ColegauCymru welcomes the opportunity to submit evidence to the Enterprise and Business Committee’s follow-up inquiry into EU funding opportunities 2014- 2020. ColegauCymru represents the 141 further education (FE) colleges and FE institutions in Wales.2 In 2011/12, there were 167,715 individual students attending college and 217,815 enrolments.3 2. Colleges have been working to maximise the benefits Wales gains from EU funding programmes for two decades. Colleges have participated in a range of programmes designed to promote the upskilling of the labour force in Wales and to reduce social exclusion. It is part of colleges’ core business to promote Wales’ economic revival through an enhanced skills base and the transfer of innovation and technology to business and industry. 3. Wales’ position on the western periphery of the EU has enabled it to participate in some of the constituent programmes of INTERREG in its previous phases. The opportunity to participate in the 2014-2020 period in the Ireland-Wales Cross Border programme, the Atlantic Area programme and the North West Europe Transnational programme present further opportunities for Wales to benefit from these important programmes. 4. ColegauCymru itself has taken a lead role in supporting colleges to engage with these programmes, particularly the EU lifelong learning programmes such as Leonardo (and from 2014, Erasmus+). -

STATUTORY INSTRUMENTS 2006 No. 1041 REPRESENTAION OF THE PEOPLE, WALES REDISTRIBUTION OF SEATS The Parliamentary Constituencies and Assembly Electoral Regions (Wales) Order 2006 Made - - - - - 11th April 2006 Coming into force in accordance with article 1(2) £5.50 STATUTORY INSTRUMENTS 2006 No. 1041 REPRESENTATION OF THE PEOPLE, WALES REDISTRIBUTION OF SEATS The Parliamentary Constituencies and Assembly Electoral Regions (Wales) Order 2006 Made - - - - 11th April 2006 Coming into force in accordance with article 1(2) At the Court at Windsor Castle, the 11th day of April Present, The Queen’s Most Excellent Majesty in Council The Boundary Commission for Wales (“the Commission”) have, in accordance with section 3(1) of the Parliamentary Constituencies Act 1986(a), submitted to the Secretary of State a report dated 31st January 2005(b) showing the parliamentary constituencies into which they recommend, in accordance with that Act, that Wales should be divided. That report also shows, as provided for by paragraph 7(2) of Schedule 1 to the Government of Wales Act 1998(c), the alterations in the electoral regions of the National Assembly for Wales which the Commission recommend(d). A draft Order in Council together with a copy of the Commission’s report was laid before Parliament by the Secretary of State to give effect, without modifications, to the recommendations contained in the report, and each House of Parliament has by resolution approved that draft. Now, therefore, Her Majesty, is pleased, by and with the advice of Her Privy Council, to make the following Order under section 4 of the Parliamentary Constituencies Act 1986: (a) 1986 c.56. -

Apologies for absence Councillor Dudley Vyse Stephanie Attanoos Councillor Rupa Dave did not attend the meeting. No apologies were received prior to the meeting. Prior to commencement of the meeting, Mr Jonathan Roberts was interviewed as a candidate for Co-option onto the Council. The interview concluded that Mr Roberts be co-opted onto Killay Community Council (North) with immediate effect. Mr Roberts proceeded to make and sign the Declaration of Office and completed all other necessary formalities. Cllr Fletcher welcomed Cllr Roberts to his first Council meeting. 2. Declaration of Interests In accordance with the provision of the Code of Conduct, Council members must declare an interest at the commencement of such matter being discussed, or when the interest becomes apparent. Members disclosing an interest must enter the Agenda number of the item, together with their interest, onto the relevant form supplied by the Clerk during each meeting. 3. Acceptance of Minutes Minutes from the previous meeting held on 26th June 2019 (circulated previously) were agreed and with no amendments signed as a true record. 4. Matters arising from previous meeting – Wednesday 26th June 2019 Page 2 - Item 6 Youth Representative In the absence of Stephanie Attanoos, Cllr J Robinson advised that he had spoken to Sergeant Chris Dix (Safety) who has expressed an interest in the suggested proposals of a Youth Event. -
