EXECUTIVE SUMMARY Opportunity The City of Richmond is seeking a private or non-profit vendor to launch and maintain an economically competitive Richmond- themed retail store. The store would promote Richmond through the sale of Richmond-themed merchandise that reflects the entrepreneurial and cultural diversity of the city. The City of Richmond has leased space to Richmond Main Street Initiative Inc. (RMSI) to run a visitor center on Richmond property adjacent to the Richmond Multi-Modal Transit Station. This location attracts thousands of visitors and commuters daily because of its proximity to the Multi-Modal Transit Station. This proposal is seeking a co-tenant with the Visitor Center to run a retail theme store that produces Richmond-themed items or solicits support from local product manufacturers, artists, and print shops for said merchandise. Site The Visitor Center is located at the Richmond Multi-Modal Transit Station. Up to 1,052 Square feet of the Visitors Center will be dedicated to the Richmond Themed Store, with common areas shared with Richmond Main Street Initiative Inc.

Vendor qualifications Qualified vendors will demonstrate knowledge about Richmond, ability to run a retail store, ability to partner with local businesses and showcase diverse & original Richmond themed merchandise. Review/Selection Process The review and selection process will include providing a cover letter describing interest and vision for the location, schematic space plans, business plan, marketing plan, and vendor’s financial capacity and relevant experience. A committee comprised of City staff will evaluate all submitted proposals for compliance with submission requirements. The committee will also evaluate proposals based on a points system to determine best fit for the Richmond Visitor Center. At the conclusion of the evaluation period, the committee may recommend a vendor to the Richmond City Council to enter into a lease agreement for the location. Promotion Period City staff members will host a pre-proposal meeting to address questions, provide an overview and vision for the location and site tour on Monday April 1st, 2019 at 1:00 pm. NEIGHBORHOOD & COMMUNITY ASSETS Diverse neighborhoods, inter-modal transit hubs, pristine marinas, ferry service to , wineries, breweries, shopping, recreational and cultural events and amenities, and 32 miles of trail- lined shoreline (more than any other city in the Area) make Richmond among the most unique and desirable communities in California. This section identifies samples of the assets easily available to the Downtown neighborhood and corridor. Richmond is ambitious and welcoming to smart growth, with an emphasis towards transit-oriented development. RICHMOND MULTI-MODAL TRANSIT STATION The Richmond Multi-Modal Transit Station is the only station in the San Francisco Bay Area to provide direct connections to the region’s commuter rail system, (BART), AC Transit rapid bus service, and Amtrak/, providing unparalleled access to the greater Bay Area and beyond. According to BART, approximately 8,000 commuters use the Richmond Station daily. The Station recently underwent a $25 million renovation that brought station access to grade level. Improvements include ADA and elevator access, and sustainable features such as energy efficient LED lighting and drought resistant- landscaping. In addition, a multi-story garage with 760 parking spaces to cater to Downtown’s transit- The Richmond Multi-Modal Transit Station is the only station in the Bay oriented character was built. An active farmer’s market and concert series are among the myriad of events that draw people Downtown. In addition, anchor tenants, including Richmond Main Street continues to attract thousands of visitors to Downtown for vibrant events including Kaiser Permanente, the United States Social concerts and farmers markets (Source: Richmond Main Security Offices, and the Center for the Street). Performing Arts, bring approximately 6,600 daily visitors to the district in addition to over 10,000 residents who call Downtown home. BART Garage Retail Space The BART Board of Directors approved the lease of 9,000 square feet of retail space on the ground floor of the BART parking garage to Ernst Valery Investments (EVI). The tenant improvements are currently under construction for Co-Biz, a co-working space, that will serve the needs of small businesses, entrepreneurs, and the freelance creative workforce in Richmond. The surrounding areas shall have access to innovative technologies, collective marketing and a supportive, professional peer network to share ideas, expertise, challenges, and resources. Additionally, a local company Red Bay Coffee will Walk transit-oriented development and will establish a café with retail space that will serve enhance existing opportunities to build capacity, locally-sourced foods, coffee, and drinks next to fill jobs with local hires, and improve conditions an outdoor lounge. This location will inject new for local residents. This project is scheduled to vitality into the heart of Downtown at the Metro open in Fall 2018. CURRENT DEVELOPMENT PROJECTS The City of Richmond is seeing an unprecedented number of developments currently under construction or active negotiations. RICHMOND FERRY TERMINAL

The Richmond Ferry Terminal will begin direct service to San Francisco in Winter 2019 (Source: WETA).

Construction of the Richmond Ferry Terminals recently completed, which will provide direct service between Richmond’s Ford Point and San Francisco’s Downtown/Financial District. The Water Emergency Transportation Authority (WETA) recently received a $4 million federal grant to facilitate expanding its services, with a fully operational line scheduled to begin service January 2019. The Richmond Ferry Terminal is approximately 1.8 miles from the properties - approximately six minutes by car - and is anticipated to have passengers in San Francisco in less than 30 minutes.

III. SITE VISION GIFT SHOP VISION The City of Richmond is seeking a qualified private or non-profit vendor to launch and run a Richmond Themed Retail Store in the Richmond Visitor Center located in the heart of Richmond’s Downtown and adjacent to the Multi Modal Transit Station. The store would share common areas with Richmond Main Street Initiative Inc. (RMSI) as co-tenants and have up to 1,052 square feet of dedicated area for the store in a city owned property. The Selected team/vendor will present a vision for the store that highlights the innovative and artistic spirit of the Richmond through the sale of Richmond-specific merchandise. The store is intended to be incorporated into the larger fabric of improvement throughout Downtown Richmond. The ideal project would run the shop in an economically competitive fashion that is appropriate for the high-traffic transit center. The main component of the merchandise will be focused on promoting Richmond, California through the sale of Richmond-themed merchandise that reflects the entrepreneurial and cultural diversity of the city. A merchandising plan needs to be developed and submitted for the city’s review and approval. Merchandise to be sold may include but is not limited to: clothing (hats, shirts, etc.), posters and maps, books about Richmond or written by Richmond residents, art by Richmond artists, items manufactured in Richmond, and items similar to those sold in the Rosie Trust or Red Oak Victory Stores. In order to secure these items, the chosen vendor may need to leverage business relationships with local product manufacturers, artists, and print shops. A successful vendor may also bid on opportunities to enter into a contract with the City of Richmond to provide City agencies with event swag such as t-shirts for local events. In addition to staffing the store, the chosen vendor’s Richmond knowledge and willingness/ability to answer resident and patron general questions is a plus.

SUBMITTAL REQUIREMENTS Proposals are to be consistent with the vision and goals set forth in the previous sections of this document. To address these issues, the proposal shall contain the following items, in the order listed below: A. Term of Agreement Provide a cover letter describing your interest and vision for the Richmond Themed Retail Store. B. Schematic Plans Provide a detailed schematic drawing describing the proposed design of the designated 1,052 SF store. C. Financial Capacity • Operating Budget • 2-year Income and Expense projections • Evidence of Start-up capital • Resume/Bio of business owners/partners • Financial Statement from existing business if applicable D. Business Plan • Estimated start-up cost • Anticipated start date (construction and opening date) • Schedule of performance • Marketing plan E. Relevant Experience Demonstrate ability to operate and manage a retail store.

F. Merchandising Plan Please provide a divers range of concepts or materialized merchandise similar to those proposed to be sold at the store.

V. SELECTION CRITERIA, PROCESS, & SCHEDULE SELECTION CRITERIA a. Demonstrated ability to operate a retail store or comparable service industry business (25 points) b. Demonstrated ability to work in partnership with Richmond businesses and organizations to: Source inventory, promote opportunities and develop merchandise (25 points) c. Explain how the store proposal would enhance Richmond’s positive image and take advantage of the consumer base (including commuters, residents and workers) and location (25 points) d. Proposed share of gross revenue payable to the City of Richmond in lieu of rent (25 points)

PROCESS FOR SUBMITTING PROPOSALS To participate in the RFQ/P process, vendors must submit a proposal by the April 22nd, 2019 at 1:00 PM (PDT) deadline. The proposal shall be limited to 20 pages (8.5 inches x 11 inches), inclusive of attachments, graphics, forms, pictures, photographs, dividers, and etc. The required font size is 12 points, with minimum left and right margins of one-inch, and top and bottom margins of 0.7 inches.

Please submit fifteen (15) original color hard copies of the proposal along with one (1) copy on a flash drive. Proposals submitted by facsimile or e-mail are subject to immediate dismissal.

The proposal and any required certifications shall be signed by an individual or individuals authorized to execute legal documents on behalf of the proposer. Proposer is responsible for submitting its entire proposal package with all required submittal documents and any modifications or revisions, so as to reach the City of Richmond’s office as designated in the RFQ/P by the time specified below. Any proposal, modification, or revision received by the City of Richmond after the exact time specified below may be rejected for review. The proposal must be addressed to and received no later than 1:00 PM (PDT) on April 22nd, 2019, at the office of:
