2015 مقدمة سمو رئيس ھيئة الصحة بدبي تعتمد خطة التنمية اﻻقتصادية واﻻجتماعية – بشكل أساسي في رسم وتحقيق أھدافھا – على البيانات اﻹحصائية المتوفرة عن كافة الخدمات اﻻقتصادية واﻻجتماعية، ومنھا اﻹحصائيات المتعلقة بالخدمات الصحية والتي تلعب دوراً ھاماً في وضع الخطة اﻻستراتيجية الصحية وتعتبر من أھم عناصر الخطة معرفة ودراسة وتحليل الوضع القائم للخدمات الصحية لتحديد اﻻھداف ووضع سياسات تحقيقھا وذلك اعتمادا على البيانات اﻹحصائية الصحية عن الخدمات المقدمة. وإذا كان نجاح الخطة الصحية يقاس بمدى ما تحققه من اﻻحتياجات المستقبلية للخدمات الصحية، فإن معرفة ھذه اﻻحتياجات وتحديد أولوياتھا تقوم على ما توفره البيانات اﻹحصائية من مؤشرات عن حجم وطبيعة ومستوى الخدمات الصحية القائمة. ولقد أدركت ھيئة الصحة بدبي أھمية التخطيط الصحي باعتباره عملية مستمرة من اﻷھداف والوسائل لتطوير الخدمات الصحية فتﻻحقت جھودھا في إعداد وتنفيذ اﻻستراتيجيات ووضع البدائل المستقبلية لھا. ويظھر التقرير اﻹحصائي السنوي لعام 2015 صورة واقعية متجددة للخدمات الصحية بالھيئة تعكس مراحل تطورھا في السنوات السابقة سواء على المستوى الكمي المتمثل بعدد المؤسسات الصحية وفئات العاملين فيھا، أو على المستوى النوعي المتمثل في الخدمات المقدمة من ھذه المؤسسات وبالتالي فإن ھذه البيانات تساھم في تراكم وتحديث البيانات الصحية ليس في ھيئة الصحة بدبي فقط وإنما على مستوى الدولة مما يجعل ھذا الكتاب ذو أھمية كبيرة بالنسبة للدارسين والباحثين في مجال التنمية الصحية ومرجعاً للباحثين والمعنيين بوضع اﻻستراتيجيات الصحية. سمو الشـيخ حمـدان بـن راشـد آل مكـــتوم رئيس ھيئة الصحة بدبي نائب حاكم دبي وزير المالية لدولة اﻹمارات العربية المتحدة FOREWORD By H.H. At the time of the U.A.E.’s founding in 1971, the country had just seven hospitals and 12 health centers. As of 2015, according to the latest figures from the U.A.E. statistics authority, the U.A.E. had 126 public and private hospitals with a combined capacity of over 12,000 beds.1 U.S. companies and citizens have played an important role in this growth story, as best symbolized by the Oasis Hospital in Al Ain. In 1960, U.S. missionaries Drs. Pat and Marian Kennedy built this hospital – the U.A.E.’s first – in a mud-block guesthouse donated by the late U.A.E. Manuel Ramos – President & Chief Operating Officer
Manuel Ramos – President & Chief Operating Officer Manuel Ramos has worked in the metals and mining industry since 1974 when he started for Grupo Mexico as a shift supervisor in the Sinter Plant at the Chihuahua Lead Smelter. He was given increased levels of responsibility through 1980 at which time he went to train for the start up of the Zinc Refinery in San Luis Potosi where he worked as the Acid Plant Superintendent and Leaching and Purification Superintendent. In 1983 he was promoted to Operations General Superintendent. In 1990 he was transferred and promoted to General Manager at the Chihuahua Lead Smelter until the closure of the Plant in 1996. He was then named General Manager of the Copper Refinery in La Caridad, Sonora with the start up of Grupo’s new refinery. In 1999 when Grupo Mexico acquired Asarco, Mr. Ramos took over as Vice President of Lead and Specialty Metals and in 2004 he became the Vice President of Metallurgical Plants for Asarco. In 2009 after Asarco emerged from bankruptcy, Mr. Ramos was named President & COO. Mr. Ramos received his Bachelor of Science Degree in Chemical Engineering from San Luis Potosi State University. He also has a Masters of Business Administration and a Masters in Human Resources from Chihuahua State University. He currently lives in Tucson, Arizona with his wife Soledad. They have two daughters. Mr. Ramos is an avid hiker, bicyclist and outdoorsman. He has climbed Pico de Orizaba (18,493 ft) and Popocatepetl (17,930 ft) in Mexico and has participated in the El Tour de Tucson – Platinum division. -
