King III Walter Wilson Chris Heard, City Administrator REGULAR MEETING March 27, 2018 The Dickinson City Council met in a duly called and announced REGULAR MEETING on TUESDAY, March 27, 2018, at 7:00 p.m. The meeting was held in the City Council Chambers located at 4403 Highway 3, Dickinson, Galveston County, Texas, and was held for the purpose of considering the following items: ITEM 1.) CALL TO ORDER AND CERTIFICATION OF A QUORUM: Invocation and Pledge of Allegiance. Mayor Masters called the meeting to order at 7:03 p.m. City Secretary Alun Thomas called roll and certified a quorum. Council Members present were as follows: Mayor Julie Masters, Mayor Pro-Tem Wally Deats, and Council Members Charles Suderman, Walter Wilson, Louis Decker, and William H. King, III. Council Member Bruce Henderson was absent. Also present were City Administrator Chris Heard, Assistant City Administrator/Chief Financial Officer Stephanie Russell, City Attorney David Olson, Management Assistant Gabrielle Bernal, Director of Community Development Zachary Meadows, Director of Public Works Bryan Milward, Fire Marshal Lee Darrow, Court Administrator Irma Rivera, Library Director Lindsay Henson, Bayou Animal Services Shelter Manager Melvin Trover, Police Chief Ron Morales, Police Captain Melvin Mason, and Police Sergeant Tim Cromie. Brett Burright gave the invocation, and Council Member Deats led the Pledge of Allegiance. ITEM 2.) PROCLAMATIONS AND COUNCIL COMMENTS: A. National Crime Victim Rights Week. Mayor Masters read the Proclamation and presented it to Nyna Burright, Crime Victim Liaison for the Dickinson Police Department. B. Introduction of Chris Heard, City Administrator. Mayor Masters introduced Chris Heard, and Mr. Heard thanked Council for appointing him. Council Comments: Welcome and thank you to all in attendance for being here. Thank you to those who have attended the Knights of Columbus’ fish fry dinners. Approximately 2,500 to 2,600 people have participated so ____________________________________________________________________________________ March 27, 2018 Regular Council Meeting Minutes Page 1 of 12 far this year. The fish fry will now resume its regular schedule of the first Friday of the month. The Festival of Lights needs volunteers to help this Saturday beginning at 6:45 a.m. for an Easter egg hunt at Paul Hopkins Park. Volunteers are asked to assemble in front of Ashley Furniture to meet with Sergeant Johnson for instructions. Welcome to City Administrator Chris Heard and his partner. Thank you to Police Chief Ron Morales for stepping up to the role of Interim City Administrator while a replacement was sought, and to City staff for continuing to perform well during that time. Mayor Masters had the honor of speaking to members of the Buddhist Compassion Relief Tzu Chi Foundation at a training event last Friday. Tzu Chi greatly assisted residents of the city after Hurricane Harvey, and their loving assistance will always be remembered and appreciated. Dickinson Optimist Club will host an Easter egg hunt at the Dickinson Independent School District’s Education Support Center this Saturday at 10:00 a.m. Faith United Methodist Church will host a fish fry on Good Friday, and an Easter Egg hunt the following day. A religious revival event will be hosted by the Greater New Hope Missionary Baptist Church tonight and tomorrow night at the intersection of Highway 3 and Deats Road. Condolences to Assistant City Administrator/Chief Financial Officer Stephanie Russell on the passing away of her grandmother. Condolences to Bayou Animal Services Shelter Manager Melvin Trover on the passing away of his mother. ITEM 3.) PUBLIC COMMENTS: At this time, any person with city-related business may speak to the Council. In compliance with the Texas Open Meetings Act, The City Council may not deliberate. Comments from the public should be limited to a maximum of three (3) minutes per individual speaker. Claire Rhoads, 3915 Liggio Street, Dickinson, Texas – on March 17, Chief Building Official Ray Burgess hosted a luncheon for Eight Days of Hope and the 4B Disaster Response Network. With help from his friends, family, church, and coworkers, Mr. Burgess went out of his way to let the many volunteers know how much Dickinson appreciated them, and he should be commended. We all need to remember how important such volunteers are to our city, and when they return in May, we need to make the feel even more welcome.
