Os temas tratam de problemáticas e desafios da sociedade em seus territórios, interpretados sob múltiplas dimensões de análise e relações escalares. O sucesso da chamada temática “Cidade, Espetacularização e os Grandes Projetos” de- monstrou a atualidade e relevância desse tema em nosso campo de estudos. Os grandes projetos, com seu papel motor do desenvolvimento urbano, muitas vezes estão associados à realização de grandes eventos, como, recentemente no Brasil, a Copa do Mundo e as Olimpíadas. Estão também associados às renovações urbanas, em particular de sítios históricos, áreas portuárias e industriais degradadas, como também ao desenvolvimento de novas fronteiras imobiliárias. Nesses projetos, utilizam-se de repertórios de urbanismo e arquitetura de grife, no sentido de sua espetacularização, resultando na promoção da cidade e no desenvolvimento de novas marcas identitárias. Assim, o desenvolvimento urbano contemporâneo é marcado por símbolos associados à forma como a sociedade deve progredir. Aqui, a imagem que é produzida a partir da utilização de elementos culturais e da turistificação temática assume grande importância. Trata-se do (re)desenho de atributos urbanos por meio da realização de grandes projetos. Tal modelo tem se espalhado rapidamente e é agora amplamente adotado (e adaptado) em cidades de todo o mundo. O papel simbólico dos grandes projetos vem em suporte e em linha com princípios econômicos profundamente enraizados, relacionados à competição pela participação e acesso a investimentos globais, sejam estes no setor de produção ou de consumo de mercadorias e serviços, em particular voltados para investidores e

All rights reserved. - i - Abstract Ballast water is the water used by ships for obtaining draft, trim, or stability; and usually it is taken and discharged into port areas during operations of unloading and loading cargoes. Ballast water has been identified as the main vector for the introduction of alien and harmful organisms into coastal zone waters, from which can originate ecological, social and economic impacts. In response to this problem, the International Maritime Organization has adopted the “International Convention for the Control and Management of Ships’ Ballast Water and Sediments” (2004), which was partially internalized in Brazil through a federal norm named NORMAM-20 that provides the general IMO guidelines for ships exchanging their ballast water in oceanic waters beyond 200 nm. However, this measure presents limitations and a considerable number of vessels probably do not comply, or do so only partially. Therefore, the ballast water oceanic exchange cannot totally assure the prevention of new introductions.
