INDUSTRY 1. SITUATION ANALYSIS 1.1 EXISTING INDUSTRIES The survey shows that there are 88 industries existing/operating in the municipality of various categories as shown in Table 46 occupying a total area of approximately 127.9412 hectares including the salt making industry which occupy 98% or 124.8 hectares of the total industry areas. Products of these industries are locally sold except salt and rice that are exported in different towns and cities in Metro Manila and as far as the Bicol provinces and Cagayan Valley. These industries especially the ricemill operation and salt making industry generate employment in the municipality, although seasona l in nature. Welding/ironwork shop are concentrated in the urban area as some are integrated or form part of a jeep body/tricycle body building shop. 1.2 OTHER INDUSTRIAL ACTIVITIES On May 22, 1998 the Office of the President, under Presidential Proclamation No. 1226 created and designated certain Lands of the Private Domain situated in barangay Alos, Alaminos and barangay Tagudin, Mabini, both in the Province of Pangasinan as a Special Economic Zone pursuant to Republic Act No. 7116. The total area of Special Economic Zone in the municipality of Alaminos(Alos) is 20,527 sq. m. more or less broken down as follows: 20,527 is Alos, Alaminos and 224,511 in Tagudin, Mabini, Pangasinan. (See Map 16) Alaminos has considered this area (Eco-zone) as the industrial center because Proton Car Assembly Plant and other industry have been established here due to its proximity to the Central business district. Land Transportation is abundant along this area. Power, water and communication facilities are also available/good enough to meet the needs of any industry that may be established thereat from the existing ones. In the municipality, there are eleven (11) banking institutions which could answer the financial requirements of the establishments in the area and to mention a few of them are the Philippines National Bank, Philippine Commercial & Industrial Bank, Land Bank of the Philippines and other financing institution. Within the area are also some identified housing site/housing construction. An agricultural training center has also been planned in barangay Bolaney a neighbor of barangay Alos and Tangcarang. A five (5) hectare agricultural land in Tangcarang has been donated by Celerino V. Cornelio, Jr. (Cornelio Valdez Foundation) and has been designated by the municipal government as a demonstration form. The municipality of Alaminos is not yet fully industrialized. Existing and operating industries presently are considered as light industries, non-pollutive and non-hazardous. Based on the standard area for light industry (1) which 0.80 hectare per 1000 population and considering that the present area being occupied by these industries is only 5.465 hectares, following the computation in determining the industrial land intensity for light industries given below will show that the present industrial land intensity is .00078 lower than the current standard of 0.80 hectare per 1000 population. The economic crisis which struck the whole of Asia if not the entire world a year ago have slowed down/stopped the growth or closure of some industries/commercial establishments due financial constraint. Table 45 & 46 shows the list of previous and existing industries and further reveals that there are more industries in the previous year that the present/existing one. But considering that Alaminos is bound to become a City many investors would come and take advantage of the favorable business opportunities in the area. The industrial area should be expanded to accommodate the expected growth of industrial activity especially within the Economic Zone. Despite the economic situation in the previous years (1995-1999) when industrial activity have slowed down due to global crisis that hit most of the asean countries, it is anticipated that industrial activity will improve in the area due to eminent conversion of the municipality into a component city. Hence, the compounded growth method was used to show the estimated growth rate. Using Compounded Growth Method Where: 1995 No. of establishments = 81 (y1) n = 4 years 1999 No. of establishments = 88 (yn) r = growth rate r = yn 1 y1 n-1 - 1 100 = 88 1 81 4 - 1 100 = (1.086) .33 - 1 100 = 2 1.027 - 1 100 r = 2.78% This means that the growth rate is 2.78%. As shown in Table 46 there are no pollutive nor hazardous industries in the locality, so even in the absence of expert to determine air quality are could safely say that air quality within the industrial zone is manageable. 1.3 DEVELOPMENT NEEDS/PROPOSALS Considering that Alaminos is a fast urbanizing community coupled with its imminent conversion into a component City, the growth and expansion of industrial activities is unavoidable, hence, a need: 1. To provide 59.67 has. Or more in addition to the existing industrial area with the next 5 years. 2. There is a need for technical and financial assistance to existing industries from the various lending/financial institutions operating in the area of elsewhere. 3. There is a need to provide, marketing assistance to these existing industries. 4. Lack of financial assistance. 5. Lack of product diversification. 6. There is a need to develop new industries which are labor intensive. 7. There is a need to require all ricemill operators to institute mitigating measures and/or comply with the term and conditions oftheir Environmental Clearance Certificate to avoid possible source of pollution later. 1.4 GOALS 1.4.1 To promote and enhance industrial growth in the municipality except in the urban center. 1.4.2 To promote and enhance the development of light industries in the municipality. 1.5 OBJECTIVES. 1.5.1 To provide assistance in the field of financial, marketing and technical matters to existing industries in handicraft, shell craft, salt, hallow blocks making by the year 2000-2004. 1.5.2 To encourage/motivates the townspeople engage in home based/small scale industries within the planning period. 1.5.3 To promote/allocate at least 59.67 has. for industrial development by the year 2004. 1.6 STRATEGIES 1.6.1 Coordinate and establish a tie-up between the government agencies with private agencies with existing and new industries. 1.6.2 To coordinate with government agencies and NGO’s to conduct seminars/training and conference on cottage industries/small scale industries. 1.6.3 To coordinate with Department of Agriculture. To conduct trainings/seminars for the Development of Cooperatives and Industrial workers Association. 1.6.4 To initiate the establishment of cottage industry center showcasing the various products in town by both the local government and the private sector. 1.6.5 Conduct training, seminar/conferences or product diversification and quality, control by the Department of Trade and Industry and other similar industry. 1.6.6 Make an inventory of existing industry with great potential for expansion. 1.6.7 Increase the area for industrial development in barangays Alos, Tangcarang, Bolaney, Amangbangan, San Jose, Palamis, and Bolaney. PROGRAMS/PROJECTS (1999-2004) 1. To increase industrial area to 59.67 within the planning period. 2. To establish a Trade-Information Center in the municipality. 3. To establish cottage industry center showcasing the various industrial products in town. 4. To pursue the cityhood vision of Alaminos within the planning period. 5. To conduct feasibility study on other industries that maybe put-up in the municipality.
