Volumul reune[te articolele pe care le-am publicat pe aceast\ tem\ în ultimii 10 ani, despre acea peri- oad\. Am crescut în sensul preg\tirii pentru etica politic\, atât ca specialist\, cât [i ca cet\]ean\ în ultimii 17 ani (primii 34 de ani din via]\ i-am tr\it în comunism). Am avut [i mai devreme o sensibilitate accentuat\, înc\rcat\ de emo]ii, de ru[ine sau uneori de ur\ fa]\ de i-moralitatea poli- tic\. Asemenea multora dintre dumneavoastr\ am tr\it experien]a unui regim de o imoralitate suprem\ fa]\ de oameni ca fiin]e libere [i auto- nome: cel comunist. Acestei sensibilit\]i îi lipsea îns\ cultura pluralismului eticilor moderne [i post- moderne, ra]ionale [i rezonabile, dezvoltate în lumea liber\. Cu alte cuvinte, ne-mul]umirile mele nu aveau conceptualiz\rile conferite de teoriile eticii pentru via]a public\. Tr\iam, firesc, în morala bunului-sim], înv\]at acas\ [i de la profesori, c\reia 9 Mihaela Miroiu i se asocia cre[tinismul Evangheliilor. Tratam Codul eticii [i echit\]ii socialiste1 ca pe o form\ de îndoc- trinare ostil\, în rând cu orice document de partid. Morala bunului-sim] este absolut necesar\, dar nu [i suficient\ pentru construc]iile democratice moderne [i pentru în]elegerea etic\ a politicii. Moralele absolutiste, construite maniheist, la rândul lor nu fac servicii unei lumi democratice. Societatea real\ nu se compune decât accidental [i singular din eroi [i sfin]i. Valorile [i normele dup\ care tr\im trebuie s\ se potriveasc\ faptelor de care am putea fi în stare, oricare dintre noi, dac\ vrem s\ fim drep]i, one[ti, corec]i, buni. Aceste valori [i norme sunt pentru societ\]i foarte etero- gene religios [i etnic. Faptul de a impune în via]a public\ morala unei anumite religii ar fi o tiranie din partea comunit\]ii care de]ine puterea. Putem observa consecin]ele acestei tiranii în statele cu regimuri fundamentaliste, în care religia, morala [i legea se confund\. Societ\]ile devin moderne atunci când oamenii sunt în stare s\ negocieze normele dup\ care consimt s\ tr\iasc\ în via]a public\, în profesii, asocia]ii, partide etc. Sigur, multe astfel de norme con]in constante generale care pot fi reg\site [i 1. Din titlu, libertatea individual\, morala public\, diferit\ de cea privat\, ca [i rela- tivismul [i pluralismul î[i pierdeau sensul. 10 Dincolo de îngeri [i draci în religii. Dar ele nu se reduc [i nu se revendic\ din particularisme religioase sau din metafizici absolutizante, tocmai pentru a avea legitimitate pentru oameni cu identit\]i religioase [i cu tradi]ii diferite, oameni care îns\ consimt s\ construiasc\ [i s\ tr\iasc\ dup\ o moral\ comun\. Cea mai de impact [i mai vizibil\ parte a mora- lit\]ii, amoralismului sau imoralit\]ii în via]a public\ se manifest\ în politic\. Motivul este simplu. Dac\ suntem s\n\to[i, imoralitatea din sistemul sanitar nu ne afecteaz\ direct, dac\ am absolvit [colile [i nu suntem p\rin]i, nici cea din educa]ie, dac\ nu ne uit\m la televizor [i nu citim presa, nici cea din mass-media. Actele politice ([i cele ale administra]iei) îns\ ne afecteaz\ pe to]i. Tr\im dup\ legile f\cute de politicieni, ei ne confi- gureaz\ institu]iile care ne administreaz\ via]a, ei voteaz\ cum [i câ]i bani s\ ne ia prin intermediul impozitelor [i la ce s\ foloseasc\ banii munci]i de noi. Prin urmare, de politic\ nu avem unde ne refugia. În consecin]\, nu ne putem refugia nici de imoralitatea acesteia. Este firesc s\ privim cu ochi de judec\tori persoanele [i institu]iile care ne afecteaz\ via]a într-un grad atât de înalt. La o analiz\ sumar\, observ\m c\ judec\]ile etice despre politica româneasc\ tind s\ oscileze de prea multe ori între: amoralism machiavelic (politica este doar despre putere [i interese, morala este o problem\ privat\), purism (politicienii sunt absolut tic\lo[i, politica este o cloac\ murdar\), absolutism (politica [i politicienii ori sunt foarte buni, ori foarte r\i, 11 Mihaela Miroiu tertium non datur), maniheism de grup (ai no[tri sunt buni [i one[ti, ai lor sunt r\i [i tic\lo[i), transfer religios (cutare este bun cre[tin [i milos, eventual vizitat de Duhul Sfânt1, deci bun politician), transfer excesiv din morala pentru via]a privat\ (poli- ticienii trebuie s\ trateze p\rinte[te cet\]enii, s\ aib\ grij\ de ei, s\ îi sprijine, s\ îi îndrume). În ultim\ instan]\, politicienii lumilor democratice nu sunt mai buni sau mai r\i decât noi to]i. Nu fac mai multe compromisuri decât facem fiecare ca s\ putem fi accepta]i de c\tre semeni. Nu sunt nici mai mincino[i [i nici mai imorali când minciunile sunt albe, adic\ cele din categoria curtoaziei [i flat\rii diplomatice. Dar ei pot s\ se foloseasc\ de noi, pot s\ ne ia din libert\]i [i drep- turi, pot s\ ne în[ele cu promisiuni false mai mult decât oricare al]i actori ai vie]ii publice. De aceea judecata noastr\ în ceea ce îi prive[te este mai îndrept\]it vigilent\ [i mai aspr\. În acela[i timp, pe noi, în calitate de cet\]eni, nu ne absolv\ nici o moral\ dac\ nu discernem corect propriile inte- rese [i ofertele partidelor, dac\ alegem partide sau politicieni în care nu merit\ s\ avem încredere, dac\ nu protest\m în fa]a nedrept\]ilor [i dac\ cerem lumii politice un exces de paternalism atunci când suntem adul]i în putere. 1. Exist\ politicieni care pretind c\ sunt Trimi[i sau Revela]i [i exist\ oameni care par s\ îi cread\. Atunci când abund\ judec\]ile de tipul unii sunt îngeri, al]ii satane, e firesc ca lumea s\ caute Cavaleri ai Luminii. 12 Dincolo de îngeri [i draci * Abordarea mea se întemeiaz\ pe credin]e care m-au dus spre aceast\ gril\ de citire a politicii, spre acest mod de extindere a preg\tirii mele filosofice [i politologice în dezbaterile din spa]iul public. Le împ\rt\[esc de la bun început cu dumnea- voastr\. În absen]a încrederii publice, democra]ia este un chimval r\sun\tor, o vorb\ goal\, un ritual de hirotonisire a celor care de]in pâinea [i cu]itul în privin]a legilor, politicilor, bugetelor.

Atunci am constatat : «Nu m-au inclus…» M¶ în§elasem înc¶ o dat¶ - a câta oar¶ ? Am b¶gat de seam¶ o ordine alfabetic¶. De ast¶ dat¶ nu m-am mai în§elat (era §i timpul) ; figuram la G, între Golopen∞ia §i Grigorescu.     Intelligence Sector Reforms in Romania: A Article Scorecard Lavinia Stan Marian Zulean St. Francis Xavier University, Canada University of Bucharest, Romania [email protected] Abstract Since 1989, reforms have sought to align the Romanian post-communist intelligence community with its counterparts in established democracies. Enacted reluctantly and belatedly at the pressure of civil society actors eager to curb the mass surveillance of communist times and international partners wishing to rein in Romania’s foreign espionage and cut its ties to intelligence services of non-NATO countries, these reforms have revamped legislation on state security, retrained secret agents, and allowed for participation in NATO operations, but paid less attention to oversight and respect for human rights. Drawing on democratization, transitional justice, and security studies, this article evaluates the capacity of the Romanian post-communist intelligence reforms to break with communist security practices of unchecked surveillance and repression and to adopt democratic values of oversight and respect for human rights. We discuss the presence of communist traits after 1989 (seen as continuity) and their absence (seen as discontinuity) by offering a wealth of examples. The article is the first to evaluate security reforms in post- communist Romania in terms of their capacity to not only overhaul the personnel and operations inherited from the Securitate and strengthen oversight by elected officials, but also make intelligence services respectful of basic human rights. Introduction Since transitioning away from communist dictatorship in 1989, Romania has become a liberal democracy and a member of the European Union (EU) and NATO. As elsewhere in Central and Eastern Europe where the communist secret police had conducted repression, in Romania the backbone of democratization was represented by reforms of the intelligence community, understood to comprise all of the intelligence services operating in the country.

    About Romania Romania (Romanian: România, IPA: [ro.mɨni.a]) is a country in Southeastern Europe sited in a historic region that dates back to antiquity. It shares border with Hungary and Serbia to the west, Ukraine and the Republic of Moldova to the northeast, and Bulgaria to the south. Romania has a stretch of sea coast along the Black Sea. It is located roughly in the lower basin of the Danube and almost all of the Danube Delta is located within its territory. Romania is a parliamentary unitary state. As a nation-state, the country was formed by the merging of Moldavia and Wallachia in 1859 and it gained recognition of its independence in 1878. Later, in 1918, they were joined by Transylvania, Bukovina and Bessarabia. At the end of World War II, parts of its territories (roughly the present day Moldova) were occupied by USSR and Romania became a member of Warsaw Pact. With the fall of the Iron Curtain in 1989, Romania started a series of political and economic reforms that peaked with Romania joining the European Union. Romania has been a member of the European Union since January 1, 2007, and has the ninth largest territory in the EU and with 22 million people [1] it has the 7th largest population among the EU member states. Its capital and largest city is Bucharest (Romanian: Bucureşti /bu.kureʃtʲ/ (help·info)), the sixth largest city in the EU with almost 2 million people. In 2007, Sibiu, a large city in Transylvania, was chosen as European Capital of Culture.[2] Romania joined NATO on March 29, 2004, and is also a member of the Latin Union, of the Francophonie and of OSCE.

One is that these concepts are largely seen as being in a dichotomous position. This research argues about the importance of changing the perception about the various way the concepts can relate to each other. The study considers the representations of the nation and of Europe as correlated. Consequently, the idea of Europe is modified over time according to the political culture type. The peculiarities of the case selection: Romania, as two violent regime changes, amplifies the effects of this multi faced process of conferring meanings to Europe. First, the communist regime crafted its own national narrative by mixing soviet supranational elements with a strong nationalistic rhetoric. This was done also with the use of Protochronism, a Romanian term, describing the process to ascribe, with the use of questionable data and by questionable interpretations, an idealised past to the country. Second, the post-communist elites could not decide what stance should be adopted towards pre-communist and communist regimes. The implications for the concept of Europe were discovered using a thematic analysis on 25 New Year’s Eve messages of Romanians chiefs of the state, transmitted from 1931 to 2016.

Precisely, it focuses on the use of the communist past by political actors to gain power and legitimacy, and on the interplay between news media and politics in shaping a national identity in post-communist Romania. My research includes the analysis of the media representations of two categories of events: the anniversaries of the Romanian Revolution and the political campaigns for presidential/parliamentary elections. On the one hand, the public understanding of the break with communism plays an important role in how the post-communist society is defined. The revolution as a schism between the communist regime and a newborn society acts like a prism through which Romanians understand their communist past, but also the developments the country has taken after it. On the other hand, political communication is operating on the public imaginary of the past, the present and the future. The last communist ruler, Nicolae Ceausescu, was removed from his sultanistic position by a popular uprising. The step towards a democratic regime expressed the will of huge masses of people that demonstrated in all important cities of the country and in almost all localities. The present political system in Romania may be described as a representative democracy, governed by the directly elected President and Parliament (semi-presidential system), according to the provisions of the new Constitution.     Introduction Leaders of any communist state have to keep a watchful eye on certain scandal hot-spots. As Kamiski (1992: 179) points out, such events exert pressure on the state, causing it to respond and reform. Scandals may erupt as a result of social, economic or political demands voiced through rebellious manifestations of society, political activism of the diaspora or in programs on foreign radio stations. Considering that during the communist era in Romania – for several reasons – collective confrontation with the regime was a rare phenomenon, such outbursts were perceived as real scandals. This statement pertains to society at large, to the diaspora and, eventually, to the "broader outside world". An analysis of mass protests from this scandal perspective might be useful for several reasons. It assumes an exploration of the strategies employed not only by strikers or protesters, but also those embraced by the institutions under attack. The case studies contained herein show that in the aftermath of such events, the communist state employed a tactic of large-scale scapegoating in order "to face its face". The book further analyses the anatomy of the process, the internal resistance it faced, and the circulating counts of indictment. The matter is all the more interesting, as there is empirical data indicating that the process of scapegoating folded upon the hierarchical layers within the party nomenklatura as well. According to Rychard (1993: 12), in Poland, "spontaneous changes" were more common than "planned reforms". The author identifies two types of spontaneous changes: "violent changes characteristic of social riots and revolts", and "'everyday' changes accompanying various adaptation processes by way of which people try to modify the centralized system" (Rychard, 1993: 12).

    qr. 3. 2018 no. 6 ISSN 2543-9839 EVENTS www.warsawinstitute.org Editorial Dear Readers, special geopolitical relationship is coming to an end before our very eyes: an old union, now almost 70 years old; an unusual relationship, because it is one between the defeated and the winner; Aa union that has brought many benefits, and not only to both these sides. This is how Grzegorz Kuczyński, an expert from The Warsaw Institute Foundation, diagnoses the geopolitical situation by looking at the current relations between between the United States and Germany. It is indeed hard to shake off the impression that this relationship is crucial for the current distribution of power, not only for Europe but for the entire world including Central Europe. Experts point out that the crisis in the European Union is multifaceted and that indeed we are witnessing the simultaneous occurrence of many crises: the crisis in the eurozone, the crisis in the context of pursuing a common foreign and security policy, the migration crisis, Brexit, and the growing threat and occurences of terrorist attacks. These trends have consequences for all members of the European community and increasingly call into question the effectiveness of EU leadership. EU countries with less economic potential, on the other hand, have little chance of resisting the pressure of European bureaucracy, which only increases a lack of trust towards EU institutions.
