ITEM 1.) CALL TO ORDER AND CERTIFICATION OF A QUORUM: Invocation and Pledge of Allegiance.

Mayor Pro-Tem Bruce Henderson called the meeting to order at 7:00 p.m. Pastor Roderick Cunningham with New Jerusalem Baptist Church gave the Invocation, and City Secretary Carolyn Anderson led the Pledge of Allegiance. City Secretary Carolyn Anderson called roll and certified a quorum. Council Members present were as follows: Mayor Pro Tem Bruce Henderson and Council Members Charles Suderman, Walter Wilson, Wally Deats, Louis Decker and William King. Mayor Julie Masters was absent. Chief Building Official Kevin Byal provided the history and background regarding Ms. Marsha Millstid’s request for a Specific Use Permit for a “Special Event Center.” Mr. Byal then introduced Ms. Millstid to Council and invited her to the podium.

Ms. Millstid provided Council with an outline and conceptual overview of her plans and vision for the property to be used as a wedding event center and venue. She also presented a PowerPoint presentation that provided visual examples and asked Council to envision the venue and how it would have a positive impact to her property and the City of Dickinson.

Also speaking on behalf of the project was Wes Dues, the contractor working on the project, and Ms. Powers, one of the future employees of the event center.

Upon conclusion of the Applicant’s Statement, Mayor Pro-Tem Henderson recessed the Public Hearing for a short break at 8:34 p.m. and reconvened at the Public Hearing at 8:39 p.m.

City Administrator Julie Robinson advised Council that the City has received the needed drainage easement from Mr. Warwick and the temporary construction easement from Mr. Stan Duitscher. Staff is now moving forward to complete the design to submit to the General Land Office.
