Tanzanian Affairs Issued by the Britain-Tanzania Society No 114 May - Aug 2016 Magufuli’s “Cleansing” Operation Zanzibar Election Re-run Nyerere Bridge Opens David Brewin: MAGUFULI’S “CLEANSING” OPERATION President Magufuli helps clean the street outside State House in Dec 2015 (photo State House) The seemingly tireless new President Magufuli of Tanzania has started his term of office with a number of spectacular measures most of which are not only proving extremely popular in Tanzania but also attracting interest in other East African countries and beyond. It could be described as a huge ‘cleansing’ operation in which the main features include: a drive to eliminate corruption (in response to widespread demands from the electorate during the November 2015 elections); a cutting out of elements of low priority in the expenditure of government funds; and a better work ethic amongst government employees. The President has changed so many policies and practices since tak- ing office in November 2015 that it is difficult for a small journal like ‘Tanzanian Affairs’ to cover them adequately. He is, of course, operat- ing through, and with the help of ministers, regional commissioners and cover photo: The new Nyerere Bridge in Dar es Salaam (see Transport) Magufuli’s “Cleansing” Operation 3 others, who have been either kept on or brought in as replacements for those removed in various purges of existing personnel. Changes under the new President The following is a list of some of the President’s changes. Some were not carried out by him directly but by subordinates. It is clear however where the inspiration for them came from. -

Online Appendix for Harald Hammarstr¨om& Mark Donohue (2014) Some Principles of the Use of Macro-Areas Language Dynamics & Change Harald Hammarstr¨om& Mark Donohue The following document lists the languages of the world and their as- signment to the macro-areas described in the main body of the paper as well as the WALS macro-area for languages featured in the WALS 2005 edi- tion. 7160 languages are included, which represent all languages for which we had coordinates available1. Every language is given with its ISO-639-3 code (if it has one) for proper identification. The mapping between WALS languages and ISO-codes was done by using the mapping downloadable from the 2011 online WALS edition2 (because a number of errors in the mapping were corrected for the 2011 edition). 38 WALS languages are not given an ISO-code in the 2011 mapping, 36 of these have been assigned their appropri- ate iso-code based on the sources the WALS lists for the respective language. This was not possible for Tasmanian (WALS-code: tsm) because the WALS mixes data from very different Tasmanian languages and for Kualan (WALS- code: kua) because no source is given. 17 WALS-languages were assigned ISO-codes which have subsequently been retired { these have been assigned their appropriate updated ISO-code. In many cases, a WALS-language is mapped to several ISO-codes. As this has no bearing for the assignment to macro-areas, multiple mappings have been retained. 1There are another couple of hundred languages which are attested but for which our database currently lacks coordinates. -

Tanzanian Affairs Issued by the Britain-Tanzania Society No 124 Sept 2019 Feathers Ruffled in CCM Plastic Bag Ban TSh 33 trillion annual budget Ben Taylor: FEATHERS RUFFLED IN CCM Two former Secretary Generals of the ruling party, CCM, Abdulrahman Kinana and Yusuf Makamba, stirred up a very public argument at the highest levels of the party in July. They wrote a letter to the Elders’ Council, an advisory body within the party, warning of the dangers that “unfounded allegations” in a tabloid newspaper pose to the party’s “unity, solidarity and tranquillity.” Selection of newspaper covers from July featuring the devloping story cover photo: President Magufuli visits the fish market in Dar-es-Salaam following the plastic bag ban (see page 5) - photo State House Politics 3 This refers to the frequent allegations by publisher, Mr Cyprian Musiba, in his newspapers and on social media, that several senior figures within the party were involved in a plot to undermine the leadership of President John Magufuli. The supposed plotters named by Mr Musiba include Kinana and Makamba, as well as former Foreign Affairs Minister, Bernard Membe, various opposition leaders, government officials and civil society activists. Mr Musiba has styled himself as a “media activist” seeking to “defend the President against a plot to sabotage him.” His publications have consistently backed President Magufuli and ferociously attacked many within the party and outside, on the basis of little or no evidence. Mr Makamba and Mr Kinana, who served as CCM’s secretary generals between 2009 to 2011 and 2012-2018 respectively, called on the party’s elders to intervene. -

PREFACE Since the end of the civil war, Mozambique has seen a high growth rate of 7% to 8% annually. On the other hand, GDP per capita is still at a low level among developing countries. The government announced the importance it places on economic development to achieve poverty alleviation and to resolve the development gap between southern and northern regions of the country in the Poverty Reduction Strategy Paper (PARPA II). In the meantime, as neighboring countries depend on Mozambique for access to the ocean, it is placed in quite an important position geographically. Natural resources have great potential for development, and several big investments have been introduced in this field. From the viewpoint of domestic industries, there exists much potential in agriculture, tourism, and other sectors. Despite the potential, however, industries—especially small and medium-sized enterprises (SMEs), which will be the driving force of the economy in the long term—have faced constraints, such as in terms of management skills, finance, and human resources. In line with these conditions, Japan International Cooperation Agency (JICA) planned and conducted this study in order to consider future cooperation in economic development. It would be gratifying if the results of this study are utilized effectively to produce a concrete understanding of potential cooperative ventures.
