Dhadoc768681140-28-07-2016.Pdf 2015 مقدمة سمو رئيس ھيئة الصحة بدبي تعتمد خطة التنمية اﻻقتصادية واﻻجتماعية – بشكل أساسي في رسم وتحقيق أھدافھا – على البيانات اﻹحصائية المتوفرة عن كافة الخدمات اﻻقتصادية واﻻجتماعية، ومنھا اﻹحصائيات المتعلقة بالخدمات الصحية والتي تلعب دوراً ھاماً في وضع الخطة اﻻستراتيجية الصحية وتعتبر من أھم عناصر الخطة معرفة ودراسة وتحليل الوضع القائم للخدمات الصحية لتحديد اﻻھداف ووضع سياسات تحقيقھا وذلك اعتمادا على البيانات اﻹحصائية الصحية عن الخدمات المقدمة. وإذا كان نجاح الخطة الصحية يقاس بمدى ما تحققه من اﻻحتياجات المستقبلية للخدمات الصحية، فإن معرفة ھذه اﻻحتياجات وتحديد أولوياتھا تقوم على ما توفره البيانات اﻹحصائية من مؤشرات عن حجم وطبيعة ومستوى الخدمات الصحية القائمة. ولقد أدركت ھيئة الصحة بدبي أھمية التخطيط الصحي باعتباره عملية مستمرة من اﻷھداف والوسائل لتطوير الخدمات الصحية فتﻻحقت جھودھا في إعداد وتنفيذ اﻻستراتيجيات ووضع البدائل المستقبلية لھا. ويظھر التقرير اﻹحصائي السنوي لعام 2015 صورة واقعية متجددة للخدمات الصحية بالھيئة تعكس مراحل تطورھا في السنوات السابقة سواء على المستوى الكمي المتمثل بعدد المؤسسات الصحية وفئات العاملين فيھا، أو على المستوى النوعي المتمثل في الخدمات المقدمة من ھذه المؤسسات وبالتالي فإن ھذه البيانات تساھم في تراكم وتحديث البيانات الصحية ليس في ھيئة الصحة بدبي فقط وإنما على مستوى الدولة مما يجعل ھذا الكتاب ذو أھمية كبيرة بالنسبة للدارسين والباحثين في مجال التنمية الصحية ومرجعاً للباحثين والمعنيين بوضع اﻻستراتيجيات الصحية. سمو الشـيخ حمـدان بـن راشـد آل مكـــتوم رئيس ھيئة الصحة بدبي نائب حاكم دبي وزير المالية لدولة اﻹمارات العربية المتحدة FOREWORD By H.H. THE PRESIDENT OF DUBAI HEALTH AUTHORITY Improving the Social and the Economical status of the Emirate of Dubai essentially relies on forming and executing evident health strategic plans. Dubai Health Authority has recognized the significance of strategic health planning as being an ongoing process of defining the targets and means of health services development. Therefore, every possible effort has been made to establish and implement the health strategies and set alternatives for the future. Such strategic health plans cannot be developed without availing timely and accurate statistical health data relevant to health population and provided services as they provide the means to draw, benchmark and realize their targets. If the success of any health plan is to be measured through meeting the future needs of health services; then defining such needs and identifying their priority, through a well-defined set of health indicators that reflect the nature, volume and the necessity of these needs, is of a paramount importance . Dubai Annual Health Statistical Report 2015 demonstrates a recent image of health services in Dubai, which reflects growth in provided healthcare services across the Emirate of Dubai over the last few years. The report addresses the quantitative aspects of healthcare resources and services by representing an insightful analysis of healthcare providers & professionals. Qualitative aspects are demonstrated through well-defined KPIs reflecting provided services outcomes. This document is considered the answer to the increasing information demand raised by decision-makers, strategists and researchers within the UAE for current healthcare data. By publishing this report, Dubai Health Authority continues to prove its strong commitment to cherish the healthcare domain as it is considered a building block of the UAE welfare community. Sheikh Mohammed bin Rashid, Vice-President and Prime Minster of UAE, Ruler of Dubai and H.H. Sheikh Hamdan bin Rashid, Deputy Ruler of Dubai and President of Dubai Health Authority. The DHA is not only an essential center for health development in the country, but also one of the outstanding institutions in this field amongst similar institutions worldwide. DHA is responsible for setting the strategic plans for the overall development of the healthcare system, and for monitoring and evaluating performance while ensuring compliance with regulations. Health data is a critical element in any successful health strategy. Health information help us to understand the impact of health on populations and work for their betterment as they provide detailed information on the distribution of health conditions, diagnoses and procedures. Understanding health data helps to assure that appropriate efforts and resources are devoted to promoting health and preventing diseases. The statistical health data included in Dubai Annual Health Statistical Report 2015 illustrates the array of services provided at health sector of Dubai. Health planners rely on this data as they allocate resources for costly interventions and use them to decide on investments opportunities to meet the emerging needs for care. The report also shows important health trends that help caregivers spot new developments, track and monitor population health status over time. DHA is committed to ensuring reliable excellence in healthcare and making sure we pass on good health and quality of life for generations to come.
