Sehingga pay-tv berbeda dengan televisi free-to-air dimana penyiarannya dilakukan secara gratis. Televisi berbayar di dunia pertama kali diperkenalkan oleh Zeinth Radio Corporation pada tahun 1949. Layanannya diberi nama Phonevision sebab cara kerjanya adalah memesan tayangan tertentu melalui telepon yang sifatnya tidak free-to-air. (Arga, 2008). MYTV initially targeted to upgrade its capacity to launch 80 FTA TV channels by 2019. Currently, MYTV will still upgrade its capacity to launch 80 FTA TV channels but gradually over a longer period.

The technical code prepared pursuant to section 185 of the Act shall consist of, at least, the requirement for network interoperability and the promotion of safety of network facilities. Section 96 of the Act also provides for the Commission to determine a technical code in accordance with section 55 of the Act if the technical code is not developed under an applicable provision of the Act and it is unlikely to be developed by the Technical Standards Forum within a reasonable time. In exercise of the power conferred by section 184 of the Act, the Commission has designated the Malaysian Technical Standards Forum Bhd (‘MTSFB’) as a Technical Standards Forum which is obligated, among others, to prepare the technical code under section 185 of the Act. Film is an economic tool as it brings unquantifiable benefits to sectors participating in the industry. It is an effective information mechanism translating messages in more meaningful ways that appeal to the emotions. Film mirrors the cultural lives of people and reflects their heritage, values, and traditions. With the advancement in technology, film now comes in different platforms and formats, and is not confined to cinema or theatre. It becomes accessible through personal gadgets, the Internet, television (TV), cable TV, and digital versatile discs (DVDs). Thus, the reach and influence of films are vital in the people-oriented and people- centred agenda of an identity search and ensure that stakeholders down to the community level in all ASEAN member states (AMS) benefit from this approach. The ASEAN Socio-Cultural Community (ASCC) Blueprint clearly identifies the goals and strategies that AMS should support through the multilevel mechanisms in the Committee on Culture and Information (COCI), the Senior Officials Meeting Responsible for Information (SOMRI), and the ASEAN Ministers Responsible for Information (AMRI). This set of goals and strategies can be facilitated and implemented by collectively engaging government agencies in charge of film development in the AMS under the management of a technical expert group for this area and referred to as FILM ASEAN.
