Program Highlights and Evaluation Highlight/summarize activities for reporting year: Summary: During FY 15/16, the City of Richmond participated in the following activities: 1) The City was voting member on the Contra Costa Clean Water Program’s (CCCWP’s) Municipal Operations Committee. 2) The City of Richmond, Department of Public Works performed the majority of municipal maintenance activities such as street sweeping, street and road repair, and maintenance, sidewalk/plaza maintenance and pavement washing, bridge and structure maintenance and graffiti removal. Public Works staff trained and followed best management practices stated in stormwater pollution prevention plan. 3) The City of Richmond’s stormwater collection system is maintained by its contractor, Veolia Water International. Pump stations maintained prior to rainy season and after each rain event during rainy season such that litters removed and oil boom replaced. 4) Refer to the C.2 Municipal Operations section of the CCCWP’s FY 15-16 Annual Report for a description of activities implemented at the countywide and/or regional level.

Section 3 - Provision C.3 Reporting New Development and Redevelopment

C.3.a. ►New Development and Redevelopment Performance Standard Implementation Summary Report (For FY 15-16 Annual Report only) Provide a brief summary of the methods of implementation of Provisions C.3.a.i.(1)-(8). Summary:  The City of Richmond has the legal authority to implement the C.3 requirements through its Stormwater Ordinance, RMC 12.22.050 Stormwater Control Plan Required.  The City has a checklist which includes the requirements for C.3. When a proposed project meets the C.3 thresholds, the developers are required to submit stormwater control and operation and maintenance plans to the Water Resource Recovery Department for review and approval prior to permit issuance.  The City of Richmond, Planning Department reviews the CEQA studies put forth by developers. The reviews include potential effects of development on water quality.  The City of Richmond staff attended the Contra Costa County-wide training and the CCCWP C3 Guidebook. Refer to the CCCWP’s FY 15-16 Annual Report on C.3 training.  The City of Richmond performed outreach and education to Staff, developers, contracts, construction site operators and owner/builders about C3 requirements through materials posted on the CCCWP website (http://www.cccleanwater.org/stormwater-c-3-guidebook/). City staffs meet with the property owners and developers of C.3 regulated projects during planning phase to discuss C.3 requirements.  The City of Richmond encourages site design measures at unregulated projects subject to Planning/Building Department review through conditions of approval process.  The City of Richmond encourages source control measures at unregulated projects subject to Planning/Building Department review through the condition of approval process and/or plan review process prior to permit issuances.  The City of Richmond’s General Plan 2030 , adopted on April 25, 2012, chapter 6 discusses surface and ground water quality improvement through implementation of green infrastructures in private and public projects. The Plan also includes maps of local watersheds.

C.3.h.v.(3)(d)-(e) ► Installed Stormwater Treatment Systems Operation and Maintenance Verification Inspection Program Reporting Provide a discussion of the inspection findings for the year and any common problems encountered with various types of treatment systems and/or HM controls. This discussion should include a general comparison to the inspection findings from the previous year. Summary: The City of Richmond inspected existing stormwater treatment facilities during the FY 2015-2016. These inspections included observations of plant establishment and maintenance, inlet and outlet functions, and litter. Main issues observed during these inspections were overgrown vegetation, clogs of overflow pipes, and presence of litters.

Provide a discussion of the effectiveness of the O&M Program and any proposed changes to improve the O&M Program (e.g., changes in prioritization plan or frequency of O&M inspections, other changes to improve effectiveness program). Summary: Overall, inspection program is effective. To address issues mentioned above, City staff encouraged private property owners to increase frequency of inspections and maintenance of green infrastructures facilities.

C.3.i. ►Required Site Design Measures for Small Projects and Detached Single Family Home Projects On an annual basis, discuss the implementation of the requirements of Provision C.3.i, including ordinance revisions, permit conditions, development of standard specifications and/or guidance materials, and staff training. Summary: The Contra Costa Clean Water Program adopted a December 1, 2012 addendum to the Stormwater C.3 Guidebook, 6th Edition. The addendum, “Preparing a Stormwater Control Plan for a Small Land Development Project,” includes step-by-step instructions, a project data form, and standard specifications for runoff reduction measures. The City of Richmond’s stormwater ordinance requires that applications for development approvals for projects subject to the permit’s new development requirements include a Stormwater Control Plan meeting the criteria in the most recent version of the Stormwater C.3 Guidebook.

C.3.j.i.v.(d) ► Green Infrastructure Outreach On an annual basis, provide a summary of your agency’s outreach and education efforts pertaining to Green Infrastructure planning and implementation. Summary: On June 28, 2016, the City of Richmond, Department of Water Resource Recovery presented to City elected officials MRP 2.0 C.3 requirements, including the City’s obligation to prepare, adopt and implement Green Infrastructure Plan to address pollutant reduction in stormwater.

Please refer to the CCCWP’s FY 15-16 Annual Report for a summary of outreach efforts implemented at the countywide level.

C.3.j.ii.(2) ► Early Implementation of Green Infrastructure Projects On an annual basis, submit a list of green infrastructure projects, public and private, that are already planned for implementation during the permit term and infrastructure projects planned for implementation during the permit term that have potential for green infrastructure measures. Include the following information:  A summary of planning or implementation status for each public and private green infrastructure project that is not also a Regulated Project as defined in Provision C.3.b.ii. (see C.3.j.ii.(2) Table B - Planned Green Infrastructure Projects).  A summary of how each public infrastructure project with green infrastructure potential will include green infrastructure measures to the maximum extent practicable during the permit term. For any public infrastructure project where implementation of green infrastructure measures is not practicable, submit a brief description of the project and the reasons green infrastructure measures were impracticable to implement (see C.3.j.ii.(2) Table A - Public Projects Reviewed for Green Infrastructure). Background Information: Describe how this provision is being implemented by your agency, including the process used by your agency to identify projects with potential for green infrastructure, if applicable.

The City of Richmond identifies projects with potential for green infrastructure through processes explained in the BASMAA May 6, 2016 document “Guidance for Identifying Green Infrastructure Potential in Municipal Capital Improvement Projects”. Description: The City of Richmond Stormwater Program adopted in-house database which links inspections data of all approved projects to better track inspection data. Inspectors continued to use iPad with access to database containing previous inspection information and revised inspection forms. Inspectors provided training on revised operating procedures. The City of Richmond Stormwater Program staffs participated in the CCCWP’s Development Committee as voting member. Refer to the C.6 Construction Site Control section of the CCCWP’s FY 15-16 Annual Report for a description of activities at the countywide or regional level.

In FY 15-16, the City of Richmond Parks and Landscaping Staff controlled weeds at its parks and public right of way through non-chemical strategies such as monitoring, mowing and sheet mulching to control weeds. Pest problems were controlled through preventive actions such as sealing holes and gaps in structures, improving sanitation through employee outreach.

Total Estimated % Trash Load Reduction in FY 15-16 27.3 Discussion of Trash Load Reduction Estimate: The City of Richmond implemented control measures other than trash full capture system during FY 15- 16, “Love Your Block,” in which residents received grant money from the City to implement trash pickup in their neighborhoods. However, due to the lack of staffing during this fiscal year (staff went on maternity leave), visual assessments were not performed in TMAs where control measures implemented as did FY 14-15 to evaluate effectiveness of control measure, thus trash load reduction decreased compared to previous year. Visual assessments will be performed for FY 16-17 to evaluate effectiveness such this control measure. Summary: During business inspections, inspectors observed and ensured the implementations of best management practices (BMPs) in outdoor storage of copper parts and equipment at crane services, metal and auto scrapyards, and metal finishers. Moreover, auto repair facilities were inspected for the implementations of BMP’s regarding radiator repair, flushing operations, brake pad work, spills of used automotive fluids, and outdoor operations, as these best practices are necessary to prevent stormwater from being impacted by copper.

A. Introduction

The following plan and schedule for implementation of additional trash load reduction control measures is designed to attain the 70% trash load reduction mandate by July 1, 2017. This plan is being submitted to satisfy Provisions C.10.a.i and C.10.f.v.a of the Municipal Regional Stormwater Permit.1

The City of Richmond plans to achieve the 70% trash load reduction mandate by July 1, 2017 by implementing various control measures, full trash capture devices (connector pipe screens, baskets, hydrodynamic separators, and C.3 LIDS), visual assessment to evaluate the effective ness of “Love Your Block,” a program in which residents adopt and beautify their neighborhoods through litter clean-ups and arts, styrofoam and plastic bag bans, and offsets measures such as additional creek and shoreline clean-ups, implement a direct discharge program with approval of the Regional Waterboard.

B. Implementation of Additional Full Trash Capture

The City of Richmond has an executed contract to install 120 connector pipe screen units in September, 2016. Furthermore, the City plans to install 42 baskets (from private projects, and approximately 10 C.3 LIDs (from private projects) during FY 2016-2017. Refer to Table 1 for additional details.

The installation of 172 devices would treat a total of approximately 591 acres. The additional acres that would be treated per trash generation rate per TMA are provided in Table 2.

C. Implementation of Other Control Measures

The City will continue to implement the Love Your Block litter and neighborhood beautification campaign in FY 16-17. Under the Community Services Department, Richmond Love Your Block strives to change Richmond neighborhoods one block at a time. The City encourages its residents to be involved in beautifying their blocks. With this program, residents get to develop revitalization projects that will make Richmond more attractive, sustainable, and safe. Residents get to lead these projects and get their community members involved. The City funds projects through Love Your Block mini-grants and support residents by encouraging partnerships between them and city officials, city services, local organizations, and community members. But in the end, residents and Richmond residents are the key drivers of success for Love Your Block.

During the first year, residents and organizations competed for and received up to $1,000

each in Love Your Block mini-grant funds and resources to complete beautification projects in Richmond. These projects ranged from community gardens to neighborhood clean-ups. Throughout each project, the Community Services Department and other city departments worked together with residents and community members to provide city services and support.

Visual assessment will be conducted to evaluate the effectiveness of the campaign as did in FY 14-15. Though this campaign was implemented in FY 15-16, visual assessment was not performed due to the lack of staff, thus trash percent reduction was not claimed.

D. Jurisdiction-Wide Actions

1. Source Control

The City will continue to implement and enforce the adopted Styrofoam and Plastic Bag Bans at local retail stores and food service establishments. Retail stores and food services establishments are inspected randomly as well as scheduled during the year to ensure they are in compliance with the aforementioned bans. Thus far, stores have been in compliance which coincides with data collected from Coastal Clean Up Day. Since

the implementation of the bans in 2012 and 2014, there has been a 90% decrease in amount of plastic bags and Styrofoam products observed in local water bodies.

2. Offsets a) The City of Richmond conducted three day (March 2-4, 2016) additional cleanups at Meeker Slough, at the mouth of Slough and San Francisco Bay. The removed litters were either from upstream and/or brought into the area by high tides from the Bay. The City plans to control litters in Meeker slough by installing netting devices and/or full trash capture devices upstream. The City anticipates to host additional clean up at Meeker Slough in FY 16-17, though the exact dates are to be determined. b) The City of Richmond will submit to the Regional Waterboard a plan, which describes direct discharge program per MRP Provision C.10.e.ii., to be implemented in FY 2016-2017 and onward with formal approval from the Regional Waterboard. The plan will describe a program to clean up homeless encampments along Baxter Creek, Castro Creek, and Wildcat Creek, and sites experiencing frequent illegal dumping. Furthermore, program effectiveness will be evaluated through documented numbers of creek clean-ups conducted, amounts of debris removed, number of encampments dismantled, and measures to deter re-establishment of encampments such as frequent patrols along creeks. Encampments and frequent illegal dumping sites will be mapped on an ARC GIS layer so they could be easily monitored by Code Enforcement staffs.

E. Summary of Control Measures and Offsets with Anticipated Percent Reduction

By implementing all of the aforementioned trash control measures, installation of full trash capture devices, implementation of the Love Your Block Campaign followed up with visual assessments of program effective, Styrofoam and plastic bag bans, additional creek and shoreline clean ups, and implementation of direct discharge program with approval of the Regional Waterboard, the City of Richmond will attain 78.9% of trash reduction, which will be in compliance with MRP 2.0 Provision C.10 trash load reduction of 70% requirement by July 1, 2017.

F. Plan and Schedule for Implementation Summary

The City of Richmond strives to be in compliance with MRP Provision C.10 70% trash load reduction requirement. However, challenges the City may encounter are obtaining governing body approval of requested funds for the purchase and installation of the additional connector pipe screens for compliance in the future.
