The Imperial Condition of Photography in Palestine: Archives, Looting, and the Figure of the Infiltrator ARIELLA AZOULAY In front of many cameras and representatives of the international community that surround him, unexpectedly, and outside of any protocol that was prepared for this occasion, an elderly Palestinian man dares to stop, to withdraw his consent to leave his home and ceases to move. This old man is my companion in exploring the archives and attempt- ing to understand its implication in the invention of the figure of “infiltrator.” Together, we refrain from studying his figure, as defined by the nation-state that forced him out of his home. Halting precisely where many cameras were present, this person threatens to spoil the orchestrated spectacle of Arabs “leaving of their will.” Together, we study the linkage between the expulsion of several hundred thousands of Palestinians and the looting of a vast treasure of books, documents, and photographs from Palestinians in 1948 and their transformation into “abandoned files” in the newly constructed Israeli archives at the same time. The article proposes to relate to the ongoing looting of archives not merely as a violation of Palestinian property and rights, but rather as a continuous performance of national sov- ereignty. Sovereignty is performed as the continued project of partition of populations into distinct, differentiated groups, whereby violence among the two groups is both the pretext and the effect. Swanson: The Politics of Home in Jerusalem: Partitions, Parks, and Planning Futures (Under the direction of Banu Gökarıksel) At a time when Palestine and Palestinians are ubiquitously framed through the “Israeli- Palestinian conflict” and the “peace process”, the spaces of everyday life for Palestinians are often ignored. This is in spite of the fact that so many of the Israeli policies and technologies of occupation and settlement are experienced materially by Palestinians in these spaces. In this dissertation, then, drawing on feminist geopolitics, I consider everyday Palestinian spaces like the home, neighborhood, and village—with a focus on Jerusalem—to better understand geographies of occupation and settlement in Palestine/Israel today. I argue, through attention to Palestinian experiences on the ground, that widespread representations of Jerusalem as either a “united” or “divided” city fail to capture the Palestinian experience, which is actually one of fragmentation, both physical and social. As a case study in fragmentation, I turn to the zoning of Israeli national parks in and between Palestinian neighborhoods, arguing that parks have served the purposes of settlement in less politicized ways than West Bank settlement blocs, but like the settlement blocs, have resulted in dispossession and restrictions on Palestinian construction, expansion, and movement. -

Chapter 10 United by Faith, Divided by Language: the Orthodox in Jerusalem Merav Mack 1 Introduction The Orthodox Church of Jerusalem, known also as the Greek Orthodox or Rum Orthodox Church, is home to a number of ethnic communities speak- ing different languages, including Greek, Arabic, Russian, Georgian, Romanian and Serbian, and more recently Hebrew as well.1 This chapter focuses on the grassroots of the two main communities, the Greek-speaking Hellenic com- munity and the Arabic-speaking Palestinian one, in the first decades of the twentieth century. The first half of the twentieth century was a period of growing tension be- tween the leaders of the Arab community and the senior Greek clergy, i.e., members of the Brotherhood of the Holy Sepulchre and the Synod of the Church; the scope and depth of this tension is well analysed by Konstantinos Papastathis in his contribution to this book. In this chapter, however, I would like to shift the attention from the leadership to the members of the commu- nity and ask: how does a community function when united by religion but di- vided by language? In other words, I question the relationship between the Greeks and the Arabs at the community level, with an emphasis on the role of the language barrier between them. The focus is on the axis of religion and language and examining the Greek community against migration theories and the studies of language shift and language loyalty, and I concentrate on three expressions of the language divide: the choice of churches, liturgical prefer- ences, and naming patterns. -

There was also the seemingly volatile but funny in the aftermath frustrated enacting of scolding us, which one day led him to fall off the three-step-high stoop at the house in Amman, much to our combined amusement and alarm. But my answer that afternoon had sprung from a September day in Jerusalem, in 1963, as he and I walked from the taxi station outside the Old City walls toward Damascus Gate and Notre Dame de Sion, within the walls. I am not sure what prompted me to turn toward him, captivated as I was by the decorative merlons at the top of the towers ahead of us. This 64-year-old man who always stood upright, head high, shoulders well back, as if in defiance of anything that would dare make him stoop or bend, was crying in the midst of the crowds, tears visibly pouring down. He said nothing of course, and in my young girl’s self-absorption, I attributed his tears to his being upset over our impending separation. Without stopping, he wiped his face and blew his nose, held my hand behind his back as he always did, and we walked on. -

The Future of the Palestinian National Project Academic Symposium 14 - 15 November, 2015 Introduction Time Table Participants The Future of the Palestinian National Project Academic Symposium 14 - 15 November, 2015 Introduction More than 25 years have passed since the Palestine Liberation Organization (PLO) abandoned armed struggle and opted for a peaceful resolution that sought to end the occupation and create an independent Palestinian state. The peace process, however, has only served to deepen the status quo of occupation in the occupied Palestinian Territories, which Israel has held since 1967. In other words, the peace process has itself served to entrench and prolong the occupation, and to provide cover for the accelerated illegal confiscation of Palestinian lands and the construction of illegal Israeli settlements. The need to revisit the Palestinian national project is made more urgent by the crisis currently gripping Palestinian polity, specifically the conspicuous absence of a national agenda supported by the Palestinian grassroots and the established political factions. Additionally, these circumstances are further compounded by the political climate in the Arab world, where popular revolutions demanding liberty and justice were transformed into internecine conflicts and civil strife. Not only has the attempt to achieve a state through negotiations failed, but the Palestinian liberation movement no longer represents the multiple wings of the Palestinian body politic. In response to this dire state of despair, popular anger and disenchantment has made itself apparent in the latest uprising to erupt across Palestinian cities and villages, raising questions about which policy options are available to the Palestinian people in their bid to achieve their legitimate aspirations. -

ABSTRACT This paper probes the history of the Temple Mount complex during the British Mandate for Palestine. Approaching this sacred space from three different perspectives—British, Arab, and Jewish—this paper examines how people and events surrounding it contributed to the evolution of Palestine after World War I. Ultimately, I argue that Britain’s non-policy on the Temple Mount undermined the Mandate project and ultimately contributed to the rise of the Israeli- Palestinian conflict. Fearful of angering Muslims in Palestine and around the world, the British handed control of the space to an indigenous Arab-Muslim administration. This policy of “affirmative deference” allowed certain Muslim leaders to carve out a sphere of de facto sovereignty inside the site and establish a base for resistance to the British government. For many Jewish settlers in Palestine, sanctioned and unchecked Arab power inside Judaism’s holiest site led them to abandon faith in the Mandate and formulate their own plans for independence. -

When the Swedish Mission to the Jews (Svenska Israelsmis- sionen) decided to open an institute in Jerusalem, this was a pioneer- ing step towards a more equal and trusting relationship between Jews and Christians.
