INTRODUCTION In a previous article1 this author traced the history of the government speech doctrine from the time it first appeared in a concurring decision in Columbia Broadcasting System, Inc. v. Democratic National Committee,2 to its prominent role in Pleasant Grove City v. Summum,3 in which the U.S. Supreme Court ruled that the city’s decision to display permanent monuments in a public park is a form of government speech, which is neither subject to scrutiny under the First Amendment, nor a form of expression to which public forum analysis applies. This review demonstrated that the intersection between government speech and the First Amendment is very tricky terrain, because of the inherent difficulties in determining what is government speech, mixed private and government speech, or private speech in a limited public forum.

Parashat Chukkat 2 sermon, 6/23/2018 Dr. Bard C. Cosman Congregation Beth El Last year we city Jews made a driving trip to Madras, Oregon for the solar eclipse. I thought how different Madras was, out on the high desert of central Oregon, from its tropical namesake in southern India—and I thought that only in America, where pioneers felt they were starting history afresh, would you find a place named like that. But then I recalled that Oregon’s pioneers gave their capital a Hebrew name—Salem. It was a long drive, so there was time to think about all the Hebrew place names in the United States. Only in America are there so many. Bethpage, Bethesda, Bethlehem, Moriah, Tabor, Pisgah; Galilee, Carmel, Moab; Ephraim, Utah; Rehoboth, Massachusetts; Shiloh, Siloam, Gilboa, Bethel Park—there’s an American town sporting the name of almost any place in the Bible. Even names that just don’t work in English, like Shittim Gulch, Washington; I couldn’t find Gehenna anywhere in the Dakotas or Texas, but maybe I didn’t look hard enough. As we drove by Mount Hebron, California, I thought that only in America are they preserving a map of iron-Age Israel, our ancient heritage, in the names of contemporary small towns. One wonders what else they might be preserving. Another feature of small-town America is the rural-urban political divide, which up in NorCal and Oregon means State-of-Jefferson separatism. Throughout the region we saw the gold-on-green flag of Jefferson with its double cross, often paired with the Gadsden flag, the yellow one with the snake.

BILLS: CS/CS/SB 412 FINAL HOUSE FLOOR ACTION: 112 Y’s 0 N’s GOVERNOR’S ACTION: Approved SUMMARY ANALYSIS HB 1135 passed the House on March 4, 2020, as amended. The bill was amended in the Senate on March 11, 2020, and March 12, 2020, and returned to the House. The House concurred in the Senate amendments and subsequently passed the bill as amended on March 13, 2020. The bill includes HB 27, CS/SB 108, HB 385, SB 568, SB 860, HB 873, and CS/SB 1454. There are over 120 specialty license plates available to any motor vehicle owner or lessee who is willing to pay the annual use fee for such plate. The Department of Highway Safety and Motor Vehicles (DHSMV) distributes the collected fees to statutorily designated organizations in support of a particular cause or charity. DHSMV must discontinue the issuance of an approved specialty license plate if it fails to meet certain statutory requirements. The bill authorizes the election of a permanent registration period for certain for-hire vehicles provided the appropriate license taxes and fees are paid annually. The bill makes several changes related to specialty and special license plates, including establishing a cap of 150 specialty license plates, providing a process for the discontinuation of low performing specialty license plates and the addition of new specialty license plates, and creating 32 new specialty license plates. The bill authorizes DHSMV to issue specialty license plates for fleet and motor vehicle dealer vehicles.

Marcia Vexillum — vexillology and military marches Lars C. Stolt Vexillology and military music have many points in common. The military banners and colours being the visual signs in the battle field correspond to the audible signs repre- sented by the regimental calls and marches. The military marches have often established a connection with vexillological items as flags, banners and colours to the mutual advan- tage. Music instruments like bugles, trumpets and kettle drums are often provided with banners, and march titles often refer to flags and colours and their symbolic values. The internationally best known example of a march with flag connection is The Stars and Stripes forever. It was written by the American ‘march king’ John Philip Sousa, returning from Europe 1896 in the ship Teutonic. The march was born of home- sickness and conceived during Sousa's journey home. David Wallis Reeves, by Sousa called ‘The father of band music in America’, wrote in 1880 his Flag March, based on ‘The Star Spangled Banner’. Further American flag marches are Flag of America (George Rosenkrans), Flag of freedom (Frank Pan- ella), Flag of Victory (Paul Yoder), Under the Stars and Stripes (Frank H Losey) and Under One Flag (Annibale Buglione). The rich German march world presents many flag marches. The German ‘march king’ Hermann Ludwig Blankenburg offers several: Mit der Siegesbanner, Mit Parade- flaggen, Unter dem Friedensbanner, Unter Freudensfahnen, Unter Kaisers Fahnen, Unter Preussens Fahne and Unter siegenden Fahnen. Other German flag marches ema- nate from the well known composer Franz von Blon: Mit Standarten, Unter dem Sieges- banner and Flaggen-Marsch, the last mentioned having a title in the United States with another, more specific meaning: Under One Flag.

Utflaggning är en metod som redare av fartyg använder för att vinna fördelar. Under annan flagg, byter fartyget juridisk hemvist och lyder då annat lands lagstiftning. Mot slutet av 2000-talets flaggades passagerarfartyg- och färjor i Östersjötrafik ut från den åländska flaggen till den svenska. Att flagga ut till Sverige tillhör inte vanligheterna, men särskilda omständigheter för den här traden har gjort det svenska registret intressant för fartygsredare. Främsta anledningen till utflaggning angavs vara valutaexponeringen mellan den svenska kronan och euron, men här finns även andra orsaker som till exempel EUs snusförbud. Undersökningen studerar detta åländska exempel ur olika infallsvinklar. Arbetets syfte är att undersöka om och hur människor upplevde att de påverkades av utflaggningarna. Resultatet visar, utifrån olika infallsvinklar, i vilken utsträckning ett samhälles förutsättningar kan förändras när rederier flaggar ut sina fartyg. MILITARY SEA SERVICES MUSEUM, INC. SEA SERVICES SCUTTLEBUTT February 2019 A message from the President Greetings, I hope everyone recouped from the holidays. The Museum had a good financial year in 2018. Our gross revenue was about $19,500 thanks to $ 7,500.00 in donations from one very generous Museum member and several generous donations from members, friends and visitors. The Museum had 1366 visitors in 2018, a record that exceeds by 553 the previous record set in 2017. It looks like 2019 could be another record year. As of the end of February, We had over 200 visitors, including group visits from Hardee Homes (40) and the Kaiser-Frazer-Willys Overland Car Club (45). John Cecil The damaged ceiling in our library mentioned in the December 2018 Scuttlebutt has been replaced with modern dry wall, textured, and painted. This turned out to be such an improvement to the appearance of the library that the Museum's Board of Directors decided to bite the bullet and have the leak stained WW II era ceiling in the front entrance (quarterdeck) replaced with the same material, texture and paint. Additionally, Fred Carino our Curator and Museum Member Steven Safford (talented electrician) are installing track lighting. The ceiling and lighting project will be completed early March. We believe that this will be a knock your socks off improvement to the appearance of the Museum. If you haven't been to the Museum in awhile, you need to stop in to appreciate these and many other recent improvements to the building and displays.
