Joseonhakgyo, Learning under North Korean Leadership: Transitioning from 1970 to Present* Min Hye Cho** This paper analyzes English as a Foreign Language (EFL) textbooks used during North Korea’s three leaderships: 1970s, 1990s and present. The textbooks have been used at Korean ethnic schools, Joseonhakgyo (朝鮮学校), which are managed by the Chongryon (總聯) organization in Japan. The organization is affiliated with North Korea despite its South Korean origins. Given North Korea’s changing influence over Chongryon’s education system, this study investigates how Chongryon Koreans’ view on themselves has undergone a transition. The textbooks’ content that have been used in junior high school classrooms (students aged between thirteen and fifteen years) are analyzed. Selected texts from these textbooks are analyzed critically to delineate the changing views of Chongryon Koreans. The findings demonstrate that Chongryon Koreans have changed their perspective from focusing on their ties to North Korea (1970s) to focusing on surviving as a minority group (1990s) to finally recognising that they reside permanently in Japan (present). Chapter 4 The Korean Peninsula: “Nuclear Weapons State” North Korea Aiming to Become an Economic Power, ROK Seeking Active Deterrence Capability n the year since the death of Chairman of the National Defense Commission IKim Jong Il, North Korea (Democratic People’s Republic of Korea, DPRK) has taken steps to bolster the Kim Jong Un regime and Park Geun-hye of the conservative Saenuri Party has been elected as the next president of the Republic of Korea (ROK or South Korea). There has been no easing of North- South confrontation, and the problems posed by North Korea’s nuclear and missile program grow more serious, so the security situation in the region remains as challenging as ever. In February 2012, the United States and North Korea had direct dialogue more than three years after the Six-Party Talks were suspended. This was followed by announcement of an agreement between the two countries (the so-called Leap Day Agreement). The agreement was effectively scuttled, however, when the new North Korean constitution drawn up under Kim Jong Un described the country as a nuclear weapons state and North Korea launched a missile under the guise of putting an earth observation satellite into orbit with an Unha 3 rocket on April 13. This missile launch was a failure, but North Korea proceeded to launch another missile on December 12, 2012, demonstrating improvements in the technology relating to flight stability and flight accuracy. On February 12, 2013, the country conducted its third nuclear test, driving home its claim to be a nuclear weapons state. -

Policy Forum Reactionary Nationalism and Democratic Development in Myanmar and Japan Apichai W. Shipper1* Nationalism has reemerged as a major issue in Asia, where thousands of ethnic groups live inside national boundaries artificially constructed by Western colonizers. While other Asian societies are witnessing various forms of nationalism, Myanmar and Japan are experiencing reactionary nationalism, which is making negative headlines around the world. I define “reactionary nationalism” as a demonstration of love for the nation among a group of ordinary people in reaction to a perceived, falsely constructed, or real threat to its national security or existence from an ethnic minority or foreigner group. It arises from a dissatisfaction with modernization that is accompanied by increasing economic and social inequality. Reactionary nationalists seek to punish specific ethnic minorities or foreigner groups that act in ways perceived as destroying their collective political community or as undermining their common identity or national unity. They view the targeted ethnic group with prejudice for receiving special privileges or assistance from the government or the international aid community. While demonstrating their love for the country, they often incite hatred against a particular minority or foreigner group. Reactionary nationalists in both the heterogeneous society of Myanmar and the homogeneous society of Japan have formed hate groups comprised of Buddhist nationalists and internet ultra-rightists (netto uyoku), respectively. I argue that these particular nationalist groups hinder democratic development in their countries, because democracies require respect for individual political rights and for differences in culture (beliefs and identities) between individuals and groups. Reactionary nationalist groups espouse undemocratic ideals and ethnic violence against minority groups. -

Left in their original form, these short articles show the consistency of major North Korean policies as much as the development of our understanding of the new leader and his approach. United Nations A/60/749 General Assembly Distr.: General 12 April 2006 Original: English Sixtieth session Agenda items 69 and 71 Elimination of racism and racial discrimination Human rights questions Letter dated 12 April 2006 from the Permanent Representative of the Democratic People’s Republic of Korea to the United Nations addressed to the Secretary-General I would like to draw your attention to the fact that the Japanese authorities are stepping up provocative actions against the Democratic People’s Republic of Korea (DPRK) on a new scale. The right-wing reactionary forces in Japan are calling for sanctions and fanning up hostile sentiments against the DPRK over the “abduction issue” which was already resolved, while kicking up sweeping repression on the General Association of Korean Residents in Japan (Chongryon). At the instigation of the intelligence agencies of the U.S. and Japan and other right-wing conservative forces, anti-DPRK units and individuals under the cloak of “non-governmental organizations” abducted citizens of the DPRK in the name of humanity. In this regard, the Ministry of People’s Security of the DPRK has issued warrants for the arrest of those Japanese individuals concerned. Recent undisguised anti-DPRK manoeuvres of Japan constitute a flagrant violation of all international human rights instruments, in particular General Assembly resolution 60/251, which created the Human Rights Council. I enclose herewith the statement of the spokesman of the Ministry of Foreign Affairs and the answer by the spokesman of the Ministry of People’s Security for your information (see annexes I and II). I should be grateful if you would have the present letter and its annexes circulated as a document of the General Assembly, under agenda items 69 and 71 of the sixtieth session of the General Assembly. -

Kim Jong-un’s New Entourage By Andy Lim Understanding Pyongyang Inner Circle Studying Pyongyang leadership is an unenviable task, much like Kremlinologists who received no credit for their work after they failed to predict the collapse of the Soviet Union in 1991, but it should not be a thankless one. When confronted with a regime as closed and as secretive as Pyongyang’s, the only way for scholars to get around the fog is to capitalize on the little information available, although sometimes those information might turn out to be unreliable. That task becomes even more difficult when dealing with a regime in Pyongyang that purges officials on a regular basis, where the term Pyongyang shuffle, a seemingly poor Machiavellian joke is used to demonstrate how quickly people can fall from grace. But this behavior is not entirely unreasonable because we have an actor in the Kim dynasty that has every self-interest to do anything to maintain its power. Luckily for them, they have just the right authoritarian tools of control at its disposal – the ability to purge anyone they perceived to be a threat to their power without substantial consequences. This piece, in its attempt to examine the up and rising military and party officials who have emerged under Kim Jong-un during the past two years, might seem like a Sisyphean task given the opacity and the quick turnaround rate of purges in Pyongyang. But in trying to understand who in the post-Jang period are most likely to fill the power vacuum besides the Dear Leader, one can piece together how Kim Jong-un reshuffles his key personnel to accomplish his ultimate goal of consolidating his unitary leadership.
