Reiner September 2010 CWPE 1051 & EPRG 1026 The Economics of the Nord Stream Pipeline System EPRG Working Paper 1026 Cambridge Working Paper in Economics 1051 Chi Kong Chyong, Pierre Noёl and David M. Reiner Abstract We calculate the total cost of building Nord Stream and compare its levelised unit transportation cost with the existing options to transport Russian gas to western Europe. We find that the unit cost of shipping through Nord Stream is clearly lower than using the Ukrainian route and is only slightly above shipping through the Yamal-Europe pipeline. Using a large-scale gas simulation model we find a positive economic value for Nord Stream under various scenarios of demand for Russian gas in Europe. We disaggregate the value of Nord Stream into project economics (cost advantage), strategic value (impact on Ukraine’s transit fee) and security of supply value (insurance against disruption of the Ukrainian transit corridor). The economic fundamentals account for the bulk of Nord Stream’s positive value in all our scenarios. The energy sector is crucial not only in economic terms, but also for security. By security we mean energy security, defined as ‘the uninterrupted availability of energy sources at an affordable price’1. Furthermore, we are talking about security in traditional terms, mainly the danger of inter-state conflict over the control /access to natural resources. A properly informed conversation about energy in the Black Sea region demands a knowledge of the fundamentals. A lot has been written on the topic of energy pipelines, but we felt that a gap still exists. We find it essential to put together a clear and concise presentation of the major oil and gas pipelines running through the area. This paper has precisely such an aim. We will sort out the complex pipeline network into oil and gas pipelines, and the latter into operating and planned pipelines. Since Vladimir Putin rose to power in 1999, the quest to restore the might of the Russian state at home and abroad has been a hallmark of his rule. Yet another such hallmark has been rampant looting by the country’s leaders. Thus Russia has figured prominently in recent schol- arly discussions about kleptocracies—regimes distinguished by a will- ingness to prioritize defending their leaders’ mechanisms of personal enrichment over other goals of statecraft. In a kleptocracy, then, cor- ruption plays an outsized role in determining policy. But how have the state-building and great-power ambitions of the new Russian elite coex- isted with its scramble for self-enrichment? Putin’s Russia offers a vivid illustration of how kleptocratic plunder can become not only an end in itself, but also a tool for both consolidating domestic political control and projecting power abroad. -

NEW CHALLENGES FOR UK NATURAL GAS Steve R Jackson, Adrian J Finn & Terry R Tomlinson Costain Oil, Gas & Process Limited Manchester, United Kingdom ABSTRACT The United Kingdom’s self-sufficiency in natural gas has rapidly declined and for the first time the UK has become a net importer of natural gas. Dependence on imported natural gas is set to increase significantly. Some forecasts show the UK may need to import up to 40% of supplies by 2010 and up to 90% by 2020. Winter gas prices are now a factor of 10 higher than 4 years ago and this is seriously impacting big industrial consumers such as ammonia producers and power generators. At present, the main projected increase in imported gas is from Norway, mainly via the Langeled pipeline which landfalls in north-east England (carrying gas from the giant Ormen-Lange development by 2007/8) and from Europe via the existing Zeebrugge-Bacton Interconnector and the Balgzand-Bacton pipeline (operational by 2007). The latter two lines will link the UK with the European gas grid and may open up potential supply sources from the Former Soviet Union (FSU). Several LNG import terminal projects have been undertaken. The first to be completed is on the Isle of Grain near London, which commenced LNG imports during 2005. Two further LNG import terminals, Dragon and South Hook, are under construction at Milford Haven in Wales but will not be fully operational form some years. A further potential development is the upgrade of the former LNG import terminal at Canvey Island, near London.
