    In Search of the Center By Dahlia Scheindlin After the Second Intifada (2000-2005), Israel appeared to be hurtling towards rightwing politics with no end in sight. From 2009, the towering figurehead of the right, Benjamin Netanyahu, won election after election. As public sentiment veered to the right, parties competed for extreme nationalist and expansionist policies, and there seemed to be no stopping the trend. Yet the party that finally came close to beating Netanyahu in April 2019, then surpassed Likud in a second round in September that year, was not a competitor from the right but a rival from the Israeli center. Blue and White was an unlikely challenger. The party was cobbled together ad hoc ahead of the April 2019 elections, led by three former generals with no obvious political ideology, party institutions or base of support beyond the voters of one of the constituent parties in its joint slate, Yesh Atid. The latter was largely viewed as center-left. Yet somehow, voters knew instinctively where Blue and White fit on Israel’s map – the center. The party’s own leaders worked hard to convey a centrist image as their brand, as well. But do centrist political movements ever succeed in Israel? Can a centrist party become a defining force of Israeli politics, and if so, what exactly does centrism mean in Israel? The Pull of the Center On the face of it, centrist politics sound like a potential antidote to Israel’s notoriously polarized, fragmented, and aggressive political culture. A center party could become a vehicle to promote moderation and pragmatic policies, in theory.

    The Imperial Condition of Photography in Palestine: Archives, Looting, and the Figure of the Infiltrator ARIELLA AZOULAY In front of many cameras and representatives of the international community that surround him, unexpectedly, and outside of any protocol that was prepared for this occasion, an elderly Palestinian man dares to stop, to withdraw his consent to leave his home and ceases to move. This old man is my companion in exploring the archives and attempt- ing to understand its implication in the invention of the figure of “infiltrator.” Together, we refrain from studying his figure, as defined by the nation-state­ that forced him out of his home. Halting precisely where many cameras were present, this person threatens to spoil the orchestrated spectacle of Arabs “leaving of their will.” Together, we study the linkage between the expulsion of several hundred thousands of Palestinians and the looting of a vast treasure of books, documents, and photographs from Palestinians in 1948 and their transformation into “abandoned files” in the newly constructed Israeli archives at the same time. The article proposes to relate to the ongoing looting of archives not merely as a violation of Palestinian property and rights, but rather as a continuous performance of national sov- ereignty. Sovereignty is performed as the continued project of partition of populations into distinct, differentiated groups, whereby violence among the two groups is both the pretext and the effect.     Agricultural land in Palestine: Letters to Sir Moses Montefiore, 1839 RUTH KARK Letters on the subject of land and agriculture, written by the Jews of Safed, Tiberias, Acre, Haifa, Jerusalem and Hebron to Sir Moses Monteflore during his second visit to Palestine in 1839, have been dealt with by various authors. Some have seen them in the context of the history of themovement for Jewish national revival and the 'Hibbat Zion' movement, or of European concepts about 'the restoration of the Jews'.1 Others have used them as sources for the study of the history of Jewish settlement in Palestine and of the attempts of Jews to engage in productive occupations there.2 Most authors, however, did not study the documents themselves very carefully. A more detailed examina? tion was published by Israel Bartal.3 The present paper focuses on the availability of land and agricultural activity in Palestine during the period of the Egyptian occupation (1831-41). It is based on a close study of the original manuscripts of the letters, and forms part of a broader study on changes in the pattern of land ownership in Palestine between 1800 and 1917, and their effecton settlement. The letters4 represent a rich, but barely tapped resource relating to the Egyptian administration, and to the historical geography and economic history of the Middle East and Palestine. They contain information on the period preceding the Egyptian occupation as well as on the period of occupation itself, and include references to the state of security (looting and banditry, for example), the treatment of minorities, taxation, local rulers, public health (epidemics) and natural disasters (earthquakes).

    ForMother and Child: Hadassah in the Holy Land, 1913 through 1993 MANFRED WASERMAN, PH.D.* Hadassah's Heritage The two-campus medical center of the Hadassah Medical Organization today provides inpatient and ambulatory services in general medicine and dentistry to the Jerusalem population as well as to patients referred from throughout Israel. Hadassah has pre- ventive care and emergency units, day care and day hospitalization, a hospice for the terminally ill, a national lithotripsy center, a national skin depository, and a national bone bank. It is Israel's leading cancer research and treatment center, a world center for bone marrow transplantation, as well as the only hospital in Israel currently permitted to perform human heart transplants. It has acquired international standing in cardiac surgery for infants, oph- thalmology, treatment of burns, and rehabilitation care. Hadassah provides community and family treatment through neighborhood and outreach health centers. It has 91 outpatient clinics handling some 300,000 annual patient visits, and the two emergency rooms care for an additional 100,000 people. More than 50,000 people are hospitalized each year in Hadassah's medical and surgical depart- ments, and its dental clinics record an annual 100,000 patient visits. In all, Hadassah treats more than 600,000 people a year in its two hospitals and community medical centers. These achievements have their roots in a fascinating combination of American social his- tory and modern public health reform. There was also the seemingly volatile but funny in the aftermath frustrated enacting of scolding us, which one day led him to fall off the three-step-high stoop at the house in Amman, much to our combined amusement and alarm. But my answer that afternoon had sprung from a September day in Jerusalem, in 1963, as he and I walked from the taxi station outside the Old City walls toward Damascus Gate and Notre Dame de Sion, within the walls. I am not sure what prompted me to turn toward him, captivated as I was by the decorative merlons at the top of the towers ahead of us. This 64-year-old man who always stood upright, head high, shoulders well back, as if in defiance of anything that would dare make him stoop or bend, was crying in the midst of the crowds, tears visibly pouring down. He said nothing of course, and in my young girl’s self-absorption, I attributed his tears to his being upset over our impending separation. Without stopping, he wiped his face and blew his nose, held my hand behind his back as he always did, and we walked on.

O. Box 167 Herzliya 46150, Israel. Accepted 15 December, 2009 This article examines the influence of the new ratings culture and multi-channelled reality on the 2006 Knesset elections in Israel. Prior to 2006, the tightly controlled one hour prime time campaign commercial on major television stations was one of the most important factors in Israeli national elections, if not the most important one. The 2006 campaign demonstrated that these commercials no longer have this effect. The increase in talk shows, varied programming during non prime time hours and informal interview styles has made the campaign commercials obsolete.
