For All the People Praise for For All the People John Curl has been around the block when it comes to knowing work- ers’ cooperatives. He has been a worker owner. He has argued theory and practice, inside the firms where his labor counts for something more than token control and within the determined, but still small uni- verse where labor rents capital, using it as it sees fit and profitable. So his book, For All the People: The Hidden History of Cooperation, Cooperative Movements, and Communalism in America, reached expectant hands, and an open mind when it arrived in Asheville, NC. Am I disappointed? No, not in the least. Curl blends the three strands of his historical narrative with aplomb, he has, after all, been researching, writing, revising, and editing the text for a spell. Further, I am certain he has been responding to editors and publishers asking this or that. He may have tired, but he did not give up, much inspired, I am certain, by the determination of the women and men he brings to life. Each of his subtitles could have been a book, and has been written about by authors with as many points of ideological view as their titles. Curl sticks pretty close to the narrative line written by worker own- ers, no matter if they came to work every day with a socialist, laborist, anti-Marxist grudge or not. Often in the past, as with today’s worker owners, their firm fails, a dream to manage capital kaput. Yet today, as yesterday, the democratic ideals of hundreds of worker owners support vibrantly profitable businesses. Does capitalism offer any assurances? For historians, Curl’s book is a must. For young women and men con- sidering the idea of starting a business they own and manage, he re- counts just about as many ways your counterparts in the past fail as you can imagine. I answer, study the best means of... embark- ing in a system of co-operation, which will eventually make every man his own master, — every man his own employer; a system which will give the laborer a fair proportion of the products of his toil. It is to co-operation, then, as the lever of labor’s emancipation, that the eyes of the workingmen and women of the world are directed, upon co-operation their hopes are centered, and to do it I now direct your attention... There is no good reason why labor can not, through co-oper- ation, own and operate mines, factories, and railroads. By co- operation alone can a system of colonization be established in which men may band together for the purpose of securing the greatest good for the greatest number, and place the man who is willing to toil upon his own homestead. —Terence V. Powderly, Knights of Labor, 18802 COOPERATIVES IN AMERICA In 2008, more than 120 million people in the United States are members of 48,000 cooperatives, about 40 percent of the popula- tion. Some 3,400 farmer-owned cooperatives market about 30 per- cent of all American farm products today. More than 6,400 housing cooperatives provide homes for more than 1 million households. Two million homes get service from two hundred and seventy telephone cooperatives. Nearly 1,000 rural electric cooperatives provide power to 36 million people. Over 50,000 independent small businesses be- long to 250 purchasing cooperatives for group buying and shared services. Over 10.5 million people belong to ESOPSs (Employee Stock Ownership Plans) in 9,650 plans, with over $675 billion in as- sets. Eighty-four million Americans belong to credit unions. Numer- 2 | For All the People ous small collectives running not-for-profit activities, and other small cooperatives fly below the statistical radar. Communities Directory lists over 900 intentional cooperative communities. But in 2008, there were only approximately 300 worker cooperative businesses in the United States.3 Given that there are so many cooperatives of different types in America, why are so few of those worker cooperatives? Is that important? What is a worker cooperative? This historical survey will attempt to shed some light on those questions. THE BOSS SYSTEM The vast majority of working Americans today are employees, and most spend their entire occupational lives as one. Yet, only 200 years ago, just a tiny percentage of the workforce were employees, and the vast majority of free working people were self-employed farmers, artisans, and merchants.4 In 1784, Benjamin Franklin wrote: The great business of the continent is agriculture. For one artisan, or merchant, I suppose we have at least one hundred farmers, by far the greatest part cultivators of their own fer- tile lands, from whence many of them draw not only food necessary for their subsistence, but the materials of their clothing, so as to need very few foreign supplies; while they have a surplus of productions to dispose of, whereby wealth is gradually accumulated.5 Being an employee was considered a form of bondage, only a step above indentured servitude. One submitted to it due to eco- nomic hardship for as short a time as possible, then became free once more, independent, one’s own boss. As the country industri- alized during the 19th century, the transformation from a nation of self-employed “free” people to a nation of employees took place relentlessly, and continued through the 20th century. In 1800, there were few wage earners in America; in 1870, shortly after the Civil War, over half the workforce consisted of employees; in 1940, about 80 percent; in 2007, 92 percent of the American workforce was em- ployees and the number of self-employed was under 9 percent.6 The working population did not accept that transformation docilely. While the economic system was in its formative years, gen- eration after generation of American working people challenged it by organizing visionary social movements aimed at liberating them- selves from what they experienced as the abuses of the system, and Introduction | 3 abolishing what they called wage slavery. Virginie Pérotin is Professor of Economics at Leeds University Business School and specialises in the effects of firm ownership and governance on performance, worker co-operatives, employee ownership and profit sharing. Previous academic and research roles include positions at the International Labour Office, the London School of Economics and the Centre d’Etude des Revenus et des Coûts (CERC) in the French Prime Minister’s Office in Paris. Professor Pérotin has also acted as a consultant to the European Commission, World Bank and OECD on issues of profit-sharing, employee ownership and employee involvement schemes. Executive summary The idea that employees can run their own firms might sound unrealistic to some. This study looks at international data on worker-owned and run businesses in Europe, the US and Latin America and compares them with conventional businesses. It also reviews international statistical studies on the firms’ productivity, survival, investment and responsiveness. It finds that worker co-operatives represent a serious business alternative and bring significant benefits to their employees and to the economy. There are thousands of worker-run businesses in Europe, employing several hundred thousand people in a broad range of industries, from traditional manufacturing to the creative and high-tech industries. Because worker co-operatives are owned and run by them, employees in worker-owned co-operatives have far more say in the business, from day-to-day concerns through to major strategic issues. The largest study comparing the productivity of worker co-operatives with that of conventional businesses finds that in several industries, conventional companies would produce more with their current levels of employment and capital if they behaved like employee-owned firms.

When anything that challenged the authority of the state – concepts based on enlightenment, immigration, or socialism – were deemed to be a threat to the status quo and immediately eliminated by way of legal restrictions. Once the façade of the Old World was completely severed following the Great War, nations in Europe and throughout the West started to revive various nineteenth century laws in an attempt to suppress the outbreak of radicalism that preceded the 1919 revolutions. What this dissertation offers is an extended understanding of how nineteenth century government policies toward radicalism fostered an environment of increased national security during Germany’s 1919 Spartacist Uprising and the 1919/1920 Palmer Raids in the United States. Using the French Revolution as a starting point, this study allows the reader the opportunity to put events like the 1848 revolutions, the rise of the First and Second Internationals, political fallouts, nineteenth century imperialism, nativism, Social Darwinism, and movements for self-government into a broader historical context.

Rosenstone To be published in a volume of essays honoring George Mowry HUMANITIES WORKING PAPER 52 September 1980 ABSTRACT Poet, journalist, editorial bo,ard member of the Masses and founding member of the Communist Labor Party, John Reed is a hero in both the worlds of cultural and political radicalism. This paper shows how his development through pre-World War One Bohemia and into left wing politics was part of a larger movement of middle class youngsters who were in that era in reaction against the reform mentality of their parent's generation. Reed and his peers were critical of the following, common reformist views: that economic individualism is the engine of progress; that the ideas and morals of WASP America are superior to those of all other ethnic groups; that the practical constitutes the best approach to social life. By tracing Reed's development on these issues one can see that his generation was critical of a larger cultural view, a system of beliefs common to middle class reformers and conservatives alike. Their revolt was thus primarily cultural, one which tested the psychic boundaries, the definitions of humanity, that reformers shared as part of their class.     chapter 1 The Formation of the Communist Party, 1912–21 The Bolsheviks envisioned the October Revolution as the first in a series of pro- letarian revolutions. The Communist or Third International was to be a new, revolutionary international born from the wreckage of the social-democratic Second International. They sought to forge this international with what they saw as the best elements of the international working-class movement, those that had not betrayed socialism by supporting the war. The Comintern was to be a complete and definite break with the social-democratic politics of the Second International. In the face of the support of World War I by many labour and social-democratic leaders, significant sections of the workers’ movement rallied to the Bolsheviks.1 This was most pronounced in Italy and France, but in the United States as well the first Bolshevik supporters came from the left wing of the labour movement. In much of Europe, the social-democratic leaders either openly supported the militarism and imperialism of their ‘own’ ruling classes (such as when the German Social Democratic representatives voted for war credits on 4 August 1914) or (in the case of Karl Kautsky) provided ‘left’ cover to open social-chauvinists. In the United States, which entered the war late in the day, the party leadership as a whole opposed the war. However, the American socialist movement was still infected with electoral reformism, and a signifi- cant number of influential Socialists downplayed the party’s official opposi- tion to the war. This chapter examines how the American Communist movement devel- oped out of these antecedents.

    Worker Ownership, Democratic Management and Developmental Freedom in British Worker Co-operatives Robin Mark Jervis PhD University of York Politics, Economics and Philosophy January 2016 Abstract This thesis examines whether worker co-operatives are able to construct institutions of work which improve the control and security of individuals in an otherwise insecure liberal capitalist environment, drawing together literature on the viability of co- operatives, work within co-operatives and the 'developmental freedom' approach. This would be manifest in an increase in members' control over working life, an increase in economic security for individuals, and more meaningful work. The thesis extends upon the established theoretical foundations of the 'developmental freedom' understanding of work, which values control over work and control over time, by applying it to the worker co-operative. The thesis engages in a review of the theoretical and empirical literature on such organisations from economic and political perspectives, and original qualitative empirical evidence is provided by interviews at four case study co-operatives from the UK. The thesis concludes firstly that co-operatives offer an experience of work governed by social bonds of reciprocity and solidarity; secondly that they are beneficial for control over time for individuals in both the short and long term; and finally such firms are able to survive and develop in liberal capitalist economies, in part due to the embedded relationships of control within them, but under strain
