SENEGALESE ISLAM: OLD STRENGTHS, NEW CHALLENGES KEY POINTS Islam in Senegal is based around sufi brotherhoods. These have substantial connections across West Africa, including Mali, as well as in North Africa, including Morocco and Algeria. They are extremely popular and historically closely linked to the state. Salafism has had a small presence since the mid-twentieth century. Established Islam in Senegal has lately faced new challenges: o President Wade’s (2000-2012) proximity to the sufi brotherhoods strained the division between the state and religion and compromised sufi legitimacy. o A twin-track education system. The state has a limited grip on the informal education sector, which is susceptible to extremist teaching. o A resurgence of salafism, evidenced by the growing influence of salafist community organisations and reports of support from the Gulf. o Events in Mali and Senegal’s support to the French-led intervention have led to greater questioning about the place of Islam in regional identity. Senegal is therefore vulnerable to growing Islamist extremism. Its institutions and sufi brotherhoods put it in a strong position to resist it, but this should not be taken for granted. DETAIL Mali, 2012. Reports on the jihadist takeover of the North include references to around 20 speakers of Wolof, a language whose native speakers come almost exclusively from Senegal. Earlier reporting refers to a Senegalese contingent among the jihadist kidnappers of Canadian diplomat Robert Fowler. These and other reports (such as January 2013 when an imam found near the Senegal-Mali border was arrested for jihadist links) put into sharper focus the role of Islam in Senegal. -

Ethnic and Religious Intergenerational Mobility in Africa∗ Alberto Alesina Sebastian Hohmann Harvard University, CEPR and NBER London Business School Stelios Michalopoulos Elias Papaioannou Brown University, CEPR and NBER London Business School and CEPR September 27, 2018 Abstract We investigate the evolution of inequality and intergenerational mobility in educational attainment across ethnic and religious lines in Africa. Using census data covering more than 70 million people in 19 countries we document the following regularities. (1) There are large differences in intergenerational mobility both across and within countries across cultural groups. Most broadly, Christians are more mobile than Muslims who are more mobile than people following traditional religions. (2) The average country-wide education level of the group in the generation of individuals' parents is a strong predictor of group- level mobility in that more mobile groups also were previously more educated. This holds both across religions and ethnicities, within ethnicities controlling for religion and vice versa, as well as for two individuals from different groups growing up in the same region within a country. (3) Considering a range of variables, we find some evidence that mobility correlates negatively with discrimination in the political arena post indepdence, and that mobility is higher for groups that historically derived most of their subsistence from agriculture as opposed to pastoralism. Morocco is located in north-western Africa and Casablanca is the country's largest city with a population of 3.3 million (2011). Morocco has a long history with many different rulers which have left its mark on the country's architecture. The old, traditional architecture of Casablanca is in the old medina, Medina Qdima, which was built in the late 18th and early 19th century. The medina and the traditional Arabic houses that it is composed of are very similar to those in other Arab countries, and the structure of the medina and the houses follow the Islamic laws on private and public areas. The public areas are commercial streets and squares and the private are residential blocks, all the streets in the medina are narrow and winding and the size of the streets varies with how private or public they are. The buildings in the Medina stand very dense and the residential areas are built around a street from where dead-end alleyways go out, along these alleyways are clusters of dwellings. The traditional Arabic houses are perhaps better known as houses with courtyards, but they are also called dar. -

Britton Co-Chairperson: Dr. Gail Buttorff Date Approved: 31 May 2018 iii Abstract This dissertation aims to understand why protests lessen when they do by investigating how and why social movements demobilize. I do this by questioning the causal link between consistent state polices (concessions or repression) and social movement demobilization. My interviews with the February 20 Movement, the main organizer of mass protests in Morocco during the Arab Spring, reveals how ideological differences between leftist and Islamist participants led to the group’s eventual halt of protests. During my fieldwork, I conducted 46 semi-structured elite interviews with civil society activists, political party leaders, MPs, and independent activists throughout Morocco. My interviews demonstrate that the February 20 Movement was initially united, but that this incrementally changed following the King’s mixed-policy of concessions and repression. The King’s concessionary policies convinced society that demands were being met and therefore led to the perception that the February 20 Movement was no longer needed, while repression highlighted internal divides. -

THE NEW GEOPOLITICS NOVEMBER 2018 MIDDLE EAST ISLAM AS STATECRAFT: HOW GOVERNMENTS USE RELIGION IN FOREIGN POLICY PETER MANDAVILLE SHADI HAMID ISLAM AS STATECRAFT: HOW GOVERNMENTS USE RELIGION IN FOREIGN POLICY PETER MANDAVILLE AND SHADI HAMID EXECUTIVE SUMMARY The discussion of Islam in world politics in recent years has tended to focus on how religion inspires or is used by a wide range of social movements, political parties, and militant groups. Less attention has been paid, however, to the question of how governments—particularly those in the Middle East—have incorporated Islam into their broader foreign policy conduct. Whether it is state support for transnational religious propagation, the promotion of religious interpretations that ensure regime survival, or competing visions of global religious leadership; these all embody what we term in this new report the “geopolitics of religious soft power.” The paper explores the religious dimensions of the Saudi-Iranian rivalry, looking at how the Islamic outreach strategies of the two governments have evolved in response to changing regional and global environments. We assess the much-discussed phenomenon of Saudi Arabia’s export of Wahhabism, arguing that the nature and effects of Saudi religious influence around the world are more complicated than we ordinarily think. Meanwhile, since 9/11 and the rise of ISIS, the governments of several prominent Muslim-majority countries, among them Jordan, Morocco, and Egypt, have positioned themselves as the purveyors of a “moderate Islam” capable of blunting the narrative of extremist groups. We also look at Turkey and Indonesia as examples of emerging powers that, with somewhat less fanfare, have integrated elements of religious outreach into their broader soft power strategies across Asia and Africa. -

The General Secretariat encourages all member countries to take advantage of this document and provide feedback and, if necessary, updates or corrections in order to have the most up to date and accurate document possible. They can indicate gender, marital status, birthplace, nationality, ethnicity, religion, and position within a family or even within a society. However, naming practices vary enormously across the globe. The aim of this guide is to identify the knowledge that can be gained from names about their holders and to help overcome difficulties that are commonly encountered with names of foreign origin. 2.
