THE CHANGING FORMS OF INCITEMENT TO TERROR AND VIOLENCE: TERROR AND TO THE CHANGING FORMS OF INCITEMENT The most neglected yet critical component of international terror is the element of incitement. Incitement is the medium through which the ideology of terror actually materializes into the act of terror itself. But if indeed incitement is so obviously and clearly a central component of terrorism, the question remains: why does the international community in general, and international law in particular, not posit a crime of incitement to terror? Is there no clear dividing line between incitement to terror and the fundamental right to freedom of speech? With such questions in mind, the Jerusalem Center for Public Affairs and the Konrad Adenauer Stiftung held an international conference on incitement. This volume presents the insights of the experts who took part, along with a Draft International Convention to Combat Incitement to Terror and Violence that is intended for presentation to the Secretary-General of the United Nations. 1 JERUSALEM: CITY OF DREAMS, CITY OF SORROWS More than ever before, urban historians tell us that global cities tend to look very much alike. For U.S. students. the“ look alike” perspective makes it more difficult to empathize with and to understand cultures and societies other than their own. The admittedly superficial similarities of global cities with U.S. ones leads to misunderstandings and confusion. The multiplicity of cybercafés, high-rise buildings, bars and discothèques, international hotels, restaurants, and boutique retailers in shopping malls and multiplex cinemas gives these global cities the appearances of familiarity. The ubiquity of schools, university campuses, signs, streetlights, and urban transportation systems can only add to an outsider’s “cultural and social blindness.” Prevailing U.S. learning goals that underscore American values of individualism, self-confidence, and material comfort are, more often than not, obstacles for any quick study or understanding of world cultures and societies by visiting U.S. student and faculty.1 Therefore, international educators need to look for and find ways in which their students are able to look beyond the veneer of the modern global city through careful program planning and learning strategies that seek to affect the students in their “reading and learning” about these fertile centers of liberal learning. As the students become acquainted with the streets, neighborhoods, and urban centers of their global city, their understanding of its ways and habits is embellished and enriched by the walls, neighborhoods, institutions, and archaeological sites that might otherwise cause them their “cultural and social blindness.” Jerusalem is more than an intriguing global historical city. -

94 Articles Section FROM PEACE TO WAR: RELIGHTING THE FLAMES OF THE ISRAEL – PALESTINE CONFLICT David Newman INTRODUCTION In the space of twelve months, the hopes of reaching a solution to the Israel- Palestine conflict have undergone a major downturn, from the near agreement reached at Camp David to a renewal of violence and the deterioration of the situation to one which has not been experienced in over thirty years of West Bank and Gaza occupation. The renewal in terrorism, roadside explosions, suicide bombers – not just in the West Bank and Gaza but inside sovereign Israel, even Tel Aviv, itself – and the hard-line retaliation of the right-wing Israeli government, including the use of helicopter raids and sophisticated missile attacks on Palestinian targets, have created a situation that is the closest to full out war between Israel and the Palestinians that has been experienced so far. Camp David – The summer 2000 Camp David summit was perceived, at the time, as being the opportunity to reach a final agreement between Israel and the Palestinian Why Did it Fail? Authority. The Agreement would provide for the establishment of an independent Palestinian State on approximately 90-95% of the area of the West Bank and the Gaza Strip; the removal of most Israeli settlements in the West Bank, thus allowing for territorial integrity and compactness for the Palestinian State; and, ensuring a declaration to the effect that this would signal the end to the century-old conflict between the two peoples. Specifically, the study places special emphasis on developments commencing in 1976 in response to the establishment of a separate administrative division for Druze and Circassian Education in the Ministry of Education, and division’s impact on the rate of youngsters who earn matriculation certificates and the number of Druze students attending higher education institutions. of the study analyzes the administrative separation of Druze education in the education system and its effect on the integration of Druze youngsters in higher education in Israel. The current study contributes to our understanding of the development of the Druze education system as a distinct unit in the Israeli Ministry of Education. The findings of this study and its conclusions will contribute to policymakers in the Ministry of Education in general, and policymakers concerning Druze education specifically, seeking to improve educational achievements and apply the insights of the current study to other minority groups to which higher education has become increasingly accessible in recent years.
