The Dickinson City Council met in a duly called and announced REGULAR MEETING on TUESDAY, March 27, 2018, at 7:00 p.m. The meeting was held in the City Council Chambers located at 4403 Highway 3, Dickinson, Galveston County, Texas, and was held for the purpose of considering the following items:

ITEM 1.) CALL TO ORDER AND CERTIFICATION OF A QUORUM: Invocation and Pledge of Allegiance.

Mayor Masters called the meeting to order at 7:03 p.m. City Secretary Alun Thomas called roll and certified a quorum. Council Members present were as follows: Mayor Julie Masters, Mayor Pro-Tem Wally Deats, and Council Members Charles Suderman, Walter Wilson, Louis Decker, and William H. King, III. Council Member Bruce Henderson was absent. Also present were City Administrator Chris Heard, Assistant City Administrator/Chief Financial Officer Stephanie Russell, City Attorney David Olson, Management Assistant Gabrielle Bernal, Director of Community Development Zachary Meadows, Director of Public Works Bryan Milward, Fire Marshal Lee Darrow, Court Administrator Irma Rivera, Library Director Lindsay Henson, Bayou Animal Services Shelter Manager Melvin Trover, Police Chief Ron Morales, Police Captain Melvin Mason, and Police Sergeant Tim Cromie. Brett Burright gave the invocation, and Council Member Deats led the Pledge of Allegiance.

ITEM 2.) PROCLAMATIONS AND COUNCIL COMMENTS:

A. National Crime Victim Rights Week.

Mayor Masters read the Proclamation and presented it to Nyna Burright, Crime Victim Liaison for the Dickinson Police Department.

B. Introduction of Chris Heard, City Administrator.

Mayor Masters introduced Chris Heard, and Mr. Heard thanked Council for appointing him.

Council Comments:  Welcome and thank you to all in attendance for being here.  Thank you to those who have attended the Knights of Columbus’ fish fry dinners. Approximately 2,500 to 2,600 people have participated so

The fish fry will now resume its regular schedule of the first Friday of the month.  The Festival of Lights needs volunteers to help this Saturday beginning at 6:45 a.m. for an Easter egg hunt at Paul Hopkins Park. Volunteers are asked to assemble in front of Ashley Furniture to meet with Sergeant Johnson for instructions.  Welcome to City Administrator Chris Heard and his partner.  Thank you to Police Chief Ron Morales for stepping up to the role of Interim City Administrator while a replacement was sought, and to City staff for continuing to perform well during that time.  Mayor Masters had the honor of speaking to members of the Buddhist Compassion Relief Tzu Chi Foundation at a training event last Friday. Tzu Chi greatly assisted residents of the city after Hurricane Harvey, and their loving assistance will always be remembered and appreciated.  Dickinson Optimist Club will host an Easter egg hunt at the Dickinson Independent School District’s Education Support Center this Saturday at 10:00 a.m.  Faith United Methodist Church will host a fish fry on Good Friday, and an Easter Egg hunt the following day.  A religious revival event will be hosted by the Greater New Hope Missionary Baptist Church tonight and tomorrow night at the intersection of Highway 3 and Deats Road.  Condolences to Assistant City Administrator/Chief Financial Officer Stephanie Russell on the passing away of her grandmother.  Condolences to Bayou Animal Services Shelter Manager Melvin Trover on the passing away of his mother.

ITEM 3.) PUBLIC COMMENTS: At this time, any person with city-related business may speak to the Council. In compliance with the Texas Open Meetings Act, The City Council may not deliberate. Comments from the public should be limited to a maximum of three (3) minutes per individual speaker.

Claire Rhoads, 3915 Liggio Street, Dickinson, Texas – on March 17, Chief Building Official Ray Burgess hosted a luncheon for Eight Days of Hope and the 4B Disaster Response Network. With help from his friends, family, church, and coworkers, Mr. Burgess went out of his way to let the many volunteers know how much Dickinson appreciated them, and he should be commended. We all need to remember how important such volunteers are to our city, and when they return in May, we need to make the feel even more welcome.

Graciela Bautista, 4514 East 31st Street, Dickinson, Texas – Ms. Bautista recognized the great work that Eight Days of Hope and the 4B Disaster Response Network have been performing in Dickinson, but lamented such

Ms. Bautista also noted that debris is piling up around the city, and with many people unable to afford to have it removed, believes that a problem is developing that necessitates the City’s intervention.

ITEM 4.) CONSENT AGENDA: CONSIDERATION AND POSSIBLE ACTION: The following items are considered routine by the City Council and will be enacted by one motion. There will not be a separate discussion on these items unless a Council member requests, in which event, the item will be removed from the consent agenda and discussed after the consent agenda.

A. Approval of the Minutes of the Council Workshop Meeting of March 13, 2018.

B. Approval of the Minutes of the Regular Council Meeting of March 13, 2018.

C. Resolution Number 1648-2018 – A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DICKINSON, TEXAS, APPROVING AN AGREEMENT FOR ADDITIONAL PROFESSIONAL ENGINEERING AND SURVEYING SERVICES BY AND BETWEEN THE CITY OF DICKINSON, TEXAS AND IDS ENGINEERING GROUP; PROVIDING FOR INCORPORATION OF PREAMBLE; AUTHORIZING EXECUTION OF THE AGREEMENT BY THE MAYOR; AND PROVIDING AN EFFECTIVE DATE.

D. Resolution Number 1649-2018 – A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DICKINSON, TEXAS, APPROVING AN AGREEMENT FOR CONSTRUCTION, MAINTENANCE AND OPERATION OF A CONTINUOUS LIGHTING SYSTEM ALONG IH 45 WITHIN THE CITY OF DICKINSON.

E. Resolution Number 1650-2018 – A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DICKINSON, TEXAS, RATIFYING THE ACTIONS OF THE ASSISTANT CITY ADMINISTRATOR IN EXECUTING A PROFESSIONAL SERVICES AGREEMENT BY AND BETWEEN THE CITY OF DICKINSON, TEXAS AND PARADIGM CONSULTANTS, INC. FOR GEOTECHNICAL SERVICES FOR THE DESIGN OF A NEW ANIMAL SHELTER; PROVIDING FOR INCORPORATION OF PREAMBLE; AND PROVIDING AN EFFECTIVE DATE.

Council Member Wilson made a motion to approve the Consent Agenda, and Council Member Suderman seconded the motion. There being no discussion, Mayor Masters called for the vote.

OLD BUSINESS

ITEM 5.) CONSIDERATION AND POSSIBLE ACTION CONCERNING: Update on Activities of the -Galveston Area Council.

Council Member King gave an update and addressed questions regarding the meeting of March 20, 2018, which included discussions about funding and reimbursement for hurricane recovery efforts.

ITEM 6.) CONSIDERATION AND POSSIBLE ACTION CONCERNING: Update of Public Works Projects.

A. Fiscal Year 2017-2018 Street Maintenance Sales Tax Projects [Winding Way, Pine Lane, Timber Lane, Chicago Street, Holly Drive, Woodlawn and Benson Street].

Director of Public Works Bryan Milward provided an update regarding the Fiscal Year 2017-2018 Street Maintenance Sales Tax projects, and addressed the questions of Council. Mr. Milward also advised Council that he will begin looking at next year’s Street Maintenance Sales Tax projects, and will have a project timeline ready to present to present to Council during the April 10, 2018 meeting.

B. Update on Current Drainage Projects.

Mr. Milward provided an update on the projects and addressed the questions of Council.

C. Additions to Road Stabilization Program Round 3.

Mr. Milward provided Council with a list of proposed streets, and Council discussed the list, including the criteria used for determining which streets to include. City Administrator asked Council for some time so that he could review and possibly refine the list, and Council agreed that Mr. Heard could bring the list back at a future meeting.

ITEM 7.) CONSIDERATION AND POSSIBLE ACTION CONCERNING: Update of Hurricane Harvey Recovery Efforts.

Police Chief Ron Morales provided an update on the City’s continued Hurricane Harvey recovery efforts, informing Council that a shelter list, employee timecards, and many other forms have been uploaded to the

______March 27, 2018 Regular Council Meeting Minutes Page 4 of 12 Federal Emergency Management Agency (FEMA), and that all uploaded records have been accepted by FEMA. FEMA is now reviewing the City’s reimbursement calculations.

ITEM 8.) BRIEFING, DISCUSSION AND DIRECTION CONCERNING: Building Foundation Problems at Dickinson Public Library.

Library Director Lindsay Henson introduced Ken Stanley, an engineer with Stanley Spurling & Hamilton, Inc., who has previously presented information to Council regarding the foundation problems at the library. During the October 24, 2017 Workshop Meeting, Council directed that at least three more geotechnical soil borings be conducted (as was recommended by Mr. Stanley), after which an updated cost estimate be prepared and presented to Council for consideration. The borings have been completed, and show that the subgrade under the slab is a fat clay material, which has unsuitably high plasticity for such an application. After reviewing the data, the geotechnical engineer said that they would prefer that the foundation piers were six feet deeper than as constructed.

Mr. Stanley presented Council with two possible options for addressing the foundation problems. The first option is the removal and replacement of the slab and the subgrade, which would cost approximately $1,000,000. The second option is less expensive, at around $200,000. This option would involve the removal of tree roots from under the library, an installation of barriers around the foundation to try to maintain a constant moisture level in the subgrade, and the installation of gravel wells around the foundation. Unlike the first option, the second option would not fix the foundation, but it would (with maintenance for the life of the building) stabilize it.

Council questioned Mr. Stanley on whether the foundation piers were bell- bottomed, but the work conducted to date does not reveal that information. Although Mr. Stanley could not definitively commit to any sole underlying cause of the foundation problems, the list includes, in order of likely impact: the improper material used for the subgrade, the presence of tree roots, and a possible plumbing leak under the Information Technology room. Mr. Stanley qualified his statement about the possible leak by adding that a variation in the subgrade’s plasticity under the Information Technology room could also manifest itself in the same observed manner.

City Attorney David Olson will review the information, meet with people as needed, and present his findings to Council at a future date.

ITEM 9.) PRESENTATION, BRIEFING AND DISCUSSION CONCERNING: Provident Realty Group and Low/Moderate Income Housing Opportunities in Dickinson.

Director of Community Development Zachary Meadows introduced Mark Feaster, Affordable Housing Consultant with Provident Realty Advisors, Inc., and explained to Council why Provident Realty Advisors’ recent tax credit program application for a housing development on Hughes Lane was withdrawn. Mr. Feaster address the questions of Council, and discussed his company’s 25 year history, current assets, business philosophy, and ongoing projects.

ITEM 10.) CONSIDERATION AND POSSIBLE ACTION CONCERNING: Resolution Number XXX-2018 – A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DICKINSON, TEXAS, APPROVING THE TERMS AND CONDITIONS OF CHANGE ORDER #1 FROM JOHN MERK ARCHITECT FOR ARCHITECTURAL CONSTRUCTION DRAWINGS FOR A NEW ANIMAL SHELTER; AUTHORIZING THE CITY ADMINISTRATOR TO ACCEPT SUCH PROPOSAL; PROVIDING FOR THE INCORPORATION OF PREAMBLE; AND PROVIDING AN EFFECTIVE DATE.

Council Member Suderman made a motion to approve the resolution, and Council Member Wilson seconded the motion. Council discussed the large increase in the budget for the project, and Council Member Wilson and Assistant City Administrator/Chief Financial Officer Stephanie Russell explained that the additional $500,000 that was added to the project was the grant awarded to Bayou Animal Services by PetCo Foundation, with the condition that the funds were to be used in addition to the existing budget of $550,000. There being no further discussion, Mayor Masters called for the vote.

CONDUCT A PUBLIC HEARING CONCERNING: Zoning Case SUP-18- 0425, A Request For A Specific Use Permit On Approximately 1.000 Acre For “Automotive Repair” In The “GC” (General Commercial) Zoning District, Legally Described As Abstract 11 Page 7A Farmer Survey Tract 33, Generally Located West of Highway 3 and North of Hughes Road, With The Address Being 5200 Highway 3, Dickinson Texas 77539.

Director of Community Development Zachary Meadows presented the item to Council, informing Council that on March 20, 2018 the Planning and Zoning Commission recommended approval of the Specific Use Permit on the condition that any vehicles left overnight are inside a building or behind the fence. He also noted that the site plan is not fully in compliance with the requirements, so some modifications will be made to the plan.

The applicant, Frankie Taylor, assured Council that the property would not be used for automotive wrecker vehicles, and that he would comply with the City’s noise regulations. There being no further discussion, Mayor Masters called for the vote.

ITEM 17.) BRIEFING, DISCUSSION AND POSSIBLE ACTION CONCERNING: 2017 Drainage Bills.

Assistant City Administrator/Chief Financial Officer Stephanie Russell presented to Council. Ms. Russell continues to work with the Galveston County Tax Assessor-Collector in an effort to have the Tax Assessor- Collector bill for this utility next year. Ms. Russell asked for Council to consider authorizing her to automatically issue refunds of the overpayment to those who overpaid their bills by $24 due to a billing error made by the City. After discussion, Council directed that Ms. Russell proceed with issuing such automatic refunds.

ITEM 18.) EXECUTIVE SESSION: The City Council will now hold a closed executive meeting pursuant to the provision of Chapter 551, Government Code, Vernon’s Texas Codes annotated, in accordance with the authority contained in:

A. Section 551.071 – Consultation with Attorney regarding pending or contemplated litigation or a matter in which the duty of the City Attorney requires to be discussed in closed meeting.

Mayor Masters informed those present that there were no matters to discuss in Executive Session, and checked with the other members of Council to ensure that there were no matters. There being no reason to hold a closed executive meeting, one was not held.

ITEM 19.) RECONVENE

Because no executive session was held, this item was no longer needed.

WHEREAS, the City of Dickinson, Texas (“City”) is a gas utility customer of CenterPoint Energy Resources Corp., d/b/a CenterPoint Energy Entex and CenterPoint Energy Texas Gas – Texas Coast Division, (“CenterPoint” or “the Company”) and a regulatory authority with an interest in the rates and charges of CenterPoint; and

WHEREAS, CenterPoint made filings with the City and the Railroad Commission of Texas (“Railroad Commission”) in March 2018, proposing to implement interim rate adjustments (“GRIP Rate Increases”) pursuant to Texas Utilities Code § 104.301 on all customers served by CenterPoint, effective May 28, 2018; and

WHEREAS, it is incumbent upon the City, as a regulatory authority, to examine the GRIP Rate Increases to determine its compliance with the Texas Utilities Code;

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DICKINSON, TEXAS, that:

Section 1. The May 28, 2018, effective date of the GRIP Rate Increases proposed by CenterPoint is hereby suspended for the maximum period allowed by Texas Utilities Code § 104.301(a) to permit adequate time to review the proposed increases, analyze all necessary information, and take appropriate action related to the proposed increases.

BACKGROUND: On August 23, 2011, by Resolution Number 1208-2011, the City Council formally appointed eleven members to the Fair Housing Work Group. The appointments to the Fair Housing Work Group are directed by the State of Texas in Appendix A – FHAST Form Guide, a copy of which is provided with this agenda item.

Julie Robinson, listed in the Resolution as Julie M. Johnston, no longer works for the City, and as such needs to be replaced. Approving this Resolution would revise Resolution Number 1208- 2011 to remove Mrs. Robinson and replace her with Chris Heard, the City of Dickinson’s current City Administrator.

For the Fair Housing Work Group, the City is required to have certain entities and groups represented. Consequently, the recruitment of members for this Board is different from accepting general applications.

RECOMMENDATION: Staff recommends approval of the Resolution.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DICKINSON, TEXAS, THAT:

Section 1. The above and foregoing premises are true and correct and incorporated herein and made a part hereof for all purposes.

Section 2. Section 5 of Resolution Number 1208-2011, duly passed and approved on August 23, 2011 as heretofore amended, is hereby revised to remove Julie M. Johnston and appoint Chris Heard as a member of the Fair Housing Work Group.

Section 3. All provisions of the resolutions of the City of Dickinson in conflict with the provisions of this Resolution are hereby repealed, and all other provisions of the resolutions of the City of Dickinson not in conflict with the provisions of this Resolution shall remain in full force and effect.

Section 4. This Resolution shall become effective immediately upon its passage in accordance with law.

Appendix A ‐ FHAST Form Guide This guide is intended to help subrecipients/grantees fill out the State’s Fair Housing Activity Statement – Texas Form (“FHAST Form”). In short, the FHAST Form is intended to be a process conducted by a locally‐appointed FHAST Work Group (the “Work Group”) resulting in a locally‐ defined Fair Housing Action Plan. The directions contained in this FHAST Form Guide are intended to stimulate discussion among the Work Group so that these issues can be clarified based on local circumstances; leading to a Fair Housing Action Plan that will be a “good fit” for the jurisdiction as well as ensure the jurisdiction can meet its obligation to abide by Fair Housing laws and regulations and to Affirmatively Further Fair Housing (“AFFH”).

The FHAST form will accompany the methods of distribution under Round 2 of the State’s CDBG Disaster Recovery program. All applicants for Round 2.2 funding must have a FHAST form to accompany their application. The State of Texas will provide training, technical assistance, and support. Subrecipients and grantees may reach the GLO’s Technical Assistance phone line at 866‐206‐1084.

Step One ‐ The FHAST Work Group Member Selection

The first step for any jurisdiction is to select the Work Group. The Work Group will be the entity responsible for completing the FHAST Form and identifying a particular community’s fair housing impediments and proposed steps for addressing those impediments.

The Work Group should be a diverse but knowledgeable group appointed by the chief elected official (Mayor or County Judge) or Council of Governments governing board member for that jurisdiction. Once the members have been selected, the jurisdiction must post notice on their website of the selections. The notice must include the names and titles of the members, as well as the groups that they fall under (as described below).

The Work Group must include at least a total of five members taken from the two groupings below.

Group 1: Two members from the following: • Chief elected official (or designated staff), • City Manager (or designated staff), and/or • Planning Officer/Staff (or designated staff).

Group 2: The Work Group should also include at least three members who reside or work in that jurisdiction, and should be selected from the following groups:

• Representatives from the protected classes1 (at least one from this bullet); • Minority business leaders; • Affordable housing providers; • School district leadership, including members of the local school board; • Members from local organizations that advocate on behalf of members of the protected classes (i.e., disability advocates, NAACP chapter president, etc.); • Developers of affordable housing in that jurisdiction; and • Community based improvement associations.

Step Two ‐ Develop a Process & Gather Data

Select Work Group Officers. The Work Group should collectively select members to serve as Chair, Secretary, and Data Collection Chair.

Create a Working Time Table. The Work Group should set a schedule for future meeting times, as well as a draft timeline for completing the FHAST form.

Review the 2010 Texas Phase 1 Analysis of Impediments (the “AI”). Each member of the Work Group should review the AI, with particular attention to sections 1, 8, and the section applicable to their area. The AI can be downloaded at http://www.tdhca.state.tx.us/cdbg/ike‐ and‐dolly/ai‐agenda.htm or a copy can be requested by calling 866‐206‐1084.

Gather relevant information. Several basic documents will be necessary to fill out the FHAST Form. These documents should be gathered in advance of step 3. The documents include: • Local demographic maps (may be found in appendix D of the AI). • The GIS maps of federal housing and community development benefits when they are available (may be found at http://www.glo.texas.gov/GLO/disaster‐recovery‐ funding/index.html , the GLO). • List of housing discrimination complaints (may be found in appendix C of the AI).

It is the Data Collection Chair’s responsibility to understand, identify, and bring the Work Group the various documents that will be needed for the Work Group to complete its planning.

Step Three ‐ Assess the data and fill out the FHAST form

Discuss each action step of the FHAST form. The Work Group should thoroughly review the data collected and discuss each impediment in the AI as it relates to that jurisdiction. Based on this review and discussion, the Work Group should identify specific actions that could be taken locally to address each of the impediments enumerated in the FHAST Form. Each proposed

1 As previously noted, the Fair Housing Act of 1968 (as amended) prohibits housing discrimination on the basis of race, color, religion, national origin, gender, presence of a disability, and familial status. action should be directly related to the impediment being addressed and should offer concrete action steps (or a series of action steps) toward remediating that particular impediment.

Provide detailed explanations where no action is recommended. Where an action step is deemed to be not relevant to a particular jurisdiction or where no action need be taken at that time in response to the particular impediment, the Work Group should provide a full explanation for the decision not to propose action. The explanation should include reference to the applicable data that has been reviewed in reaching this determination.

Step Four ‐ Public comment

Notice and Comment Period. The Work Group should submit the completed FHAST form to the GLO for review. Upon approval from the GLO, the Work Group should publish the form on the local governing body’s website. The local governing body shall notify the GLO when the notice is published. Notice of the form should be published in English and Spanish, as well as any other language(s) widely spoken in that jurisdiction. The GLO will assist with the translation process as necessary. The notice should allow at least 10 days for the submission of public comments on the completed form. The notice should include the address and contact information where public comments can be submitted.

Public Meeting and FHAST Form Approval. Not fewer than 10 days (or more than 30 days) after the FHAST form has been published, the local governing body shall hold a public meeting in which the FHAST Work Group will have an opportunity to present their recommended FHAST Form. The governing body will hear from members of the public on any proposed changes to the completed FHAST form. Following the public comment and open meeting process, the local governing body should review, amend as necessary, and adopt the final FHAST form. Upon adoption, the FHAST form becomes that jurisdiction’s Fair Housing Action Plan (Action Plan). The Action Plan should then be assigned to the governing body’s staff for implementation. Once adopted, the Action Plan should be published online on the local jurisdiction’s government website in a downloadable format.

Step Five ‐ Monitoring and Oversight

Once adopted, the Action Plan remains the responsibility of the Work Group. The Work Group should monitor progress on the Action Plan, report findings, and make any recommendations to the local governing body and the GLO.

Reconvening. The Work Group should reconvene at least once every year following the local governing body’s adoption of the Action Plan. The Work Group’s Chair, Secretary, and Data Collection Chair should confer at least every six months to determine if any changes in local circumstances or delays in the implementation of the Action Plan warrant reconvening earlier than the twelve‐month deadline. The date, time, location and results of this meeting should be documented and submitted to the GLO.

Progress Reports. As part of the monitoring process, the governing body’s staff tasked with implementing the Action Plan should file ongoing progress reports with the Work Group’s Chair and provide copies upon request. This report must be submitted according to the State’s prescribed format. Each year, in advance of its annual convening, the Work Group’s Data Collection Chair should obtain updated data, as available, for use in reviewing the progress on the Action Plan. Copies of any updated information should be distributed at least two weeks in advance to all members of the Work Group.

Notice and Public Comment. Following each annual convening, the Work Group should undertake the same notice and comment process outlined above. Following each notice and comment period, the local governing body should review and adopt, as amended, the updated Action Plan and should report any revisions to its staff for implementation. All changes or updates to the FHAST/Fair Housing Action Plan should be made publicly available (electronically whenever possible) and should be submitted to the GLO.

BACKGROUND: (This is the second of three readings) In the March 27, 2018 City Council meeting, the Council conducted a public hearing on a request to amend the Comprehensive Zoning Ordinance by granting a Specific Use Permit to the Applicant for automotive repair on property located at 5200 Highway3 in Dickinson (“Property”) and passed the first reading of this ordinance. On March 20, 2018, the Planning and Zoning Commission conducted a public hearing on this Specific Use Permit request and recommended approval of the request.

RECOMMENDATION: The Planning And Zoning Commission Unanimously Recommended Approval Of The Requested Specific Use Permit, With a Condition That All Vehicles Left Overnight For Repair Be Located Either Inside or Behind The Building.

WHEREAS, Michael Gillaspia (“Owner”) is the owner of ± 1.000 Acres, Legally Described As Abstract 11 Page 7A Farmer Survey Tract 33, More commonly known as 5200 Highway 3, Generally Located North of Hughes Road and West of Highway 3 in the City of Dickinson, Galveston County, Texas (the “Property”), and

WHEREAS, the Property presently has a zoning classification of General Commercial (“GC”) pursuant to Ordinance No. 420-2001, the City's Comprehensive Zoning Ordinance; and

WHEREAS, Frankie Taylor (“Applicant”) has made application to the City for a Specific Use Permit (“SUP”) for said Property to allow the use of Automotive Repair as authorized by the City’s Zoning Ordinance; and

WHEREAS, the City Secretary of Dickinson, Texas, directed that notices of a hearing be issued, as required by the Zoning Ordinance of the City of Dickinson and laws of the State of Texas, at a meeting of the City Council, to be held on the 27th day of March, 2018, for the purpose of considering a Specific Use Permit (“SUP”) to allow the use of Automotive Repair on the Property; and

WHEREAS, the City Secretary of the said City accordingly caused to be issued and published the notices required by its Zoning Ordinance and laws of the State of Texas applicable thereto, the same having been published in a paper of general circulation in the City of Dickinson, Texas, at least fifteen (15) days prior to the time set for such hearing; and

WHEREAS, the City Council of said City, pursuant to such notice, held its public hearing and heard all persons wishing to be heard both for and against the aforesaid change in the Zoning Ordinance, on the 27th day of March, 2018; and

______CITY OF DICKINSON, TEXAS – ORDINANCE NUMBER XXX-2018 Page 1 of 3 WHEREAS, the City Council is of the opinion and finds that the granting of the Specific Use Permit (SUP) to allow the Applicant to use the Property for Automotive Repair, as described herein, would not be detrimental to the public health, safety, or general welfare or otherwise offensive to the general public, and will promote the best and most orderly development of the properties affected thereby, and to be affected thereby, in the City of Dickinson, and as well, the owners and occupants thereof, and the City generally.

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF DICKINSON, TEXAS, THAT:

Section 1. The facts and matters set forth in the preamble of this Ordinance are hereby found to be true and correct.

Section 2. The Comprehensive Zoning Ordinance Number 420-2001, as the same has been heretofore amended, is hereby further amended so as to grant Specific Use Permit Number SUP-18-0425 allowing the Applicant to use the Property for Automotive Repair; such Property Being Legally Described As Abstract 11 Page 7A Farmer Survey Tract 33, More commonly known as 5200 Highway 3, Generally Located North of Hughes Road and West of Highway 3 in the City of Dickinson, Galveston County, Texas, presently zoned General Commercial (“GC”).

Section 3. The Zoning Change authorized and permitted hereby shall be, and is, subject to the following additional limitations, restrictions, and conditions:

A. All vehicles left overnight for repair must be located either inside or behind the building.

Section 4. It is further ordered that Specific Use Permit Number SUP-18-0425, as amended by this Ordinance, is approved solely for the use of Automotive Repair by the Applicant, and therefore, all amendments to such SUP approved by this Ordinance are exclusively for the benefit of the Applicant and do not run with the land.

Section 5. It is directed that the official zoning map of the City of Dickinson, adopted on the 24th day of July, 2001, by Ordinance No. 420-2001, shall be revised and amended to reflect the Specific Use Permit (SUP) granted by this Ordinance, with the appropriate reference thereon to the number and effective date of this Ordinance and a brief description of the nature of the change.

Section 6. All provisions of the ordinances of the City of Dickinson in conflict with the provisions of this Ordinance are hereby repealed, and all other provisions of the Ordinances of the City of Dickinson not in conflict with the provisions of this Ordinance shall remain in full force and effect.

Section 7. The repeal of any ordinance or part of ordinances effectuated by the enactment of this Ordinance shall not be construed as abandoning any action now

Section 8. Any person who shall intentionally, knowingly, recklessly or with criminal negligence violate any provision contained in this Ordinance, or who shall commit or perform any act declared herein to be unlawful, shall be deemed guilty of a misdemeanor and, upon conviction thereof, shall be fined in an amount of not more than two thousand dollars ($2,000.00). Each day a violation continues shall constitute a separate offense.

Section 9. In the event any clause, phrase, provision, sentence, or part of this Ordinance or the application of the same to any person or circumstance shall for any reason be adjudged invalid or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or invalidate this Ordinance as a whole or any part or provision hereof other than the part declared to be invalid or unconstitutional; and the City Council of the City of Dickinson, Texas, declares that it would have passed each and every part of the same notwithstanding the omission of any such part thus declared to be invalid or unconstitutional, whether there be one or more parts.

Section 10. This Ordinance shall become effective upon final reading and adoption of this Ordinance, in accordance with law.

It is directed that the Official Land Use Map of the City of Dickinson, adopted on the 27th day of September, 2016, by Ordinance Number 858-2016, shall be revised and amended to reflect the land use designation established by this Ordinance, with the appropriate reference thereon to the number and effective date of this Ordinance and a brief description of the nature of the change.

Section 4. All provisions of the ordinances of the City of Dickinson in conflict with the provisions of this Ordinance are hereby repealed, and all other provisions of the Ordinances of the City of Dickinson not in conflict with the provisions of this Ordinance shall remain in full force and effect.

Section 5. The repeal of any ordinance or part of ordinances effectuated by the enactment of this Ordinance shall not be construed as abandoning any action now pending under or by virtue of such ordinance or as discontinuing, abating, modifying or altering any penalty accruing or to accrue, or as affecting any rights of the municipality under any section or provisions of any ordinance at the time of passage of this Ordinance.

Section 6. Any person who shall intentionally, knowingly, recklessly, or with criminal negligence violate any provision of this Ordinance shall be deemed guilty of a

In the event any clause, phrase, provision, sentence, or part of this Ordinance or the application of the same to any person or circumstance shall for any reason be adjudged invalid or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or invalidate this Ordinance as a whole or any part or provision hereof other than the part declared to be invalid or unconstitutional; and the City Council of the City of Dickinson, Texas, declares that it would have passed each and every part of the same notwithstanding the omission of any such part thus declared to be invalid or unconstitutional, whether there be one or more parts.

Section 8. This Ordinance shall become effective upon final reading and adoption of this Ordinance, in accordance with law.

According to Section 18-60 - Time Limits for A Specific Use, “use of the property permitted by a specific use permit must commence within one (1) year from the date of approval, unless extended by action of the City Council.”

BACKGROUND: Staff has received a petition for the creation of a public improvement district on approximately 51.23 acres south of FM 517 situated in the P.G. Merritt Survey, Abstract Number 155, part of Bayou Bend Estates. Chapter 372 of the Local Government Code enables the creation of a public improvement district following a public hearing on the advisability of the improvement.

The proposed public improvements include the construction of potable water facilities and improvements, wastewater facilities and improvements, drainage and detention facilities and improvements, roadways, landscaping, fencing, monuments, and signage; financing costs (including reserve funds, interest and the cost of issuance), and establishment, administration and operation costs of the District

The estimated costs of the improvements are $4,282,000.00.

The proposed method of assessment for residential properties shall be based upon a per lot basis, or other similar method of apportionment that results in an equal distribution of costs among benefiting property owners in the District benefiting from the public improvements, which may be constructed and assessed in phases over the life of the District, as may be required to accommodate development within the District.

The proposed apportionment of cost between the District and the municipality as a whole is for one hundred percent (100%) of the cost (including creation costs, ongoing administrative expenses, supplemental services, and interest) being paid by assessment of the property owners within the District.

Written notice of this hearing was published in compliance with Section 372.009(c) of the Local Government Code.

WHEREAS, the City of Dickinson, Texas (the “City”) is authorized pursuant to Chapter 372, Texas Local Government Code (the “PID ACT”) to create public improvement districts for the purposes described therein; and

WHEREAS, the City has received a petition (the “Petition”), in accordance with the requirements of Section 372.005(a) requesting the creation of City of Dickinson Public Improvement District No. Four (the “District”) over the property described therein (the “Property”) from the owners of a portion of the Property (the “Petitioners”); and

WHEREAS, the Petitioners own more than 50 percent of the appraised value of the Property as determined by the current roll of the Galveston County Appraisal District and constitute more than 50 percent of all record owners liable for assessment of the Property, in accordance with the requirements of Section 372.005(b) of the PID Act; and

WHEREAS, the City Council held a hearing regarding the creation of the District on April 10, 2018, after having caused notice of such hearing by publication and mailing in accordance with the requirements of Section 372.009(c) and (d) of the PID Act; and

WHEREAS, at such hearing evidence was presented sufficient to allow the City Council to make such findings as are required by the PID Act;

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DICKINSON, TEXAS, that:

Section 1. The facts recited in the preamble and statements contained in the preamble are hereby found to be true and correct and are incorporated herein and made a part hereof for all purposes.

Section 2. The City Council further finds as follows:

(a) The improvements described in the petition are found to be advisable and will substantially benefit the Property.

(c) The estimated cost of the proposed public improvements is $4,282,000 plus interest on advances as appropriate.

(d) The proposed boundaries of the District are described in Exhibit A attached hereto and incorporated by reference.

(e) The proposed method of assessment for residential properties shall be based upon a per lot basis, or other similar method of apportionment that results in an equal distribution of costs among benefiting property owners in the District benefiting from the public improvements, which may be constructed and assessed in phases over the life of the District, as may be required to accommodate development within the District.

(f) The proposed apportionment of cost between the District and the municipality as a whole is for one hundred percent (100%) of the cost (including creation costs, ongoing administrative expenses, supplemental services, and interest) being paid by assessment of the property owners within the District.

Section 3. This Resolution shall become effective immediately upon its passage.

An authorization takes effect when it has been published one time in a newspaper of general circulation in the municipality or county.

Actual construction of an improvement may not begin until after the 20th day after the date the authorization takes effect and may not begin if during that 20-day period written protests signed by at least two-thirds of the owners of record of property within the improvement district or by the owners of record of property comprising at least two-thirds of the total area of the district are filed with the municipal or county secretary or other officer performing the duties of the municipal or county secretary. A person whose name appears on a protest may withdraw the name from the protest at any time before the governing body of the municipality or county convenes to determine the sufficiency of the protest.

This agenda item creates City of Dickinson Public Improvement District No. Four.

This resolution showing Council’s support for the need will enhance the project’s merit and increase the likelihood of receiving the grant award.

WHEREAS, Should the Houston-Galveston Area Council award the City of Dickinson this grant, the position will be funded for a period not to exceed 10 months and the City of Dickinson will be responsible for any and all expenses thereafter; and

WHEREAS, The City Council of the City of Dickinson expresses its support for the Application of this grant and acknowledges the positive impact this project will have on community health, safety, and beautification.

BACKGROUND: Section 3.02 of the Bylaws, as amended, for Bayou Animal Services Corporation provides that the Corporation has 7 Board members, with City of Dickinson having 4 of those Board members. Each Board member must be an elected or appointed official in the municipality he or she represents. With the recent appointment of Chris Heard as City Administrator for the City of Dickinson, this agenda item seeks to remove former Interim City Administrator Ron Morales from the Board and replace him with Chris Heard as a City representative.

As prescribed by Section 3.02 of the Bylaws, the term of each Board member shall run concurrent with the respective term of the Mayor for each municipality such Board member serves.

RECOMMENDATION: Staff submits this item for consideration without recommendation.

Houston/Galveston Regional PIO Network Meeting Management Assistant Gabrielle Bernal attended the regional Public Information Officer Network meeting on March 15, 2018.

H-GAC Solid Waste Grant Seminar Management Assistant Gabrielle Bernal attended a free H-GAC grant application seminar March 19, 2018. Ms. Bernal and City Secretary Alun Thomas began working on an application for the H-GAC Solid Waste grant.

Harvey Repair Grant Award Committee - City Secretary Alun Thomas continues to work with grant awardees and the finance department to prepare the final checks to close out this project. Electronic Records Management System – City Secretary Alun Thomas has been using the electronic records management system to import and store signed Harvey Repair Grant Award contracts, and has been setting up additional workflows to streamline and improve the filing process.

Homebuyer Expo –On February 17, 2018, the City hosted its 2018 Homebuyer Expo at Mt. Carmel Baptist Church. Over the course of the event, 54 people attended and received information about their options for buying a home. The Fair Housing Work Group will meet April 26, 2018 to discuss the outcomes of the event and begin planning for next year.

New Marquee Sign at Central Fire Station - Management Assistant Gabrielle Bernal continues to work with Gordian Group to finalize an estimate for the masonry and electrical work for the sign installation. Daktronics is working with the Gordian Group to provide the specifications needed to complete the estimate for electric work on the sign.

Texas-New Mexico Power- Management Assistant Gabrielle Bernal continued to work with Hannah Wilchar of Lloyd Gosselnik Attorneys on the negotiations for the TNMP franchise agreement which is up for renewal in 2018. iChoosr- Management Assistant Gabrielle Bernal continues to work with iChoosr to promote the Texas Power Switch program. The subscription phase will continue through April 16, 2018 and there are currently 180 residents signed up to participate in the auction.

TxDOT Projects –

1) I-45 Widening Project (FM 518 to FM 517): The TxDOT contractor finished work on reversing traffic at FM517 and is working on reconstructing the main lanes northbound on I-45 at FM517.

2) FM 517 Widening Project (Drake Run Road to Highway 35): No decision has been made on the right-of-way alignment; however, the project is still estimated to start in 2019 or 2020.

Staff had not received any notification on the status of the award as of the end of March. ▪ Drainage Utility Billing Implementation – As of March 31, 2018, the collection rate was 36.8%. ▪ Hurricane Harvey – Finance staff continue to work on recovery efforts regarding Hurricane Harvey to ensure reimbursement from FEMA and consideration for other funding. ▪ Transparency Stars Program – The Texas Comptroller of Public Accounts has announced a new program, Transparency Stars, which recognizes local governments that go above and beyond in their transparency efforts. To begin the process of establishing the City’s eligibility, staff will be adding reader-friendly financial data to the City’s website. No recent updates were made in March. Corporation Support ▪ Bayou Animal Services –During the month of March, Finance staff supported the Corporation by processing accounts receivable and accounts payable transactions. ▪ Dickinson Economic Development Corporation (DEDC) – In March, Finance staff supported the Corporation by processing accounts receivable and accounts payable transactions. ▪ Dickinson Management District #1 – During March, finance staff supported the Corporation by processing accounts receivable and accounts payable transactions. Continuing Monthly Activities There are several activities that the Finance Department performs on a daily, weekly, bi- weekly, or monthly basis including: entering and posting journal entries to record account transactions; reviewing and processing invoices; processing payroll; verifying 380 grant payments; reconciling insurance deductions and payments; verifying credit card transactions; and reconciling bank and general ledger accounts.

Staff Activity

- Staff attended and participated in career day at Silbernagel Elementary school on March 2, 2018

- Coordinated repairs and service to the City Hall & Library Fire Alarm systems. Cellular dialers have recently lost communications with the central monitoring company, Simplex Grinnell. It was found to be an issue with ongoing repairs to a nearby AT&T cell tower. Staff will be following up with Simplex Grinnell to find a solution to not losing this connection in the future.

- Coordinated repairs to the City Hall security camera system. In early March it was found that one of the 2 DVR’s to the system was no longer recording. TYCO Integrated Security came out and determined that both DVR’s were in need of hard drive upgrades. These units were removed and shipped out for upgrades and repairs. The DVR’s have been placed back into service along with the replacement of several cameras. All systems are working properly at this time. All cost for repairs were covered as part of our service agreement.

- Assisted the Court department with the installation of new key locks of all cash drawers.

- On March 19, 2018, Assistant Fire Marshal Burt Heddles was involved in a fleet accident while responding with the fire department to a major accident. His vehicle received moderate damage and no injuries were reported from either driver. The other driver was found to be a fault for failing to yield to an emergency vehicle. The other driver’s insurance company quickly accepted liability for the repairs to the City vehicle. The City vehicle was taken to Gay GMC/Buick and repairs have been completed at no cost to the City.

- Staff continues the process of inspecting businesses affected by Harvey as they rebuild and reopen.

Investigations

- 03/07/2018 – 2400 block Avenue G. Crews responded to a reported structure fire. Upon arrival it was found to be a fire within the kitchen area. The fire was extinguished and damage was contained to the kitchen. The fire was determined to have been accidental due to unattended cooking by the resident.

Fire Marshal Staff Activity Report Cont’d - 03/12/2018 – 1500 block Rodeo Bend. Crews responded to a report of a fire on a vacant wooded lot. Upon arrival it was found that some brush and a tire had been set on fire and left unattended. The fire was extinguished without incident. No other information was available and no witnesses to the incident.

- 03/28/2018 – 4100 block Missouri Ave. Crews responded to a report of smoke in the attic. Upon arrival it was found that there was an active fire in the attic. Crews were able to extinguish the fire and contain the damage to one bedroom above the ceiling. The fire was determined to have been an accidental fire due to overheated and poor electrical wiring conditions.

- Staff responded to 3 SWPPP violations during the month resulting in 1 citation being issued.

o ROW Repairs reviewed and approved for CenterPoint Gas located at Timber Dr. @ 28th Street. o Plans Reviewed and approved for repairs to Ture Cross School. Repairs are related to hurricane Harvey along with some improvements. o Met with the owner to discuss fire safety requirements for a new business located at 1817 FM 517 Rd. East. This will be a dog training and boarding facility. o Reviewed and approved the plans for improvements and repairs related to the dog training facility located at 1817 FM 517 Rd. East.

Author Visit- Author Frank Weber spoke about his first novel Murder Book at the Library. Mr. Weber is a forensic psychologist whose award winning forensic and clinical work includes assessment and expert witness testimony for homicide, sexual assault, and physical assault cases. Murder Book from North Star Press pulls from his experience in the field to create an engaging thriller.

Lee Johnson Watercolor Display- In collaboration with the Dickinson Texas Art Guild watercolors by artists Lee Johnson were placed on display in the Community Room. Ms. Johnson is a talented painter and member of the Dickinson Texas Art Guild.

Sibernagel Elementary Career Day- Assistant Library Director/Children’s Librarian Kathy Soehl and Library Assistant Julianne Lane attended Career Day at Sibernagel

Elementary School. The students were given the opportunity to speak to various community members to learn about their careers.

ONGOING/COMPLETED PROJECTS

Computer Classes- IT/Youth Librarian Sam Torrez presented several computer classes in March. Introductory classes included Excel, Basic Computers, Social Media and E- Mail. Mr. Torrez also offered Intermediate Excel classes.

Display Case- In April the Library displayed the photography of local businessman and bird enthusiast Dennis Cooke. The photos feature various birds that Mr. Cooke has encountered during his birding trips. Mr. Cooke is a State Farm Insurance Agent with an office in Dickinson.

Galveston County Library Directors Meeting- Library Director Lindsay Henson attended the monthly Galveston County Library Directors meeting at the Genevieve Miller Hitchcock Public Library. Topics discussed included the proposed FY2019 Gavleston County budget request and hurricane recovery efforts.

Head Start- Assistant Library Director/Children’s Librarian Kathy Soehl collaborated with the local Head Start teacher and supplied books and materials for her classroom.

Library Foundation Issues- Library Director Lindsay Henson, Public Works Director Bryan Milward and Administrative Assistant Gabriel Bernal met with engineer Ken Stanley of Stanley, Spurling & Hamilton to receive an update on findings from the most recent geotechnical report for the Library. Mr. Stanley also reported his findings to Council at the March 27 meeting.

Makerspace- The monthly Makerspace program led by Catalog/PR Librarian Tawnya Heilman featured art journals. Participants learned how to turn discarded books into colorful journals.

Story Time- Story time for preschoolers was held on Monday and Wednesday mornings. Topics for March included Rodeo/Cowboys, St. Patrick’s Day and Easter. Baby story time was held on Thursday mornings. Library Assistant Julianne Lane held her second Family Story Time and had eleven participants.

Teen Activities- IT/Youth Librarian Sam Torrez offered a teen program every day during spring break. Activities included coding, a resume writing workshop, a story writing workshop, an Anime showing and a “teen café day.”

Teen Job Fair- It/Youth Librarian Sam Torrez continued planning the upcoming Teen Job Fair. The Teen Job Fair will be held at the Library on Saturday, April 28. Mr. Torrez is

currently reaching out to local business to attend the job fair. Businesses interested in participating are encouraged to contact the Library.

Teen Tech Week- It/Youth Librarian Sam Torrez celebrated Teen Tech Week by visiting Dickinson High School to teach students coding skills. Mr. Torrez also hosted two coding workshops at the library in conjunction with Teen Tech Week.

Texas Book Festival Grant- Notification was received that the Library has been selected as a 2018 Texas Book Festival Collections Enhancement Grant recipient. The funds will be used to purchase additional “board” books to use in conjunction with Baby Story Time led by Library Assistant Julianne Lane.

Webinars- Assistant Director/Children’s Librarian Kathy Soehl attended the Library Reads: Spring & Summer 2018 webinar highlighting forthcoming books released this spring and summer.

Administrative Services

• Attended the Chief’s GRID (LC Consortium for Superion software) meeting to discuss Fire Marshal Office’s access to the Records Management System as well as other system operational changes. • Interim Chief Melvin Mason attended meetings and applied for membership at the Dickinson Rotary Club. • Dispatcher Trainee Brandie Hoyland resigned. • Dispatch Supervisor Vernita Rawls attended a National Law Enforcement Retreat hosted by Billy Graham Ministries. • Dispatch Supervisor Rawls was a guest speaker at a “Stress Management for Telecommunication Operators” class held in Texas City and attended by TCOs Shajira Cocco, Molly Evans and Amanda Parker.

Patrol Division

• Officer Rao was dispatched to a major accident in the 500 block of W FM517. While investigating the accident, Officer Rao located a witness that had recorded the entire accident on video. The driver of the vehicle that caused the accident was the only one transported to Clear Lake Regional with a claim of neck pain. It was also determined that this driver was intoxicated. The subject refused to submit to a breath test, so Officer Rao remained on duty to obtain a search warrant to draw blood. Sgt. Boyd stayed with the DWI driver until Officer Rao arrived to have the blood specimen taken and placed the subject in custody for “DWI”, a Class B misdemeanor. • Officers responded to a Theft in Progress call at the Living Faith Outreach Church on Deats Rd. A witness saw a subject inside a fenced-in area where he should not have been. The witness confronted the subject and this subject told him that he worked for Weeks and was there to work on the electricity. The witness stated that he knew this subject did not work for Weeks, so he took a photograph of him and called the police. Officers gathered the description from the witness. The witness saw the subject in an electrical panel of the building attempting to pull the wires out and then leave with approximately 20 feet of loose copper wire. The subject was located in the 2500 block of Ave H and was detained. The subject was arrested for “Theft of Aluminum, Bronze or Copper”, a State Jail Felony with bond set at $60,000. • Officers responded to a Burglary of a Motor Vehicle in progress call at 110 Deats Rd. A witness called it in, but left before officers arrived because he had local warrants for his arrest. The burglarized vehicle was located but the suspect was not to be seen. Contact was made with the victim/owner and he

came to the parking lot and stated that some tools and a flashlight had been taken from the inside of the vehicle and the dash had been damaged where the burglar attempted to take the stereo. All of a sudden a vehicle drove out of the parking lot leaving in a hurry and it matched the description the witness had given as being the burglar’s vehicle. Officers got the vehicle stopped and the driver matched the description given by the witness. The driver was arrested for “Possession of Marijuana”, a Class B misdemeanor; the Burglary is still under investigation by CID. • Officers were engaged in a foot pursuit of a male suspect. The suspect was observed removing and throwing an unknown item from his pocket. Officers apprehended the suspect and recovered the contraband which was found to be several grams of crack cocaine. The suspect was arrested and charged with “Evading Arrest” and “Possession of Controlled Substance”. • Officers responded to the residence in the 5000 block of E. 39th Street in reference to a disturbance. The actor in the disturbance fled the scene in a vehicle and was soon located just blocks away from the residence. The actor was arrested for threats made during the altercation at the residence. Officers conducted a search of the vehicle incident to the arrest and recovered liquid THC. The suspect was charged with “Possession of a Controlled Substance”.

Criminal Investigation Division

• Det. Henson presented a class to the CPA on Narcotics. • Sgt. Cromie presented a class discussing the role of Public Information Officer to the CPA. • Sgt. Cromie was an invited guest speaker at the Annual Multi Interagency Coalition Against Sexual Assaults (MICSA) Conference which was held in Galveston.

Crime Prevention & Community Policing

• The CPA class enjoyed presentations on “Use of Force/Less than Lethal” by Sgt. Boyd, a “K9” presentation by Officer Stewart, “Jail Procedures” by James Pruitt, “Narcotics” by Det. Henson, a “Public Information Officer” presentation by Det. Sgt. Cromie and “First Aid/CPR Certification” by EMS Director Derek Hunt. • Officer Stewart and K9 Lobo went to Silbernagel Elementary for Career Day. • Officer Valdez, Officer Stewart and Officer Henderson gave a Cub Scout group a tour of the Police Department. • The DCPAAA had their general meeting at Holy Trinity. Officer Vasquez gave a presentation about Bailiff Procedures and the Warrant Division. • Several COPS members received their First Aid/CPR Certification from EMS Director Derek Hunt.

VOCA Grant Activities

• Assisted 27 Families (total of 30 victims served). • Contacted 33 victims by mail; 27 by phone; held 3 personal visits. • Attended two National Crime Victim Rights Week Committee meetings and a Crime Victim Liaison Networking Lunch Meeting. • Attended the Office of the Attorney General “Public Information Act” webinar and the MICSA Spring Conference.

• Accepted a City Council Proclamation recognizing April 8 – 14th as Crime Victims’ Rights Week. Dickinson Police Department’s Crime Victims Assistance Division will be participating in numerous events during this upcoming event.

Information Technology

• Converting the existing Texas Law Enforcement Telecommunications System (TLETS) over to a new state mandated operating system in the Police Department, Municipal Court and Fire Marshal’s Office. • Met with representatives from Verizon and AT&T to discuss the feasibility of migration of all aircards and smartphones over to the FirstNet system maintained by AT&T.

Street Patching Hot Mix The Public Works Department patched 1,570 pot holes throughout the City of Dickinson during February 2018.

Drainage Maintenance: As part of routine maintenance, the Drainage Division continues to monitor the drainage system throughout the City. Public Works Crews removed 56 yards of dirt from 320 linear feet of ditch line.

Slope Mowing:

The City of Dickinson Public Works Department completed slope mowing on Hill, Kansas and Deats. The Public Works Department also completed 5 code enforcement mowing projects in March.

Culvert Installations:

The Public Works Drainage Division installed 6 culverts in the month of March.

Road Stabilization Program

The Public Works Department completed Pabst Rd on Round 3 of the Road Stabilization from March 21st-March 23rd. The department has identified possible additions to Round 3 of the program and will be meeting with the City Administrator before finalizing the additions for council approval.

Tree Trimming:

The Drainage Division trimmed trees along Texas Ave.

Work Order:

The month of December the Public Works Department request tracker received 83 requests for service and completed and closed 34 requests across the city.

Regrind Delivery:

The Public Works Department delivered 15 cubic yards of regrind material to residents.

Updates to Public Works Page(s) of City Website:

The Public Works Department has been updating the Public Works page(s) to reflect the progress of various streets and drainage projects. Monthly updates are applied to the website as additional information becomes available, approved by City Council and projects are completed.

Departmental Team Development:

The Public Works Department continues holding weekly team meetings. Items discussed include: safety, work load, work schedules, department objectives, staff concerns, policies and procedures. Andrew Crawford was hired as the new Assistant to the Public Works director on March 19th.
