  • A Case Study of Sri Lankan Media
    C olonials, bourgeoisies and media dynasties: A case study of Sri Lankan media. Abstract: Despite enjoying nearly two centuries of news media, Sri Lanka has been slow to adopt western liberalist concepts of free media, and the print medium which has been the dominant format of news has remained largely in the hands of a select few – essentially three major newspaper groups related to each other by blood or marriage. However the arrival of television and the change in electronic media ownership laws have enabled a number of ‘independent’ actors to enter the Sri Lankan media scene. The newcomers have thus been able to challenge the traditional and incestuous bourgeois hold on media control and agenda setting. This paper outlines the development of news media in Sri Lanka, and attempts to trace the changes in the media ownership and audience. It follows the development of media from the establishment of the first state-sanctioned newspaper to the budding FM radio stations that appear to have achieved the seemingly impossible – namely snatching media control from the Wijewardene, Senanayake, Jayawardene, Wickremasinghe, Bandaranaike bourgeoisie family nexus. The former British colony of Ceylon has a long history of media, dating back to the publication of the first Dutch Prayer Book in 1737 - under the patronage of Ceylon’s Dutch governor Gustaaf Willem Baron van Imhoff (1736-39), and the advent of the ‘newspaper’ by the British in 1833. By the 1920’s the island nation was finding strength as a pioneer in Asian radio but subsequently became a relative latecomer to television by the time it was introduced to the island in the late1970’s.

We seek to place two literatures—the older work on political economy and the more recent writings on civil society—in perspective. The article presents a broad analysis of the influence of civil society groups, draw- ing evidence from the JIGS survey of interest groups, an extensive random sample survey of more than 1,600 associations in Tokyo and also in Ibaraki Prefecture, in- volving 36 questions and 260 subquestions. The analysis provides a general overview of the involvement of civil society groups in the policymaking process. We focus on three main aspects. First, we distinguish among the types of groups that involve themselves in policy making.

For this dissertation, the weekly ―community‖ newspaper is defined as a newspaper operating in small towns and rural areas that placed an emphasis on local news. This study analyzes the nature of the weekly community newspaper and how it reflected American society throughout most of the twentieth century. Despite all of the problems that faced the weekly newspaper industry throughout its long and proud history, the constants that remained were survival tactics in terms of reactive versus proactive responses to content, commercial, and professional concerns. Several times throughout the decades an obituary had been written for community weeklies. But they always found a way to fight back and happen upon a means, a method, or a message that resonated with audiences and advertisers enough so as to allow them to keep their doors open for another business day. Community weeklies told the story of average American daily lives more thoroughly and in a more personal manner than the big-city dailies. In essence, the weekly publisher-editor served as author of his community‘s life story.

    Suicide Sensitive Journalism REPORT OF ACTIVITIES – AUGUST 2003 Centre for Policy Alternatives & PressWise Trust (UK) Introduction The media can play a powerful role in educating the public about suicide prevention. Stories about suicide can inform readers, listeners and viewers about the likely causes of suicide, its warning signs, sources of help and advice, trends in suicide rates, and recent treatment advances. They can also highlight opportunities to prevent suicide. Media stories about individual deaths by suicide may be newsworthy and need to be covered, but they also have the potential to do harm. Implementation of recommendations for media coverage of suicide has been shown to decrease suicide rates. There is evidence that sensitive media coverage of suicide can help to save lives. Although many countries have already begun to address the problem of reporting suicide in the mainstream media, and have formulated voluntary Codes of Ethics to govern guide such reporting, the Centre for Policy Alternatives (CPA) found that there was a need to raise awareness among media professionals in Sri Lanka about the importance of reporting suicides sensitively needed to be raised. CPA worked in close collaboration with The PressWise Trust for this project. Set up in 1993, this media ethics charity, based in the United Kingdom, has undertaken research and training on a variety of media issues in the UK and elsewhere and, over recent years, has developed special expertise on Suicide Sensitive Journalism worldwide.
