Introduction The 46th ASEAN Ministerial Meeting (AMM); Post Ministerial Conference (PMC); 20th ASEAN Regional Forum (ARF); 3rd East Asia Summit Foreign Ministers’ Meeting (EAS FMM) will be held in Bandar Seri Begawan, Brunei Darussalam from 29th June to 2nd July 2013. 2. Accreditation Members of the media who wish to report the meetings are required to be accredited and in possession of a photograph identification (photo ID) card. The ID card must be WORN AT ALL TIMES at the official venues and will be required for entry. Media applications for accreditation must be accompanied by a letter of assignment from the editor or a news executive from his/her respective media organisation. Applications without an accompanying signed letter of assignment will not be processed. Local media must complete and return the Accreditation Form to Department of Information, Prime Minister’s Office, Brunei Darussalam on or before 1st June 2013. 2a. Collection of Media ID cards Media must collect their Media ID card from the Media Desk upon arrival at the Brunei International Airport. Please bring with you photographic proof of identity, for example a passport, driver’s license or media identification card. It is strongly recommended that you collect your ID card as soon as possible after arrival. Media who have not pre-registered may face delays while their applications are being processed. 3. International Media Centre For these meetings, an International Media Centre (IMC) will be established at the International Convention Centre (ICC). The IMC will provide facilities for broadcast and print media which opens daily from 0700 hrs to 2300 hrs beginning 27th June 2013. The International Media Centre will contain briefing rooms, and the press conference hall. There will be common work areas for media; media booths; a limited number of PCs with Internet access; telecommunications facilities; and food service areas. Media organisations may hire work space (booth) and facilities by using the Media Booth Order Form available at www.asean2013.gov.bn 4. Media Briefings All media briefings will be co-ordinated through the IMC. 5. Media Pools Every effort has been made to ensure that the press are able to cover the meeting as much as possible. However due to limited space on certain meeting venue, a pool system will be applied. Pooling arrangements will be agreed prior to the commencement of the meeting at the media briefing. Access to these locations will only be given to those with appropriate pool pass. The availability of the pooling quotas are based on ‘first come, first serve’ basis. 6. Airport Courtesy Personnel of the organising committee which comprise of officers from the Department of Information will greet media personnel upon arrival. Airport courtesy, customs, immigration and luggage assistance will be accorded to media personnel upon arrival and departure. 7. Accommodation Accommodation is limited for the meetings therefore media organisations are advised to book early if they wish to secure accommodation within a reasonable distance of the International Media Centre. Accommodation cannot be guaranteed for those who make late requests. Media who are part of the official delegations are advised to liaise with the Logistics Committee for their accommodation arrangements. Media should therefore first check with the appropriate officials in their respective ASEAN national secretariats to avoid duplication in accommodation booking arrangement. Full payment shall be made to the Host Broadcaster’s account by telegraphic transfer or bank draft before orders can be confirmed. Account details will be specified in the invoice. All rates shall be paid in USD. Payment must be received not later than (23rd June 2013). The booths will only be provided on a “first come, first served” basis. The reservation will only be considered firm upon receipt of payment. Please note 100% cancellation fee applies in case of No Show or cancellation made within 7 days or less prior to the start date of the meeting. 9. Host Broadcaster Radio Television Brunei (RTB) is the Host Broadcaster (HB) of the meetings and will be establishing an International Broadcast Centre (IBC) at the International Convention Centre, Bandar Seri Begawan, providing client broadcasters with international quality television coverage of key events as well as other facilities as offered through the Rate Card. 9.1 Broadcast Standard RTB will produce and distribute the international signals in HD-SDI 1080i/50 with embedded audio, 16:9. Limited facilities on video standards conversion will be available at the Tape Play-out area in the HB’s Booking Office. The facilities can be used for tape play-out purpose only on a “first come, first served” basis, subject to availability. Client Broadcasters may order the television services and uplink services from this Booking Office. The Booking office will only accept cash in USD. 9.3 Television Facilities and Services RTB provides television facilities and services such as stand-up positions, tape play-out, video tape recordings/dubbings, and editing system. The stand-up positions and the tape-play-out will be offered together with the uplink services.
