1. Introduction

The 46th ASEAN Ministerial Meeting (AMM); Post Ministerial Conference (PMC); 20th ASEAN Regional Forum (ARF); 3rd East Asia Summit Foreign Ministers’ Meeting (EAS FMM) will be held in Bandar Seri Begawan, Brunei Darussalam from 29th June to 2nd July 2013.

2. Accreditation

Members of the media who wish to report the meetings are required to be accredited and in possession of a photograph identification (photo ID) card. The ID card must be WORN AT ALL TIMES at the official venues and will be required for entry.

Media applications for accreditation must be accompanied by a letter of assignment from the editor or a news executive from his/her respective media organisation. Applications without an accompanying signed letter of assignment will not be processed.

International media must download the Accreditation Form at www.asean2013.gov.bn and return the complete Accreditation Form to [email protected] on or before 13th June 2013.

Local media must complete and return the Accreditation Form to Department of Information, Prime Minister’s Office, Brunei Darussalam on or before 1st June 2013.

2a. Collection of Media ID cards

Media must collect their Media ID card from the Media Desk upon arrival at the Brunei International Airport. Please bring with you photographic proof of identity, for example a passport, driver’s license or media identification card.

It is strongly recommended that you collect your ID card as soon as possible after arrival. Media who have not pre-registered may face delays while their applications are being processed.

3. International Media Centre

For these meetings, an International Media Centre (IMC) will be established at the International Convention Centre (ICC). The IMC will provide facilities for broadcast and print media which opens daily from 0700 hrs to 2300 hrs beginning 27th June 2013.

The International Media Centre will contain briefing rooms, and the press conference hall. There will be common work areas for media; media booths; a limited number of PCs with Internet access; telecommunications facilities; and food service areas.

Media organisations may hire work space (booth) and facilities by using the Media Booth Order Form available at www.asean2013.gov.bn

4. Media Briefings

All media briefings will be co-ordinated through the IMC.

5. Media Pools

Every effort has been made to ensure that the press are able to cover the meeting as much as possible. However due to limited space on certain meeting venue, a pool system will be applied. Pooling arrangements will be agreed prior to the commencement of the meeting at the media briefing. Access to these locations will only be given to those with appropriate pool pass.

Media personnel who wish to cover the meetings must register at the Media Pool Desk at the IMC a day before the meeting commences. The availability of the pooling quotas are based on ‘first come, first serve’ basis.

6. Airport Courtesy

Personnel of the organising committee which comprise of officers from the Department of Information will greet media personnel upon arrival.

Airport courtesy, customs, immigration and luggage assistance will be accorded to media personnel upon arrival and departure.

7. Accommodation

Accommodation is limited for the meetings therefore media organisations are advised to book early if they wish to secure accommodation within a reasonable distance of the International Media Centre. Accommodation cannot be guaranteed for those who make late requests.

Media who are part of the official delegations are advised to liaise with the Logistics Committee for their accommodation arrangements. Media should therefore first check with the appropriate officials in their respective ASEAN national secretariats to avoid duplication in accommodation booking arrangement.

Upon receipt of bookings, the availability of Media Booth and facilities, together with an invoice, will be notified via e-mail. Full payment shall be made to the Host Broadcaster’s account by telegraphic transfer or bank draft before orders can be confirmed. Account details will be specified in the invoice. All rates shall be paid in USD. Payment must be received not later than (23rd June 2013).

The booths will only be provided on a “first come, first served” basis. The reservation will only be considered firm upon receipt of payment. . Please note 100% cancellation fee applies in case of No Show or cancellation made within 7 days or less prior to the start date of the meeting.

9. Host Broadcaster

Radio Television Brunei (RTB) is the Host Broadcaster (HB) of the meetings and will be establishing an International Broadcast Centre (IBC) at the International Convention Centre, Bandar Seri Begawan, providing client broadcasters with international quality television coverage of key events as well as other facilities as offered through the Rate Card.

9.1 Broadcast Standard

RTB will produce and distribute the international signals in HD-SDI 1080i/50 with embedded audio, 16:9.

Limited facilities on video standards conversion will be available at the Tape Play-out area in the HB’s Booking Office. The facilities can be used for tape play-out purpose only on a “first come, first served” basis, subject to availability.

9.2 On-Site Booking Office

The Booking Office at the IBC will open from 0700 hrs to 2300 hrs from 27th June to 2nd July 2013. Client Broadcasters may order the television services and uplink services from this Booking Office.

The Booking office will only accept cash in USD.

9.3 Television Facilities and Services

RTB provides television facilities and services such as stand-up positions, tape play-out, video tape recordings/dubbings, and editing system. The stand-up positions and the tape-play-out will be offered together with the uplink services. The charges are as quoted in the Rate Card.

These facilities are subject to availability and served on a “first come, first served” basis. Client Broadcasters may pre-order these television services by email or fax to the following: -

Alternatively, the services can also be booked through the HB’s On-site Booking Office. The services will only be considered confirmed when full payment is received.

Edit Suite* It comprises of a non-linear Grass Valley Edius 6 workstation complete with DVCPro HD or P2 recorder where Client Broadcaster can have the option of deploying an operator charged on an hourly basis. Client broadcasters will have to notify the Host Broadcaster in advance should other formats are required.

Recording / Dubbing* RTB will offer recording / dubbing services in various tape formats. The formats available are Digital Betacam, DVCPro HD, DVCPro 50 and P2

11. Visa

All media representatives must be in possession of valid visa and passport for entry into Brunei Darussalam. Please enquire at the Overseas Missions and Embassies of Brunei Darussalam in your respective countries. Information on visa requirements is available on the website of the Ministry of Foreign Affairs and Trade at http://www.mofat.gov.bn/index.php/visa- information

12. Customs Clearance Requirements

All media representatives are required to carry a detailed list of their equipment including the type, serial numbers and estimated value of the items including radio communication equipment and the frequency bands.

Applicants should attach copies of the equipment list with the Media Accreditation application form.

Temporary importation of equipment is allowed subject to Customs approval. The list of equipment must be produced on arrival at the Brunei International Airport.

13. Telecommunications

During the meetings, the following telecommunications services will be available to media personnel at the main meeting venues:

those meetings so that compatibility with existing radio services in Brunei Darussalam can be assessed.

14. Dress code

Dark lounge suit or smart attire is preferred.

15. Transportation

Scheduled shuttle buses will operate between the hotel and meeting venue. Taxis are available at most hotels, shopping centres and the airport. Self-drive cars are available for hire from major hotels and the airport.

GENERAL INFORMATION ABOUT BRUNEI DARUSSALAM

1. Banks and Currency

There are a number of international banks operating in the country. Banks are generally open from 9am to 4pm Mondays to Fridays and 9am to 11am on Saturdays. Most banks are government-approved to handle traveller’s cheques and currency exchange, and most offer ATMs on international networks. All major credit cards (Visa, MasterCard, American Express, China Union Pay) are widely accepted throughout the country.

The Brunei Dollar is pegged to the value of the Dollar ($1: $1) and both currencies can be used in either country. Rates against other currencies vary daily. They can be exchanged at Banks or Licensed Money Changers throughout the country.

2. Climate

Brunei has an equatorial climate year round, characterised by temperatures ranging between 240 to 330 Celsius, high humidity and copious rainfall.

3. Electricity Supply

Voltage is 240V 50Hz and use British Standard three-pin plug, BS 1363 (Type G)

4. Time Zone

Brunei Darussalam is eight hours (+8) ahead of GMT and 16 hours (+16) ahead of US Pacific Standard Time.
