Karim Fertikh The Godesberg Programme and its Aftermath A Socio-histoire of an Ideological Transformation in European Social De- mocracies Abstract: The Godesberg programme (1959) is considered a major shift in European social democratic ideology. This article explores its genesis and of- fers a history of both the written text and its subsequent uses. It does so by shedding light on the organizational constraints and the personal strategies of the players involved in the production of the text in the Social Democra- tic Party of Germany. The article considers the partisan milieu and its trans- formations after 1945 and in the aftermaths of 1968 as an important factor accounting for the making of the political myth of Bad Godesberg. To do so, it explores the historicity of the interpretations of the programme from the 1950s to the present day, and highlights the moments at which the meaning of Godesberg as a major shift in socialist history has become consolidated in Europe, focusing on the French Socialist Party. That the 1950s programme should be mentioned before a primetime audience bears witness to the widespread dissemination of the phrase in French political culture. “Faire son Bad Godesberg” [literally, “doing one’s Bad Godesberg”] has become an idiomatic French phrase. It refers to a fundamental alteration in the core doctrinal values of a politi- cal party (especially social-democratic and socialist ones). -

Chapter 6 THE TRIUMPH OF THE ECONOMIC MIRACLE: THE CDU/CSU AND THE 1957 BUNDESTAG ELECTION On 16 September 1957, the day after the CDU/CSU’ s historic victor y in the election to the third Bundestag, Chancellor Adenauer spent part of his day “re- viewing” a triumphant victory parade before the Chancellery in Bonn. This vic- tory parade, however, was a bit out of the ordinary: it was not made up of adoring West German citizens celebrating the reelection of their chancellor. Instead, with military music blaring, A denauer reviewed a procession of thirty-six blue Volk- swagen buses belonging to the adv ertising firm M obilwerbung. These buses, equipped with the latest film pr ojection and audio equipment, had spent the summer crisscrossing West Germany, in cities and to wns both big and small, screening campaign films and organizing public relations activities on the behalf of Adenauer and the CDU/CSU. This ceremony was arranged, Der Spiegel com- mented, because Adenauer wanted to officially acknowledge and honor what had earned his election victor y: party propaganda. As A denauer approached the Chancellery, one of the VW buses sped through the streets of Bad Godesberg and Bonn announcing “The chancellor is coming!”—as it had done so often in prepa- ration for Adenauer’s rallies during the campaign. During the ceremony Adenauer was in such a jubilant mood that he even raised a glass of champagne in celebra- tion, a most uncommon occurr ence for the chancellor , who rar ely drank. The chancellor then solemnly presented the firm with a medal engraved with his pro- file in relief and the inscription: “In deep gratitude for your service.” However in the midst of the festivities, the dour chancellor quickly turned serious, declaring Notes for this section begin on page 250. -

Krause ALL RIGHTS RESERVED ii ABSTRACT Scott H. Krause: Outpost of Freedom: A German-American Network’s Campaign to bring Cold War Democracy to West Berlin, 1933-66 (under the direction of Konrad H. Jarausch) This study explores Berlin’s sudden transformation from the capital of Nazi Germany to bastion of democracy in the Cold War. This project has unearthed how this remarkable development resulted from a transatlantic campaign by liberal American occupation officials, and returned émigrés, or remigrés, of the Marxist Social Democratic Party (SPD). This informal network derived from members of “Neu Beginnen” in American exile. Concentrated in wartime Manhattan, their identity as German socialists remained remarkably durable despite the Nazi persecution they faced and their often-Jewish background. Through their experiences in New Deal America, these self-professed “revolutionary socialists” came to emphasize “anti- totalitarianism,” making them suspicious of Stalinism. Serving in the OSS, leftists such as Hans Hirschfeld forged friendships with American left-wing liberals. These experiences connected a wider network of remigrés and occupiers by forming an epistemic community in postwar Berlin. They recast Berlin’s ruins as “Outpost of Freedom” in the Cold War. -

Spicka The origins and nature of the “economic miracle” in Germany in the 1950s continue to attract great interest from historians, economists, and political scientists. Examining election campaign propaganda and various public relations campaigns during this period, the author explores ways that conservative political and economic groups sought to construct and Selling the sell a political meaning of the Social Market Economy and the Economic Miracle, which contributed to conservative electoral success, constructed a Economic new understanding of economics by West German society, and provided legitimacy for the new Federal Republic Germany. Extreme hostility between revolutionary socialism and Christianity had been a structural component of major political conflicts in the trans-war period of 1914 to 1945. With an eye to violence against churches in Mexico, Spain and the Soviet Union, Pope Pius XI had declared in 1937 that ‘for the first time in history we are witnessing a struggle, cold-blooded in purpose and mapped out to the least detail, between man and “all that is called God”’. Upon the German invasion of his native Netherlands in 1940, Europe’s leading ecumenical spokesman Willem Visser ’t Hooft similarly spoke of the Christian struggle against godlessness as ‘a war behind the war’ that had begun ‘long before September 1939 and will certainly go on long after an armistice has been con- cluded’.1 This hostility flowed into the accelerating polarisation of European politics and diplomacy in the immediate post-war period that led to the Cold War.2 Events such as the exchange of letters between US President Harry S. Truman and Pope Pius XII in 1946 confirming the Christian core of Western civilisa- tion or the show trial of Cardinal József Mindszenty in Hungary in 1949 were moments of deep symbolic significance that welded religion to the solidifying political rhetoric.3 As Dianne Kirby writes, ‘for many who lived through the period, the Cold War was one of history’s great religious wars, a global conflict between the god-fearing and the godless’.4 In the 1960s, however, the situation changed dramatically.
