Swanson: The Politics of Home in Jerusalem: Partitions, Parks, and Planning Futures (Under the direction of Banu Gökarıksel) At a time when Palestine and Palestinians are ubiquitously framed through the “Israeli- Palestinian conflict” and the “peace process”, the spaces of everyday life for Palestinians are often ignored. This is in spite of the fact that so many of the Israeli policies and technologies of occupation and settlement are experienced materially by Palestinians in these spaces. In this dissertation, then, drawing on feminist geopolitics, I consider everyday Palestinian spaces like the home, neighborhood, and village—with a focus on Jerusalem—to better understand geographies of occupation and settlement in Palestine/Israel today. I argue, through attention to Palestinian experiences on the ground, that widespread representations of Jerusalem as either a “united” or “divided” city fail to capture the Palestinian experience, which is actually one of fragmentation, both physical and social. As a case study in fragmentation, I turn to the zoning of Israeli national parks in and between Palestinian neighborhoods, arguing that parks have served the purposes of settlement in less politicized ways than West Bank settlement blocs, but like the settlement blocs, have resulted in dispossession and restrictions on Palestinian construction, expansion, and movement. -

The Future of the Palestinian National Project Academic Symposium 14 - 15 November, 2015 Introduction Time Table Participants The Future of the Palestinian National Project Academic Symposium 14 - 15 November, 2015 Introduction More than 25 years have passed since the Palestine Liberation Organization (PLO) abandoned armed struggle and opted for a peaceful resolution that sought to end the occupation and create an independent Palestinian state. The peace process, however, has only served to deepen the status quo of occupation in the occupied Palestinian Territories, which Israel has held since 1967. In other words, the peace process has itself served to entrench and prolong the occupation, and to provide cover for the accelerated illegal confiscation of Palestinian lands and the construction of illegal Israeli settlements. The need to revisit the Palestinian national project is made more urgent by the crisis currently gripping Palestinian polity, specifically the conspicuous absence of a national agenda supported by the Palestinian grassroots and the established political factions. Additionally, these circumstances are further compounded by the political climate in the Arab world, where popular revolutions demanding liberty and justice were transformed into internecine conflicts and civil strife. Not only has the attempt to achieve a state through negotiations failed, but the Palestinian liberation movement no longer represents the multiple wings of the Palestinian body politic. In response to this dire state of despair, popular anger and disenchantment has made itself apparent in the latest uprising to erupt across Palestinian cities and villages, raising questions about which policy options are available to the Palestinian people in their bid to achieve their legitimate aspirations. -

ABSTRACT This paper probes the history of the Temple Mount complex during the British Mandate for Palestine. Approaching this sacred space from three different perspectives—British, Arab, and Jewish—this paper examines how people and events surrounding it contributed to the evolution of Palestine after World War I. Ultimately, I argue that Britain’s non-policy on the Temple Mount undermined the Mandate project and ultimately contributed to the rise of the Israeli- Palestinian conflict. Fearful of angering Muslims in Palestine and around the world, the British handed control of the space to an indigenous Arab-Muslim administration. This policy of “affirmative deference” allowed certain Muslim leaders to carve out a sphere of de facto sovereignty inside the site and establish a base for resistance to the British government. For many Jewish settlers in Palestine, sanctioned and unchecked Arab power inside Judaism’s holiest site led them to abandon faith in the Mandate and formulate their own plans for independence. -

chapter 26 The Limitations of Citadinité in Late Ottoman Jerusalem Louis Fishman This chapter problematizes the notion that the political realities introduced following the 1908 Young Turk Revolution augmented a sustainable sense of harmony among the different communities in Ottoman Jerusalem. In fact, it will argue that the revolution perhaps even hindered the forging of an urban community or an idealistic type of citadinité. It does not aim to disprove that relations between communities existed within the urban arena of Jerusalem. However, it will question the extent of these relations and will set out to show how new barriers between the different communities were created as a result of political events in Istanbul and, in particular, in Palestine. During the late Ottoman times, relations between neighbors from different religious and ethnic communities in Jerusalem can be defined as exhibiting a type of citadinité. Despite Ottoman structural divisions, which divided reli- gious communities along sectarian lines, Muslims, Christians, and Jews inter- acted with one another in markets and public arenas. While it is not possible to define how widespread such interactions were, some of these communities also shared the same neighborhood. According to Michelle Campos, “deep ties [existed] between Old City Muslims, Christians, and Jewish families and neighbors across religious lines – sharing a courtyard, visiting each other on religious holidays, engaging in business partnerships … Muslim girls learned Judeo-Spanish from their Sephardi Jewish neighbors; Christian and Jewish musicians performed at Muslim weddings and holidays.”1 Menachem Klein, in his recent book, goes to great lengths to document the relations between neighbors from the Jewish and Arab (Muslim and Christian) communities. -

Portrait Paths: Studio Photography in Ottoman Palestine Stephen Sheehi A Locality: Wasif Jawhariyyeh’s Album In his personal chronicle, The Storyteller of Jerusalem, Wasif Jawhariyyeh (1897–1972) opens his account by calling attention to a cherished portrait that was presented as a gift to his father by his own namesake Wasif Bey ‘Azim (‘Adhim). Wasif Bey was a close friend of the senior Jawhariyyeh. ‘Azim came from a prominent Damascene family and was a jurist appointed by Istanbul to the Ottoman criminal court of Jerusalem but also sent to establish the civil nizamiye court in which Jawhariyyeh and his father worked.1 Musician, polyglot, libertine, litterateur, and municipal bureaucrat, Jawhariyyeh came from a well- connected middle-class family in Jerusalem. His father was a well-respected lawyer and civil servant, who also became the mukhtar for the city’s Greek Orthodox (Rum) community and maintained close connections with the Husayni family, Jerusalem’s most powerful family of notables. Despite this, he stands apart from what Peter Jerusalem Quarterly 61 [ 23 ] Gran might call the “new men” or, better, “new men and women” of Palestine and the Ottoman Empire, “a group of people across the planet more attuned to the laws of the market and less so to the traditional laws and moralities of nation-states.”2 Thanks to the masterful work of Salim Tamari and Issam Nassar, we know much about Jawhariyyeh. -

Oscar Jarzmik Doctor of Philosophy Department of Near and Middle Eastern Civilizations University of Toronto 2016 Abstract This dissertation examines the art of government on the part of the Israeli Municipality in Jerusalem by tracking its rationalization and implementation from the beginning of the occupation in June 1967 until the breakout of the first Palestinian intifada in December 1987. I argue that local policymakers assumed a uniqueness to the history and sociality of Jerusalem and posited a primordial set of political and cultural traditions among Palestinian residents. These preconceptions encouraged them to develop a particular structure for local government and concomitant blueprint for social/administrative relations. Architects of these policies were Mayor Theodore “Teddy” Kollek and an allied group of municipal functionaries who variously identified their policies as “national-pluralist,” “bi-cultural,” and “mosaic” oriented. GustafsonThis is the summary from one talented, likable man's day book. It should not be considered in the context of a great, objective history. It is a light, pleasant read that gives life to Jerusalem and its surroundings during the end of the Ottoman Empire and into the British Mandate through the eyes of a Christian Arab. It would have benefitted enormously from an editor who could have removed a lot of superfluous information and unnecessary names for the general readership and put pertinent foot notes at the bottom of the pages. Occasionally, it does give a glimpse into the lives of some of Jerusalem's key players during this forgotten time, but it has more to do with family dynamics and connections. -
Conference Scope
CONFERENCE SCOPE The first Muslim-Christian Associations (MCA) were formed at the end of 1918. In the face of the British strategy of ‘divide and rule’ and of the Balfour Declaration of 1917 which referred to the Arab majority in Palestine simply as ‘non-Jewish communities,’ the establishment of the MCAs was intended to present a united front against the colonial power. Despite the presence of other nationalist organizations such as al-Nadi al-Arabi, al-Muntada al-Adabi, and al-Jamiyyah al-Khayriyah, the MCAs developed into a nation- wide body with branches in many cities. In January 1919, the First Palestinian Congress was held in Jerusalem to coincide with the Paris Peace Conference. The attendance at the Conference of Chaim Weizmann, who presented Zionist claims, was a trigger for the calling of the First Palestinian Congress, in order to submit Arab and Palestinian counterclaims at the Conference. Between 1919 and 1928, seven Palestinian congresses were held. They produced two opposing trends: one calling for the formation of a representative assembly, and another with a Pan-Arab ideology. Concurrent with the existence of MCAs, the Supreme Muslim Council was set up by the British mandatory authorities in 1922. A complex situation resulted from multiple proposals for an elected Legislative Council on the one hand, the formation of the Supreme Muslim Council on the other, and the role of the MCAs and the various Palestinian Congresses. These initiatives reflected conflicting political ideologies that have affected Palestinian politics since 1919. The conference, A Century of Palestinian Nationalism: Modes of Political Organization and Representation since 1919 will delve into the conflicting ideologies these political formations championed; the factionalism they produced; the social classes they were rooted in; and their consequences for the Palestinian political landscape.
