Well, I’ve led the organisation since its inception as Amber Valley Housing Limited in Derbyshire in 2003 and I can honestly say that there has never been a more exciting time to be part of our story. We are an award-winning housing provider, employer, educator, developer and maintenance provider which delivers quality housing services throughout the East Midlands. We’re proud that we create great places to live and we’re even prouder to inspire our customers and our people to make the most of their skills and expertise through learning, training and education. Futures is a financially strong business which owns and manages nearly 10,000 homes for social and market rent, shared ownership & rent to buy and in 2017/18 boasts a healthy operating surplus of £16.3m and a turnover of £50.2m. But we’re more than just a landlord - we have already started exploring different ideas, market places and ventures. We own Limehouse, our commercial development company; Futures Greenscape, our grounds maintenance social enterprise; Access Training, a further education provider we co- own and Beep Assist, our independent living service. The HBF is the principal representative body of the house-building industry in England and Wales. Our representations reflect the views of our membership, which includes multi-national PLC’s, regional developers and small, local builders. In any one year, our members account for over 80% of all new “for sale” market housing built in England and Wales as well as a large proportion of newly built affordable housing. We would like to submit the following responses and in due course attend the Amber Valley Local Plan Examination Hearing sessions to discuss these matters in greater detail. Duty to Co-operate Under S110 of the Localism Act 2011 which introduced S33A into the 2004 Act the Council must co-operate with other prescribed bodies to maximise the effectiveness of plan making. The Duty to Co-operate requires the Council to “engage constructively, actively and on an on-going basis”. The high level principles associated with the Duty are set out in the National Planning Policy Framework (NPPF) (paras 156, 178 – 181). In addition there are 23 paragraphs in the National Planning Practice Guidance (NPPG) concerning the Duty. In determining if the Duty has been satisfied it is important to consider the outcomes arising from the process and the influence of these outcomes on the Local Plan.

    The works brass band – a historical directory of the industrial and corporate patronage and sponsorship of brass bands Gavin Holman, January 2020 Preston Corporation Tramways Band, c. 1910 From the earliest days of brass bands in the British Isles, they have been supported at various times and to differing extents by businesses and their owners. In some cases this support has been purely philanthropic, but there was usually a quid pro quo involved where the sponsor received benefits – e.g. advertising, income from band engagements, entertainment for business events, a “worthwhile” pastime for their employees, corporate public relations and brand awareness - who would have heard of John Foster’s Mills outside of the Bradford area if it wasn’t for the Black Dyke Band? One major sponsor and supporter of brass bands, particularly in the second half of the 19th century, was the British Army, through the Volunteer movement, with upwards of 500 bands being associated with the Volunteers at some time – a more accurate estimate of these numbers awaits some further analysis. However, I exclude these bands from this paper, to concentrate on the commercial bodies that supported brass bands. I am also excluding social, civic, religious, educational and political organisations’ sponsorship or support. In some cases it is difficult to determine whether a band, composed of workers from a particular company or industry was supported by the business or not. The “workmen’s band” was often a separate entity, supported by a local trade union or other organisation. For the purposes of this review I will be including them unless there is specific reference to a trade union or other social organisation.

At a meeting held on 5 April 2018, Cabinet considered and approved a report of the Strategic Director for Commissioning, Communities and Policy relating to the draft Derbyshire Public Library Service Strategy ‘Libraries for Derbyshire’. The report sought approval to notify the Secretary of State at the Department for Digital, Culture, Media and Sport (DCMS) of the outline proposals contained within the draft strategy and to commence a 12 week consultation on the draft strategy. A copy of the Cabinet report is attached as Appendix 2. In accordance with the provisions of the County Council’s Constitution, Councillors Western, Allen, Atkins and Burfoot, have asked that the decision be called-in and reviewed by this Committee.
