Food and Environmental Hygiene Department Anti-mosquito Campaign 2015 (Phase I) in Sai Kung District

Purpose

The purpose of this paper is to brief Members of the details and arrangements for the Anti-mosquito Campaign 2015 (Phase I) to be launched by the Food and Environmental Hygiene Department (FEHD) in Sai Kung District.

Background

2. The Anti-mosquito Campaign 2014 (Phase III) organized by FEHD was launched between 18.8.2014 and 10.10.2014. Actions taken in the district and the results are detailed at Annex I.

3. In 2014 (up to November), there were three local and 105 imported dengue fever cases, three local and two imported Japanese encephalitis cases and two imported chikungunya fever cases in Hong Kong. Although Hong Kong is now in winter, the ambient temperature in winter is not low enough to bring to a complete halt of the activities of mosquitoes. Prevalence of dengue fever remains high in neighbouring areas. Hence, FEHD has extended the territory-wide Thematic Mosquito Prevention and Control Special Operation, which commenced on 20 October 2014, to 23 January 2015, and had informed Members on the arrangements of the Operation by an Information Paper dated 28.11.2014.

4. In order to safeguard public health and to sustain anti-mosquito efforts, FEHD will continue to strengthen mosquito control and organize the Anti-mosquito Campaign 2015 in three phases as follows -

Phase I : 23.2.2015 to 27.3.2015

Phase II : 27.4.2015 to 3.7.2015

Phase III : 17.8.2015 to 9.10.2015

5. The Anti-mosquito Campaign 2015 (Phase I) to be carried out under the slogan “Prevent Japanese Encephalitis and Dengue Fever Act Now!” aims to achieve the following objectives -

(a) To heighten public awareness of the potential risk of dengue fever, Japanese encephalitis, chikungunya fever and other mosquito-borne diseases;

(b) To encourage community participation and forge close partnership of government departments concerned in anti-mosquito work; and

Mosquito Control Operations

6. FEHD will carry out a series of operations focusing on removal of accumulation of water and mosquito prevention from 23.2.2015 to 27.3.2015 at potential mosquito breeding places in the district. Emphasis will be placed on proximities close to human residences, schools, construction sites, public housing estates, hospitals, illegal cultivation sites, waterfront public and private cargo working areas, typhoon shelters and piers. Please refer to Annex II for the action plan.

7. During the Campaign period, Pest Control Section of this district will deploy a total of two pest control teams to perform mosquito control work in accordance with the attached action plan and take the opportunity to offer knowledge and technical advice on the prevention of mosquito breeding to the public.

Education and Publicity

8. On publicity and education fronts, FEHD will adopt the following measures in addition to arranging press releases, television and radio announcements in the public interest -

(a) To produce publicity posters, pamphlets, banners and educational materials on prevention of mosquito breeding for public circulation;

(b) To distribute publicity materials widely through close liaison with government departments and local organizations to arouse public awareness of mosquito prevention;

(c) To distribute VCDs and letters on mosquito preventive and control measures to target groups, e.g. construction site managements, public/private housing estate managements;

(d) To organize roving exhibitions at major shopping malls of public housing estates and outreaching health talks for students and housing estate managements; and

(e) To hold thematic exhibitions at the FEHD Health Education Exhibition and Resource Centre, and to include relevant information in the FEHD homepage and in the 24-hour hotline service.

9. To ensure smooth implementation of the Campaign, the Pest Control Advisory Section of the department would provide technical assistance in the mosquito control operations and the related publicity and education activities.

Local Participation

10. To enlist support and active participation of this District Council in the Campaign, District Council Members and Committee Members will be invited to participate in related events, organize publicity activities and at the same time, to offer views on the mosquito control work.

The Anti-mosquito Campaign 2014 (Phase III) was launched between 18.8.2014 and 10.10.2014. During the period, all mosquito elimination and prevention works were carried out smoothly. The actions and results of the Anti-mosquito Campaign in the district are as follows -
