Political Background Following two inconclusive rounds of elections in April and September 2019, Israel is set to hold an unprecedented third consecutive election in March 2020. With no clear frontrunner between Benny Gantz of Kahol Lavan (Blue and White) and Benjamin Netanyahu of the Likud, the leaders are locked in a frantic and unrestrained race to the bottom. Trump’s announcement that he would launch the political section of his ‘Peace to Prosperity’ document before the Israeli election has fanned the flames of this right-wing one-upmanship. The timing of the announcement was criticized as a political ploy to benefit his close ally Netanyahu which, against the backdrop of his alleged interference in Ukraine at the crux of his impeachment trial, he was eager to avoid. In the end, both Netanyahu and Gantz visited the White House, but there was only one winner: the sitting prime minister – who, on the day of the announcement, was indicted all three counts of bribery, fraud and breach of trust after withdrawing his request for immunity. It was Netanyahu who unveiled the document alongside the President, forcing Gantz’s hand: in his earlier attempts to cannibalize Netanyahu’s voter base in his pledge to annex the Jordan Valley, he had no choice but to endorse the plan, which could come before the Knesset before the March 2020 election. However, Gantz’s rightward shift has dire ramifications for the next election. Between the April and September elections, turnout among the Palestinian Arab community increased by twelve points, and polls are predicting a further increase. -

W e s t B a n k a d r o The total area located between the Barrier J and the Green Line is 9.5 % of the West Bank, Qalqilya including East Jerusalem and No Man's Land. Qedumim Finger When completed, approximately 15% of the Barrier will be constructed on the Green Line or in Israel with 85 % inside the West Bank. Biddya Area Populations Affected Ari’el Finger If the Barrier is completed based on the current route: Az Zawiya Approximately 35,000 Palestinians holding Enclave West Bank ID cards in 34 communities will be located between the Barrier and the Green Line. The majority of Palestinians with East Kafr Aqab Jerusalem ID cards will reside between the Barrier and the Green Line. However, Bir Nabala Enclave Biddu Palestinian communities inside the current Area Shu'fat Camp municipal boundary, Kafr Aqab and Shu'fat No Man's Land Camp, are separated from East Jerusalem by the Barrier. Ma’ale Green Line Adumim Settlement Jerusalem Bloc Approximately 125,000 Palestinians will be surrounded by the Barrier on three sides. These comprise 28 communities; the Biddya and Biddu areas, and the city of Qalqilya. (As Delivered) NICKOLAY MLADENOV SPECIAL COORDINATOR FOR THE MIDDLE EAST PEACE PROCESS SECURITY COUNCIL BRIEFING ON THE SITUATION IN THE MIDDLE EAST REPORT OF THE SECRETARY-GENERAL ON THE IMPLEMENTATION OF UNSCR 2334 (2016) 29 September 2020 Mister President, Members of the Security Council, On behalf of the Secretary-General, I will devote this briefing to presenting his fourteenth report on the implementation of Security Council resolution 2334, covering the period from 5 June to 20 September of this year. Before presenting the report, I would like to note the recent agreements between Israel, the United Arab Emirates and Bahrain. The Secretary-General welcomes these agreements, which suspended Israeli annexation plans over parts of the occupied West Bank. The Secretary-General hopes that these developments will encourage Palestinian and Israeli leaders to re-engage in meaningful negotiations toward a two-State solution and will create opportunities for regional cooperation. He reiterates that only a two-State solution that realizes the legitimate national aspirations of Palestinians and Israelis can lead to sustainable peace between the two peoples and contribute to broader peace in the region. I am similarly encouraged by the call to restore hope in the peace process and resume negotiations on the basis of international law and agreed parameters, as made by the Foreign Ministers of Jordan, Egypt, France and Germany in Amman. The recent moves toward strengthening Palestinian unity as demonstrated by the outcome of the Fatah-Hamas meetings calling for long-awaited national presidential and legislative elections are also encouraging. Elections and legitimate democratic institutions are critical to uniting Gaza and the West Bank under a single national authority vital to upholding the prospect of a negotiated two-State solution. -

During this period, over 27,000 attacks against Israeli citizens and residents have been recorded, and over 1000 Israeli citizens and residents have lost their lives in these attacks. Out of these, 155 (May 2007) attacks were suicide bombings, carried out against Israeli targets by 178 (August 2007) suicide terrorists (male and female). (It should be noted that from 1993 up to the beginning of the conflict in September 2000, 38 suicide bombings were carried out by 43 suicide terrorists). Despite the fact that suicide bombings constitute 0.6% of all attacks carried out against Israel since the beginning of the conflict, the number of fatalities in these attacks is around half of the total number of fatalities, making suicide bombings the most deadly attacks. From the beginning of the conflict up to August 2007, there have been 549 fatalities and 3717 casualties as a result of 155 suicide bombings. Over the years, suicide bombing terrorism has become the Palestinians’ leading weapon, while initially bearing an ideological nature in claiming legitimate opposition to the occupation. -

3 - 23 November 2020 Latest development (outside the reporting period) On 25 November, citing the lack of building permits, the Israeli authorities demolished 11 Palestinian-owned structures in the Massafer Yatta area of southern Hebron. These included homes, livelihood-related structures and water and sanitation facilities, some of which had been previously provided as humanitarian assistance. Twenty-five people were displaced and over 700 were otherwise affected. All but one of the seven communities targeted are located in an area designated closed for military training, and are at risk of a forcible transfer. This report exceptionally covers three weeks; the next issue will be released on 10 December, covering the normal two-week period. During the reporting period (3-23 November), a total of 129 structures were demolished, or seized, due to a lack of Israeli-issued building permits, displacing 100 people and otherwise affecting at least 200. The largest incident took place on 3 November in , where 83 structures were destroyed, displacing 73 people, including 41 children. Thirty more structures were demolished in 12 other Area C communities. The remaining 16 took place in East Jerusalem, where demolitions have resumed after a three-week suspension, following an announcement by the Israeli authorities on 1 October that, due to the pandemic, they would stop the demolition of inhabited residential buildings in the city. More structures have been demolished or seized so far in 2020, than in any complete year since OCHA began systematically documenting this practice in 2009, with the exception of 2016. On 4 November, Israeli forces shot and killed an off-duty member of the Palestinian security forces at a checkpoint south of Nablus city, reportedly after he opened fire at soldiers. -

February 2017 1 Legal Memo Applying for a Building Permit in East Jerusalem OBJECTIVE: This fact sheet describes the procedures involved in applying for a building permit in occupied East Jerusalem. Numerous documents and procedural obligations are required in order to receive a building permit under Israeli planning regulations in effect in East Jerusalem. Detailed here are the particular constraints Palestinian residents face in undertaking these application procedures, which make obtaining a building permit almost impossible. A prerequisite to the authorisation of any building permit is the existence of an approved planning scheme. Therefore, this fact sheet also details the planning process and provides an overview of the steps involved in submitting both planning schemes and building permit applications. Background Under the Israeli Planning and Building Law 1965, a building permit issued by the Jerusalem Local Planning and Building Committee is a mandatory prerequisite for any construction within the municipal borders of Jerusalem, including annexed East Jerusalem. The law stipulates that any construction of a building without a permit is a criminal offence. Consequently, the building can be subject to a demolition order and the builder will be subject to an indictment. According to international law and the consensus of the international community on the matter, East Jerusalem is occupied territory and subject to the relevant laws of occupation.1 However, Israel, which unilaterally annexed East Jerusalem in 1967 and formally codified the annexation in 1980, considers East Jerusalem as Israeli territory and subjects it to Israeli jurisdiction.2 According to Israeli authorities, therefore, Israeli planning and building laws apply identically to East and West Jerusalem and elsewhere in Israel. -
