NC. Am I disappointed? No, not in the least. Curl blends the three strands of his historical narrative with aplomb, he has, after all, been researching, writing, revising, and editing the text for a spell. Further, I am certain he has been responding to editors and publishers asking this or that. He may have tired, but he did not give up, much inspired, I am certain, by the determination of the women and men he brings to life. Each of his subtitles could have been a book, and has been written about by authors with as many points of ideological view as their titles. Curl sticks pretty close to the narrative line written by worker own- ers, no matter if they came to work every day with a socialist, laborist, anti-Marxist grudge or not. Often in the past, as with today’s worker owners, their firm fails, a dream to manage capital kaput. Yet today, as yesterday, the democratic ideals of hundreds of worker owners support vibrantly profitable businesses. -

Murrow Overview In this lesson, students will study the effects of the actions of Joseph McCarthy and the Red Scare on American life in the 1950’s. During the warm up, students will be set up to replicate the actions of Senator McCarthy by accusing particular people of being communist, with no information other than a picture. Students will then receive an overview of the First Red Scare, as well as gain an understanding of the foreign and domestic reasons for the Second Red Scare, via an interactive Power Point presentation. The lesson culminates with students creating television commercials and campaign posters supporting or opposing the reelection of Senator Joe McCarthy. Totten, PhD ABSTRACT This interdisciplinary article argues that Foreign Policy (FP) interpretive lenses (IL’s)—heuristics oft used in International Studies disciplines to examine statecraft—are a useful and underappreciated tool for comparative state migration policy and legal analysis. IL’s have value as conceptual tools for scholars in examining state migration law and policy, and as accessible analytical frameworks that can be taught to non- professional audiences to assist them with seeing beyond preconceived bias when examining immigration. This article lays ground in the area by painting with broad brushstrokes how three IL’s—realism, isolationism, and liberalism—can be used as lines of inquiry into shedding new insight into state migration law, including historical U.S. immigration policy cases from the eighteenth through twentieth centuries. * Copyright © 2018 Robbie J.
