To Mayor Young and Members of Council:

The Lake of Bays Public Library recognized the need for an expansion to the Dwight Branch last year and came to present to Council on January 19, 2016. At that time we showed you our increasing circulation and programming statistics and asked for money to hire an architect to become “shovel ready” to be able to apply for grants. See the resolution at the end.

Our RFP was advertised for 3 weeks, and closed on June 10, 2016. We received 4 bids which we opened publicly on June 13. Here are the results:

Bids were then evaluated by the Building Committee and because the 2nd and 3rd ranked bids were very close, we asked Mitchell Architects, Studio Tangent Architects and Timber Structures to each give us a presentation . Originally, in the RFP, we stated the top 2 would be asked for presentations.

Following the presentations, our top choice remained the same and the committee recommended hiring Timber Structures to the Library Board. This recommendation was accepted and approved.

As the funds in the initial resolution are not enough, we want to seek approval for more. We would require the following:

ORIGIN:

Township staff met with representatives from the Ministry of Transpiration (MTO)on July 6, 2016 to discuss the encroachment of an existing culvert along Highway No. 60 adjacent to the Echo Valley Trails property.

An agreement was presented to staff at that time.

ANALYSIS

The MTO will be conducting culvert work in the near future and as a result, they are addressing any encroachments onto private or public lands, other than the MTO Road Allowance. A minor encroachment was found adjacent to the Echo Valley Trails Park. Subject to the procedures set out by the Province, they completed the required survey work and a property assessment/valuation.

ORIGIN:

On August 5, 2014, the Township of Lake of Bays commenced the economic development initiative in partnership with the Lake of Bays Marine Museum (SS Bigwin) and the Dorset Community Partnership (DCP) with financial support through FedNor.

The formal contract (approved by By-law 2014-048) requires regular reporting to both Council and FedNor.

ANALYSIS:

As this initiative was submitted in partnership between the three parties listed above, the activities and ongoing projects are listed separately below.

Township of Lake of Bays

• Made amendments to the Township of Lake of Bays 2016 Community Profile and uploaded to the Township’s website. The profile can now be viewed here: http://www.lakeofbays.on.ca/content/community-profile. Shared the community profile with a business owner working on an updated business plan.

• Attended a meeting and continued involvement in the Volunteer Muskoka Advisory Committee (VMAC). The newly hired volunteer coordinator is currently working with the web developer in preparation for a website launch in late summer/early fall. The September VMAC meeting will be hosted in Lake of Bays.

• Attended the Muskoka Pride flag raising. Took photos and posted on the Township’s Facebook and Twitter.

Received notice that the Dwight Lions were a successful recipient of a Pay It Forward Muskoka grant from the District in the amount of $1,000 towards the purchase of accessibility fixtures for the washrooms.

• Met with the Economic Development Officers from the municipalities in North Muskoka and South Almaguin to discuss potential opportunities for future collaboration and to learn about ongoing projects.

• Attended an information session for the Ontario 150 grants to learn about provincial funding through three new streams: o Community Celebration Program (due September 2, 2016). A separate report about this program will be brought to Council at the August 16, 2016, meeting. . $7 million fund to help communities celebrate this historic year. o Community Capital Program (due September 14, 2016) . $25 million fund to renovate, repair and retrofit existing community and cultural infrastructure to increase access, improve safety and maximize community use. o Partnership Program (due September 30, 2016) . $5 million program to support new partnerships and collaborations that engage, enable and empower youth as the next generation of Ontario leaders. o Registered for a ONe-key account through Grants Ontario.

• Executed a BizPal content audit of the Township’s account by communicating with various internal departments to ensure accuracy of all permit information.

• Investigated the Ontario Tire Stewardship’s Community Renewal Fund as a potential funding source to replace the athletic flooring in the Lake of Bays Community Centre Arena in Baysville.

• Ordered the following items in accordance with the remaining 2-year FedNor grant funding: o Lake of Bays branded presentation folders to provide businesses and potential investors with printed information (such as our community profile) in a professional presentation folder with built-in slot for business card o Lake of Bays branded notebooks make of recycled stone paper as a unique and eco-friendly promotional item o A tablet for use in one-on-one site visits with businesses and out of office meetings

• Coordinated circulation of the Around Lake of Bays brochure through Wide-Eye Distribution and Muskoka Tourism’s Fall Bulk Distribution to replenish inventory.

SS Bigwin

• Prepared a year-to-date (YTD) sales report comparing this year’s sales versus last year in the same time period. All sales categories are experiencing an increase over last year: o Public cruise sales in museum: 21% increase YTD o Public cruise sales online: 103% increase YTD o Private cruise sales: 13% increase YTD o Merchandise sales: 110% increase YTD

• Provided final training of the Client Experience and Events Coordinator who will be taking over my roles and responsibilities for the SS Bigwin. Transferred all digital files to the new coordinator for a seamless transition.

• Reviewed and provided comments on a funding application for the SS Bigwin to the FedNor Youth Internship program.

• Managed customer service and responded to online and telephone inquiries regarding events, public cruise, and private charter bookings. Renewed membership with the Huntsville/Lake of Bays Chamber of Commerce.

• Planned, coordinated and promoted the following new and returning events:

BE IT RESOLVED THAT the Council of the Corporation of the Township of Lake of Bays hereby directs staff to work with the Huntsville/Lake of Bays Fire Department to submit a grant application to the Ontario 150 Community Celebration Program for the purpose of enhancing community celebrations in Lake of Bays in honour of Canada’s 150th Anniversary of Confederation.

ORIGIN:

The following information has been provided directly from the Province of Ontario:

In 2017, Canada will celebrate its 150th anniversary. As a founding province, Ontario is joining the celebration with new funding, events and programs. The province is providing a total of $7 million in funding through the Community Celebration Program. This program will help to support initiatives that celebrate and commemorate Canada and Ontario’s 150th anniversary. Eligible initiatives include single activities or series of activities, such as:

• Ontario150-themed multicultural events and community celebrations • commemorative installation ceremonies • food festivals celebrating local chefs, locally grown products and local food movements • art exhibitions in public spaces showcasing local or iconic artists • sporting events and competitions • 150-themed public workshops, forums, conferences or symposia • youth innovation or entrepreneur competitions

Grants of up to $70,000 are available for organizations with annual cash operating expenses of more than $1 million. Applications will be accepted from July 6 to September 2, 2016.

ANALYSIS:

The Huntsville/Lake of Bays Fire Department currently hosts two annual fireworks shows in Lake of Bays: Canada Day fireworks in Baysville on the July long weekend and Dwight FireFest fireworks on the August long weekend.

The Huntsville/Lake of Bays Fire Department is proposing that the Township of Lake of Bays submit a grant application to the Ontario 150 Community Celebration Program for the purpose of enhancing the aforementioned community celebrations in Lake of Bays in honour of Canada’s 150th Anniversary of Confederation. Due to eligibility requirements, the Township of Lake of Bays would need to be the named applicant. The Huntsville/Lake of Bays Fire Department would be named as the partner responsible for coordinating and hosting the event.

Initiatives funded through the Community Celebration Program need to comprise new activities or to amplify existing activities and they should not be duplicative or constitute activities that you have carried out previously. If Council directs staff to move forward with an application, staff will work with the Fire Department to discuss ideas of how to amplify the Fire Department’s existing activities during these events to ensure that the grant eligibility criteria are met. Ideas discussed to date include: an improved fireworks display, addition of a barbecue or picnic component, addition of children’s activities, etc.

It should be noted that there is a short turnaround time for submission as the grant application deadline is September 2, 2016. Community groups, Lions clubs, and other key community volunteers have been contacted in Baysville, Dorset and Dwight to identify opportunities to engage additional partners in this application to assist with hosting special community celebrations around Lake of Bays in 2017. At the time this report was written, no additional partners have been identified.

The Huntsville/Lake of Bays Fire Department’s proposed event budget is as follows:

RECOMMENDATION:

WHEREAS the Council of the Corporation of the Township of Lake of Bays receives the staff report “Restoration of Baysville Cenotaph Project”, dated August 16, 2016;

AND WHEREAS Resolution #3(b)/03/15/16 approved an unbudgeted expenditure of up to $3000 towards the project once completed;

BE IT RESOLVED THAT the Council of the Corporation of the Township of Lake of Bays approves an unbudgeted payment of $3000 to the Royal Canadian Legion, Branch 232 Huntsville – Baysville Cenotaph Project for the maintenance trust fund.

ORIGIN:

On January 19, 2016, Peter Ruttan made a delegation to Council requesting permission to rejuvenate the Baysville Cenotaph. Council supported Mr. Ruttan with the following resolutions:

BE IT RESOLVED THAT the Council of the Corporation of the Township of Lake of Bays supports in principle the proposed restoration of the Baysville Cenotaph as presented by Peter Ruttan of Baysville Veterans;

AND FURTHER THAT Council direct staff (Parks Department) to work with Mr. Ruttan with respect to the proposed implementation of the restoration project.

AND FURTHER THAT once public comments are obtained from the Baysville residents and businesses (as per Mr. Ruttan’s Plan) and have reported back to Council for final approval of the project.

WHEREAS Council approved Resolution #3(d)/01/19/16 at the January 19, 2016 Council meeting which supported in principle the proposed restoration of the Baysville Cenotaph; AND WHEREAS Mr. Ruttan held a public meeting at the Baysville Senior Centre on Saturday, February 20, 2016 and over 30 people attended and provided public comment;

BE IT RESOLVED THAT the Council of the Corporation of the Township of Lake of Bays approves the following: • Baysville Cenotaph restoration as presented; • Township assistance with any required permits; • Waiving of any Township fees for this project; • Conduct an underground utilities inspection of the project area; • Unbudgeted expenditure of up to $3,000 towards the project, if required once the project is completed.

ANALYSIS:

Peter Ruttan and volunteers have completed the rejuvenation of the Cenotaph and the project is now complete.

Mr. Ruttan was able to keep the project on target and under budget. There were a number of local contractors that donated their time and expertise to the project. Vanclieaf Construction assisted with the excavation of the site and prepping for the new landscaping. Muskoka Rain provided assistance for the irrigation system in the park and the new gardens installed at the site. Ellis Electric was able to help with the electrical requirements and installation of new electrical components to assist during the annual Remembrance Day celebrations and lighting.

The project is waiting for the stone with the veterans names engraved to be delivered and installed. This was a donated item by Signature Monuments to be completed at their convenience.

Mr. Ruttan has provided a detailed account of donations and expenses associated with the project. (see Appendix ‘A’ - Statement of Accounts)

Mr. Ruttan has also provided a letter to the Township (see Appendix ‘B’) requesting support of the project by donating $3000 to the Royal Canadian Legion, Branch 232 Huntsville. This money will be held in trust to be used towards maintenance of the Cenotaph.

BAYSVILLE CENOTAPH REJUVENATION

Your Worship, Members of Council;

On behalf of the Baysville Veterans and the community of Baysville I would like to express my appreciation for your support in the rejuvenation of the Baysville Cenotaph. Although we did uncover some unexpected obstacles in the terms of the foundation of the old Pulford House, the team and I still managed to complete our portion of the project within the week.

At the time of writing this letter, the gardens have been planted and the electrical post has been installed, and if it is not yet installed the in-ground light will soon be. We are currently waiting on the arrival of the black granite Veterans Wall which is hoped to be in place by the end of July.

While the project has come in under budget, solely due to the generosity of Simcoe Building Centre, Brampton Bricks and Barry Vanclieaf Construction, it would be remiss of me if I did not seek your offer of financial support to the project. In the letter of March 21, 2016 signed by Ms Carrie Sykes outlining the commitments made to by the Township of Lake of Bays, the letter states council approves an “Unbudgeted expenditure of up to $3,000 towards the project, if required once the project is completed”

While the project is 95% complete at this time and we are still under budget, I would like to request the Townships support in reimbursing the cost of the flagpoles supplied by Ewing Flagpole Company LTD. A copy of the invoice is attached showing as paid in full. If the Township is in agreement with this proposal I would ask that payment be made out to:

I have also attached a copy of the most recent financials that I have at this time showing both donations received and expenses incurred. While the unspent balance reflects good management, those monies will be held in trust by the Legion for the ongoing maintenance and support of this Cenotaph.

In closing I would like to thank the following staff of the Township of Lake of Bays for their assistance, guidance and support to this project. Ms. Carrie Sykes for keeping me informed and ensuring that I had everything I needed for both the council presentations and the physical project. Mr. Morris Bryant for the support leading up to the start of the project and for the daily visits at the site while the project occurred in May. Mr. Scott MacKinnon for the support leading up to the project and his support and assistance following. Finally to Mr. Terry Glover who provided water and food on occasion (when he insisted) to the crew and I throughout the week in May. There are others who have had a part in the project from the Township and my appreciation is extended to them as well.

I am pleased to announce that Ontario has commenced a review of the scope and effectiveness of the Ontario Municipal Board (OMB), an important part of the provinces land use planning system.

The government is now accepting feedback on a numberof topics, which are based on input regarding the OMB’s role in Ontario’s land use planning system. This includes the feedback received during extensive public and stakeholder consultations on the Smart Growth for Our Communities Act (Bill 73), the update to the Long-term Affordable Housing Strategy and the Co-ordinated Land Use Planning Review.

The government is working to develop proposed recommendations to improve how the OMB works within the broader system of land use planning by releasing a consultation paper in the fall of 2016 for further comment.

in the meantime, the government would like to hear your views on the following topics:
