Project Introduction 1.1 Background Information Since the CPC Central Committee and the State Council issued the 'Opinion on Implementing Strategies of Regenerating Old Industrial Bases of Northeast China', this has brought the old industrial cities in northeast China new opportunities of development. To fasten economic development in Liaoning and improve the urban infrastructures which is becoming bottleneck for rapid economic development, Liaoning Provincial Government proposed to apply for the World Bank Loan to support the construction of urban infrastructure. Kangping County took the opportunity and proposed to use the World Bank Loan to implement the urban central heating project. One hand, it is of great significance to be in line with the requirement of the Provincial Government that there should be only one heat source in one county, i.e. One Chimney in One County, to promote sustainable social and economic development in Kangping by saving energy and protect the environment. It also meets the requirement of the Central Government regarding the Strategic Objective of 'Energy saving to reduce emission and developing circular economy' ; On the other hand, this will also help create good environment for investment and economic development within the county of Shenyang Metro Area. This project has been integrated into the Guidelines of the Twelfth Year Plan National Economic and Social Development in Kangping County, as one of the key projects of urban infrastructure improvement. Currently, the proposal of the central heating plant in Kangping has been approved by Liaoning Provincial Development and Reform Committee (LDRC). The feasibility report has been completed by Shenyang Heating Engineering and Design Research Institute. 1.2 Project Description 1.2.1 Project Components and Area of Land Acquisition The central heating project of Kangping will use the existing coal burning electric generator set (hypercritial reclaimed water, 2X600MW made in China) owned by Kangping Power Co. Ltd. of State Grid and make restructuring by drilling and air exhaustion to provide heating in the urban area of Kangping. The first heating station will be established in the power plant with the interface 1 metre outside the fence wall of the plant. This will be invested and maintained by Kangping Power Co. of State Grid. The remaining heating pipelines and supporting facilities will be invested and maintained by Kangping Zhongwang Heating Co. Ltd. There will be a total of 36 heat transfer stations after the project is completed with 17.22 km long first-level pipelines. There will be 28 heat transfer stations in compounds, including 2 newly built and 26 rebuilt from the old boiler rooms. Also, there are 8 heat transfer stations in the 4 apartment building, which are all rebuilt from the existing building. The details are seen in Table 1-1.
