1. Welcome and Introductions LS 2. Confirmation of Minutes of the previous meeting LS The group confirmed minutes of the previous meeting as an accurate record of the matters discussed. 3. Declaration of Interest LS In relation to this Agenda, Councillor Stephenson declared an interest in respect of items affecting Braunston, Councillor Hemsley declared an interest in respect of items affecting Langham. 4. Highways and Traffic Schemes for consideration NT a. ITCP/2016/11 (17-05-10I) – Seaton Road, Barrowden A request was received for the introduction of road humps. The Feasibility Study highlighted the lack of suitable street lighting in the area. To introduce speed humps, there is a requirement for a series of street lights adjacent to any humps at the entry point, which would be cost prohibitive. The Officer recommendation is to improve the gateway features further by providing red high friction surfacing with a 30mph roundel to reduce speeds. Decision: Officer recommendation agreed, along with a review on success, with feedback requested from the initiators. Funding via Integrated Transport Grant.

b. ITCP/2016/12 (17-05-10H) - Knossington Road, Braunston Proposal to extend an existing traffic calming scheme. GC noted that has a policy on the use of road humps of classified roads, that Police would not support such schemes. Officer recommendation is to introduce an additional road narrowing and ‘priority to oncoming traffic’ restriction. Decision: Officer recommendation agreed, along with a review on success, with feedback requested from the initiators. Funding via Integrated Transport Grant.

c. ITCP/2016/15 (17-05-10L) – Junction of A47 with Wireless Hill Concerns were raised about the suitability of the road layout for vehicles attempting to make a right turn from Wireless Hill, or a left turn into Wireless Hill from the A47. Noting the potential for further review as part of the St Georges Barracks development, Officer recommendation is that improvements should be made to warning signage only. Decision: Officer recommendation agreed. Funding via Integrated Transport Grant.

d. ITCP/2018/10 (17-05-02) – Wireless Hill Roundabout Concerns raised about the speed traffic approaches the roundabout. Accident Statistics before and after the introduction of the roundabout were considered, and there was a noticeable decrease in accidents. Original request was for the carriageway to be re-profiled in order to slow approaching traffic. Officer recommendation is to install warning signage on all approaches. Decision: Not to progress as Officer recommendation, instead to consider improvements to surface markings. Funding via Integrated Transport Grant.

At this point there was a discussion on the release of detailed accident data. This is shared via licence between Leicestershire County Council and Leicestershire Police. Action: DP to confirm licence arrangements, until clarification is received, this information will be redacted from publications, and corrected retrospectively if required.

e. ITCP/2016/17 (17-05-10N) – Barleythorpe Chicanes Officer recommendation is to install ‘gateway’ signage, reinforcing the speed limit change. References to footway and cycleway suitability are deferred for consideration as part of the Local Cycling and Walking Improvement Plan. Decision: Officer recommendation agreed. Funding via Integrated Transport Grant.

f. ITCP/2017/12 - A606 through Langham It was noted by the group that extensive preparatory work submitted as part of the request had assisted Officers in reviewing the site. Officer recommendation is that, in the first instance, the road surface markings and signage should be improved, and consideration given to bespoke road safety education to students. The Group discussed the potential benefit of a school crossing patrol. Decision: Not to progress further in relation to controlled crossing points, to improve road surface markings, and install dropped crossing, south of The Range, as Officer recommendation. Surface Marking and Signage improvements to be funded via Integrated Transport Grant. RCC will liaise with the School on the introduction of a school crossing patrol, offering support by way of training and equipment. The cost of the patrol would be met by the School.

g. ITCP/2016/14 – South Luffenham Officers noted the existing pedestrian refuge islands and in response to concerns about a particular resident, has offered to support with Independent Travel Training. Officer recommendation is no further action. Decision: Not to progress further.

5. Parking Schemes for consideration JV a. Oakham Task and Finish Group Output – Draft Experimental Order DP informed the Group that Officers were in the process of reviewing the recommendations from the Task and Finish Group, and drafting the legal orders required to implement restrictions. Confirmation is required on the process for consultation and delivery, ensuring all relevant parties are properly consulted throughout the process. Action: DP to confirm process with Officers and Members.

b. Rutland Water Parking Review – Draft Experimental Order

DP updated the group that it was agreed at a one off meeting of the Rutland Water Partnership, in relation to parking and traffic management issues had been attended by DP, NT and Councillor Stephenson. It has been agreed that a project group will be created in RCC, involving external partners, to draft proposals for restrictions which could be implemented by Experimental Traffic Order, enabling the trial and change of restrictions over Summer 2019, after which a decision will be taken on whether or not to make permanent. Action: DP to update the group on progress at the next meeting.

c. Consolidation Order DP advised the group that, in line with good practice, a new Consolidation of Traffic Regulation Orders was being put together. Action: DP to update the group on progress at the next meeting.

d. Advisory Disabled Bays JV advised the group that a review of advisory Disabled Bays was being undertaken, to determine which are still required. Once a list has been collated, a Traffic Order will be progressed to enable Officers can proactively enforce, ensuring they are available for residents who need access to them. Action: JV to complete review and begin statutory consultation process for the traffic regulation order.

e. PP1 2018 Park Lane Proposal to extend junction protection, no waiting at any time restriction. Decision – Agree Officer recommendation to progress through the statutory consultation process.

f. PPS1 2018 Hambleton, Ketton Road Proposal to introduce residents permit parking. The group noted that residents had already installed unofficial signage to restrict parking on this stretch of highway. Decision: Not to progress further. Members and Officers to consider further action in relation to the confusing signage.

g. PPS2 2018 Barrowden, Wakerley Road Community Shop Proposal to introduce restrictions to improve accessibility to local shops. Decision: Not to progress further.

h. PP3 2018 Kilburn End Proposal to introduce no waiting at any time restrictions adjacent to the play area. An informal consolation returned 5 responses, all against the proposal. Decision: Not to progress further.

i. Oakham, Lands End Way Concerns raised about loading and unloading of HGV’s on footway / entrance area to the site, causing pedestrian access issues and delays to traffic. It was noted by the group that existing restrictions were in place, and that these permit loading and unloading. Decision: Not to progress further, Officers and Members to contact and work with the operators to find a safer way to operate.

j. PP2 2018 Oakham, Braunston Road Extension of existing no waiting at any time restrictions, improving driver sight lines to pedestrians waiting at the Zebra Crossing. Decision: Agree Officer recommendation to progress through statutory consultation process.

k. PP5 2018 Oakham, Brook Road Proposal to introduce no waiting at any time restrictions, preventing parents parking close to the school entrance. An informal consultation returned 55 responses, 53 against the proposal. Decision: Not to progress further, it was noted by Officers that a wider review of restrictions around schools is being undertaken, and that this area would be considered for wider proposals in future.

6. Programme Update NT a. ITCP/2016/05 – Tickencote A works order has been raised, works are expected to be completed within 12 weeks. Funding via Integrated Transport Grant. b. ITCP/2016/13 - Barrowden Lane A works order has been raised, works are expected to be completed within 12 weeks. Funding via Integrated Transport Grant. c. ITCP/2016/16 - Pinfold Lane, South Luffenham A works order has been raised, works are expected to be completed within 12 weeks. Funding via Integrated Transport Grant. d. ITCP/2017/00 - St Eabbas Close A works order has been raised, works are expected to be completed within 12 weeks. Funding via Integrated Transport Grant and Section 106. e. ITCP/2017/02 - Junction of Main Street and Pond Lane, Greetham A works order has been raised, works are expected to commence in January 2019. Funding via Integrated Transport Grant.

A full programme of works is attached in the Appendix to this document.

Note: - The Construction Programme is subject to change for unforeseen or urgent works, or where doing so enables consolidation with other works, providing efficiencies and reducing disruption.

Note: - Funding allocated from the Integrated Transport Grant falls within the budget delegated by RCC Cabinet to the Strategic Director for Places, in consultation with the Cabinet Member for Culture & Leisure, Highways & Transportation and Communications and the Council Leader.

7. Other matters arising ALL Councillor Stephenson raised communications, requesting that copies of any correspondence in relation to the scheme in Barrowden be copied to the Parish Clerk and relevant Ward Members. Action: RG to ensure Parish Clerk and Ward Members are copied to any correspondence.

NT raised the Annual Speed Limit Review, following discussion by the group, it was agreed that any requests for speed limit changes should be brought to this group as a new scheme request. A highlighted benefit was the ability of RCC to be more responsive, consistent and transparent. A further comment was received from GC, that Leicestershire Police require early consultation on any changes, in line with their approaches to speed limits and enforcement. Action: RG to add all outstanding requests for a speed limit review to the Programme.

HC updated the group on progress with the Local Cycling and Walking Improvement Plan. It was agreed by the group that, in line with the approach being taken by other authorities, RCC will promote a prioritisation criteria for scoring walking and cycling routes, to be approved by this Group. Once scoring has been completed, the top 5 routes will be subject to detailed audit. Action: HC to provide the prioritisation criteria for consideration at the next meeting.

RG updated the group on use of the Mobile Speed Indicator Device. The equipment has been used on several sites and data collected may be of use or interest in considering schemes in those areas. It was agreed that data collected will be provided to future meetings, and shared with the Leicester, Leicestershire and Rutland Road Safety Partnership, to aid in highlighting speeding hot spots. Action: RG to bring detail of sites and speed data to the next meeting, and put in place a process for sharing the information.
