The Mao Era in Objects Documentary Film (纪录片) Ying Qian, Columbia University Summary Films are objects whose production requires resources, labor and technology, and whose distribution requires infrastructure. Films also present other objects on the screen. Documentary images, in particular, are supposed to tell truths about the physical and historical world we live in. This biography discusses the substantial resources committed to filmmaking by the young PRC: in one example, the People’s Liberation Army re-enacted four major battles in the Chinese Civil War for the camera. Why was there a perceived need for re-enactment, and what it might tell us about the society where the film was produced? Introduction In October 1949, soldiers in the People’s Liberation Army’s (PLA) Fourth Field Army, who had just recently arrived and settled in their new station near Tianjin, were told that they would again be transferred back to the northeast, where their battalions had fought victorious battles against the Nationalist army a year before. Canons, tanks, and tens of thousands of soldiers were loaded onto trains. Soon the open plains near Jinzhou, where the dust of war had barely settled, were shaken again by cannons and gunfire. Between autumn 1949 and summer 1950, four major battles marking PLA’s victory over the Nationalists were re-enacted for the purpose of making PRC’s first color documentary Victory of the Chinese People (Zhongguo renmin de shengli 中国人民的胜利 ), a Sino-Soviet coproduction directed by the renowned Soviet filmmaker Leonid Varlamov 29 [see C9 source: Victory of the Chinese People, see also title screen of Victory of the Chinese People depicted to the left ]. -

So Crooked They Have to Screw Their Pants On Part 3: The Guo Boxiong Edition James Mulvenon On 30 July, the Central Committee announced that General Guo Boxiong, who served as vice-chairman of the Central Military Commission between 2002 and 2012, was expelled from the Chinese Communist Party and handed over to prosecutors for accepting bribes “on his own and through his family . for aiding in the promotion [of officers].” Guo’s expulsion comes one year after similar charges against his fellow CMC vice-chair Xu Caihou, who died of bladder cancer in March 2015. This article examines the charges against Guo, places them in the context of the larger anti-corruption campaign within the PLA, and assesses their implications for Xi Jinping’s relationship with the military and for party-army relations. The People's Liberation Army (PLA)
The People’s Liberation Army (PLA) PLA is the unified military organization of all land, sea, strategic missile and air forces of the People’s Republic of China. The PLA was established on August 1, 1927 — celebrated annually as “PLA Day” — as the military arm of the Communist Party of China (CCP). The People’s Liberation Army’s insignia consists of a roundel with a red star bearing the Chinese characters for “Eight One” referring to August 1, the date of the 1927 Nanchang Uprising. The PLA is the world’s largest military force, with approximately 3 million members and has the world’s largest (active) standing army, with approximately 2.25 million members. The PLA comprises five main service branches consisting of the PLA Ground Force, PLA Navy (PLAN), PLA Air Force (PLAAF), Second Artillery Corps (strategic nuclear or missile force), and the PLA Reserve Force. The PLA is formally under the command of the Central Military Commission of the CCP. The Ministry of National Defense, which operates under the State Council, does not exercise any authority over the PLA and is far less powerful than the Central Military Commission (CMC). The ministry assures continuing CCP control over the armed forces, and its primary role is that of a liaison office with foreign militaries. Troops around the country are stationed in seven military regions and more than 20 military districts. Chairman Hu Jintao has defined the missions of the PLA as:- z Consolidate the ruling status of the Communist Party z Help ensure China’s sovereignty, territorial integrity, and domestic security in order to continue national development. -

James Mulvenon The civilian political leadership changes at the 17th Party Congress in October 2007 have received close scrutiny from outside observers, but important and interesting personnel adjustments in the military have garnered less attention. This article examines recent Chinese military leadership changes in detail, focusing principally on the Central Military Commission but also tracking significant moves at the Military Region and Service level. Military Leadership Changes Leading Up to the 17th Congress Prior to the 17th Party Congress and the selection of the new Central Committee, Politburo, and Politburo Standing Committee, systematic and sweeping changes were made in the leadership structures of all seven military regions and the services. These reshuffles were not a purge, but an unusually intense round of the PLA’s regular command rotations and age-based removals of personnel. 1 1. A Retrospective on the Study of Chinese Civil-Military Relations Since 1979: What Have We Learned? Where Do We Go? By Thomas J. Bickford University of Wisconsin–Oshkosh The past 20 years have seen many changes in the People’s Liberation Army and the Chinese political system. Despite limited information and other problems inherent in the subject, it has been a very productive time in the study of Chinese civil-military relations, and the field currently enjoys a large and varied literature. Twenty years of research and debate have produced some important points of agreement. The PLA remains an important political factor in Chinese politics though there has been considerable debate about how extensive that role actually is. Everyone also agrees that the military has been largely loyal to civilian (that is, Communist Party) leadership and that any understanding of Chinese civil-military relations must take this into account. Indeed, overt challenges to civilian rule are rare in all Leninist regimes.1 It is also generally agreed that PLA officers are better trained, educated, and professionally oriented than 20 years ago. Yet in many respects, there was greater clarity at the beginning of this 20-year period than there is now. At the beginning of the 1980s there were two rather distinct approaches to interpreting civil-military relations in China and the trends seemed fairly clear. Today, there is a greater diversity of analytical approaches and the available evidence, as Ellis Joffe has noted, provides a confusion of trends and countertrends.2 Much work remains to be done if we are to understand how civil-military relations in China are evolving. -
