EXECUTIVE SUMMARY Opportunity The City of Richmond is seeking a private or non-profit vendor to launch and maintain an economically competitive Richmond- themed retail store. The store would promote Richmond through the sale of Richmond-themed merchandise that reflects the entrepreneurial and cultural diversity of the city. The City of Richmond has leased space to Richmond Main Street Initiative Inc. (RMSI) to run a visitor center on Richmond property adjacent to the Richmond Multi-Modal Transit Station. This location attracts thousands of visitors and commuters daily because of its proximity to the Multi-Modal Transit Station. This proposal is seeking a co-tenant with the Visitor Center to run a retail theme store that produces Richmond-themed items or solicits support from local product manufacturers, artists, and print shops for said merchandise. Site The Visitor Center is located at the Richmond Multi-Modal Transit Station. Up to 1,052 Square feet of the Visitors Center will be dedicated to the Richmond Themed Store, with common areas shared with Richmond Main Street Initiative Inc. Vendor qualifications Qualified vendors will demonstrate knowledge about Richmond, ability to run a retail store, ability to partner with local businesses and showcase diverse & original Richmond themed merchandise. Review/Selection Process The review and selection process will include providing a cover letter describing interest and vision for the location, schematic space plans, business plan, marketing plan, and vendor’s financial capacity and relevant experience. A committee comprised of City staff will evaluate all submitted proposals for compliance with submission requirements. The committee will also evaluate proposals based on a points system to determine best fit for the Richmond Visitor Center. At the conclusion of the evaluation period, the committee may recommend a vendor to the Richmond City Council to enter into a lease agreement for the location. Promotion Period City staff members will host a pre-proposal meeting to address questions, provide an overview and vision for the location and site tour on Monday April 1st, 2019 at 1:00 pm. NEIGHBORHOOD & COMMUNITY ASSETS Diverse neighborhoods, inter-modal transit hubs, pristine marinas, ferry service to San Francisco, wineries, breweries, shopping, recreational and cultural events and amenities, and 32 miles of trail- lined shoreline (more than any other city in the San Francisco Bay Area) make Richmond among the most unique and desirable communities in California. This section identifies samples of the assets easily available to the Downtown neighborhood and Macdonald Avenue corridor. Richmond is ambitious and welcoming to smart growth, with an emphasis towards transit-oriented development. RICHMOND MULTI-MODAL TRANSIT STATION The Richmond Multi-Modal Transit Station is the only station in the San Francisco Bay Area to provide direct connections to the region’s commuter rail system, Bay Area Rapid Transit (BART), AC Transit rapid bus service, and Amtrak/Capitol Corridor, providing unparalleled access to the greater Bay Area and beyond. According to BART, approximately 8,000 commuters use the Richmond Station daily. The Station recently underwent a $25 million renovation that brought station access to grade level. Improvements include ADA and elevator access, and sustainable features such as energy efficient LED lighting and drought resistant- landscaping. In addition, a multi-story garage with 760 parking spaces to cater to Downtown’s transit- The Richmond Multi-Modal Transit Station is the only station in the Bay oriented character was built. An active farmer’s market and concert series are among the myriad of events that draw people Downtown. In addition, anchor tenants, including Richmond Main Street continues to attract thousands of visitors to Downtown for vibrant events including Kaiser Permanente, the United States Social concerts and farmers markets (Source: Richmond Main Security Offices, and the East Bay Center for the Street). Performing Arts, bring approximately 6,600 daily visitors to the district in addition to over 10,000 residents who call Downtown home. Request for Qualifications/Request for Proposals: Richmond Themed Retail Store 5 City of Richmond, CA BART Garage Retail Space The BART Board of Directors approved the lease of 9,000 square feet of retail space on the ground floor of the BART parking garage to Ernst Valery Investments (EVI). The tenant improvements are currently under construction for Co-Biz, a co-working space, that will serve the needs of small businesses, entrepreneurs, and the freelance creative workforce in Richmond. The surrounding areas shall have access to innovative technologies, collective marketing and a supportive, professional peer network to share ideas, expertise, challenges, and resources. Additionally, a local company Red Bay Coffee will Walk transit-oriented development and will establish a café with retail space that will serve enhance existing opportunities to build capacity, locally-sourced foods, coffee, and drinks next to fill jobs with local hires, and improve conditions an outdoor lounge. Construction of the Richmond Ferry Terminals recently completed, which will provide direct service between Richmond’s Ford Point and San Francisco’s Downtown/Financial District. The Water Emergency Transportation Authority (WETA) recently received a $4 million federal grant to facilitate expanding its services, with a fully operational line scheduled to begin service January 2019. The Richmond Ferry Terminal is approximately 1.8 miles from the properties - approximately six minutes by car - and is anticipated to have passengers in San Francisco in less than 30 minutes. Existing law creates the San Francisco Bay Area Water Transit Authority (WTA) with specified powers and duties relative to the development of a plan for implementation and operation of a water transit system on San Francisco Bay. This bill would repeal those provisions and establish the San Francisco Bay Area Water Emergency Transportation Authority (WETA) with specified powers and duties, including, but not limited to, the authority to, among other things, coordinate the emergency activities of all water transportation and related facilities within the bay area region, as defined. The bill would require the WTA to transfer, among other things, the title and ownership of all property within its control to the WETA. The bill would also require the transfer to the WETA of funds designated for the WTA and all public transportation ferries and related water transportation services and facilities within the bay area region, as specified. The bill would provide that the WETA is as fully entitled to new allocations or distributions of funds as if it were the WTA. The bill would require the WETA to be governed by a board composed of five members appointed by the Governor, the Senate Committee on Rules, and the Speaker of the Assembly, as specified, and would set forth various duties and powers of the board.

    Metropolitan Transportation Commission Programming and Allocations Committee June 14, 2017 Agenda Item 3a Regional Measure 2 Program Public Hearing Subject: Conduct a public hearing to amend the Regional Measure 2 (RM2) Operating program to add $5 million in annual operating assistance to two new projects: Clipper® and Transbay Transit Center operations. Background: In March 2004, Bay Area voters approved Regional Measure 2 (RM2), a $1 bridge toll increase on the seven state-owned bridges in the Bay Area. Pursuant to Section 30914(d) of the California Streets and Highways Code, up to 38 percent of RM2 toll revenues are to be made available annually for the purpose of providing operating assistance for transit services. The current RM2 Operating program consists of 11 transportation projects intended to reduce congestion or make improvements to travel in the toll bridge corridors. The operating projects in good standing and meeting required RM2 performance standards are being funded at appropriate levels as prescribed by the RM2 legislation. For FY 2017-18, the total funding required by the program falls below the 38 percent limit allowed for operating assistance, leaving operating funding available for programming. MTC is holding a public hearing in advance of consideration of action to program available RM2 operating funding capacity to two new projects that are consistent with the intent of the RM2 legislation. The proposed operating assistance for the two projects totals $5 million, annually. Further discussion of the projects is below. Project 12: Clipper® Operations Staff proposes to program $2 million annually to support ongoing operation of the Clipper® program.

Due to the coronavirus (COVID-19) pandemic, Contra Costa County and Governor Gavin Newsom issued multiple orders requiring sheltering in place, social distancing, and reduction of person-to-person contact. Accordingly, Governor Gavin Newsom issued executive orders that allowed cities to hold public meetings via teleconferencing (Executive Order N-29-20). DUE TO THE SHELTER IN PLACE ORDERS, attendance at the City of Richmond City Council meeting was limited to Councilmembers, essential City of Richmond staff, and members of the news media. Public comment was confined to items appearing on the agenda and was limited to the methods provided below. Consistent with Executive Order N-29-20, this meeting utilized teleconferencing only. The following provides information on how the public participated in the meeting. The public was able to view the meeting from home on KCRT Comcast Channel 28 or AT&T Uverse Channel 99 and livestream online at http://www.ci.richmond.ca.us/3178/KCRT- Live.
