Oscar Jarzmik Doctor of Philosophy Department of Near and Middle Eastern Civilizations University of Toronto 2016 Abstract This dissertation examines the art of government on the part of the Israeli Municipality in Jerusalem by tracking its rationalization and implementation from the beginning of the occupation in June 1967 until the breakout of the first Palestinian intifada in December 1987. I argue that local policymakers assumed a uniqueness to the history and sociality of Jerusalem and posited a primordial set of political and cultural traditions among Palestinian residents. These preconceptions encouraged them to develop a particular structure for local government and concomitant blueprint for social/administrative relations. Architects of these policies were Mayor Theodore “Teddy” Kollek and an allied group of municipal functionaries who variously identified their policies as “national-pluralist,” “bi-cultural,” and “mosaic” oriented. They believed that an approach towards consolidating political power in Jerusalem that catered to ancient urban forms and norms would stabilize the occupation over time and cultivate cordial social relations between Jews and Arabs. While concern over international scrutiny towards the Israeli occupation was a factor behind the conceptualization of an administrative model emphasizing accommodation, cultural exchange, and “liberalizing” trends, I stress that Kollek’s vision was considered in itself to be an ethnographically sound and humane strategy toward the civic incorporation of Palestinian residents and the procurement of consent to Israeli domination. This dissertation examines the colonial taxonomy informing Kollek’s vision as well as its materialization through a network of iii institutions and the ways in which it impacted forms of Palestinian engagement with the post-1967 political reality. At the same time, this study illustrates that Kollek’s code for administrative and social conduct was anticipated prior to the Israeli conquest of East Jerusalem. Therefore I begin my analysis during the era of military rule over Palestinians citizens of Israel (1948-1966). I outline the conditions that prompted a gradual (albeit incomplete and glacial) shift in state discourse and policy regarding Palestinian citizens by the mid-1950s, where they went from being strictly objects of military control (enemy population) to subjects of sociological observance and civilian oversight (minorities/”marked citizens”). I argue that Kollek drew on projects and institutions that emerged as a result of this shift to craft an art of government in Jerusalem that complemented settler-colonial objectives and the liberal dispositions of the mayor and his allies. iv Acknowledgments My utmost appreciation goes to my supervisor James Reilly for his encouragement, patience, and guidance over the years. The decision for this separation has both practical and ideological explanations. There are those who claim that the demographic realities dictate this separation. However it is revealing that the policy since the founding of the state was to strengthen and preserve the Jewish identity amongst the Jewish sector, and a coming to terms with the national identity of the Arab Israeli pupils. The ideological component is the more important of the two; this is evidenced by the fact that even in places where it would be possible to establish a combined education system, like in mixed cities (Tel Aviv-Yaffo, Haifa, Jerusalem, Acco, Lod, and Ramla), there is a complete separation between the two systems. This separation exists in every part of the education system although it is the most severe in the State-religious and Haredi education. There it is backed by instructions at the highest level that “advise” in no uncertain terms against the hiring of Arab Israeli teachers. This reality has many implications both on the educational level and on the overall societal level. On the educational level, it intensifies the fluctuations in supply and demand for teachers due to the limitations it creates in moving from sector to sector.     1 JERUSALEM: CITY OF DREAMS, CITY OF SORROWS More than ever before, urban historians tell us that global cities tend to look very much alike. For U.S. students. the“ look alike” perspective makes it more difficult to empathize with and to understand cultures and societies other than their own. The admittedly superficial similarities of global cities with U.S. ones leads to misunderstandings and confusion. The multiplicity of cybercafés, high-rise buildings, bars and discothèques, international hotels, restaurants, and boutique retailers in shopping malls and multiplex cinemas gives these global cities the appearances of familiarity. The ubiquity of schools, university campuses, signs, streetlights, and urban transportation systems can only add to an outsider’s “cultural and social blindness.” Prevailing U.S. learning goals that underscore American values of individualism, self-confidence, and material comfort are, more often than not, obstacles for any quick study or understanding of world cultures and societies by visiting U.S. student and faculty.1 Therefore, international educators need to look for and find ways in which their students are able to look beyond the veneer of the modern global city through careful program planning and learning strategies that seek to affect the students in their “reading and learning” about these fertile centers of liberal learning. As the students become acquainted with the streets, neighborhoods, and urban centers of their global city, their understanding of its ways and habits is embellished and enriched by the walls, neighborhoods, institutions, and archaeological sites that might otherwise cause them their “cultural and social blindness.” Jerusalem is more than an intriguing global historical city.

These traumas included the repeated invasion of Palestine by various empires/countries, and the Jewish experience of anti-Semitism and the Holocaust. This culminated in the 1948 creation of the State of Israel. The newfound State has experienced turmoil since its inception as both identities clashed. The majority-minority power imbalance resulted in inequalities and discrimination against the Palestinian Citizens of Israel (PCI). Discussion of the Israeli-Palestinian conflict tends to assume that the issues of the PCIs are the same as the issues of the Palestinians in the Occupied Territories. I believe that the needs of the PCIs are different. Therefore, I have conducted a qualitative case study into possible ways the relationship between the PCIs and the State of Israel shall be improved. To this end, I provide a brief review of the history of the conflict. I explore themes of inequalities and models for change. I analyze the implications of the theories for PCIs and Israelis in the political, social, and economic dimensions. From all these dimensions, I identify opportunities for change. In proposing an ―Agenda for Change,‖ it is my sincere hope that addressing the context of the Israeli-Palestinian relationship may lead to a change in attitude and behaviour that will avoid perpetuating the conflict and its human costs on both sides.

The land that would become the Kibbutz was bought in 1913-14 by the Palestine Land Development Company Organization from ‘Abdallah Effendi Abu Ghosh and ‘Abd al-Hamid Effendi Abu as part of the purchase of Dilb which had begun in 1910. The first settlers were a group of Jewish workers from Bialystock who, due to onset of World War I, vacated the area. The Kibbutz was founded in 1920 by a group of agricultural settlers from Eastern Europe who came as part of the Third Aliyah (see timeline 1919-1923). At first settlement and cultivation was difficult, especially as the settlers lacked sufficient financial resources, to develop modern farming on the hilly terrain. In 1920, the Jewish National Fund provided some financial assistance that helped the settlers by building terraces, planting saplings and. By the end of 1920 there were around 200 pioneers in Kiryat Anavim. In this lesson, students will analyze two photographs from Kiryat Anavim taken in 1921 and use their observations to produce a news story.     (As Delivered) NICKOLAY MLADENOV SPECIAL COORDINATOR FOR THE MIDDLE EAST PEACE PROCESS SECURITY COUNCIL BRIEFING ON THE SITUATION IN THE MIDDLE EAST REPORT OF THE SECRETARY-GENERAL ON THE IMPLEMENTATION OF UNSCR 2334 (2016) 29 September 2020 Mister President, Members of the Security Council, On behalf of the Secretary-General, I will devote this briefing to presenting his fourteenth report on the implementation of Security Council resolution 2334, covering the period from 5 June to 20 September of this year. Before presenting the report, I would like to note the recent agreements between Israel, the United Arab Emirates and Bahrain. The Secretary-General welcomes these agreements, which suspended Israeli annexation plans over parts of the occupied West Bank. The Secretary-General hopes that these developments will encourage Palestinian and Israeli leaders to re-engage in meaningful negotiations toward a two-State solution and will create opportunities for regional cooperation. He reiterates that only a two-State solution that realizes the legitimate national aspirations of Palestinians and Israelis can lead to sustainable peace between the two peoples and contribute to broader peace in the region. I am similarly encouraged by the call to restore hope in the peace process and resume negotiations on the basis of international law and agreed parameters, as made by the Foreign Ministers of Jordan, Egypt, France and Germany in Amman. The recent moves toward strengthening Palestinian unity as demonstrated by the outcome of the Fatah-Hamas meetings calling for long-awaited national presidential and legislative elections are also encouraging. Elections and legitimate democratic institutions are critical to uniting Gaza and the West Bank under a single national authority vital to upholding the prospect of a negotiated two-State solution.
