HU ISBN 978-963-7451-53-9 Self-Awareness through Outsider Reflection The past is always relevant. Even if momentarily, at the beginning of the 21st century, the prevailing thought is that humanity needs no other knowledge but what is directly applicable. Various communities of differ- ent cultures carry diverging understandings of what they mean by tradi- tion. Some concentrate on one memory, a singular part of their heritage, and then with one great leap in time try to apply this to finding solutions to contemporary problems. Others will review their entire cultural her- itage with regard to every question that needs to be asked in order to solve contemporary challenges. They want to understand what kind of answers other people in other ages and under different circumstances had provided to the same or similar questions. I personally believe that from the perspective of self-awareness, as well as from the point of view of cherishing the innovative force that a community can provide, the latter is the preferable route for Western Christianity, that is for European people. Self-awareness is particularly important for the peoples of Central- Europe, which have gained their independence a mere three decades ago, many of whom had never been independent for such a “long” period, while others had suffered half a millennium of oppression since losing their independence. These nations were not afforded centuries to formu- late who they were, how they were similar to others and in what respects they differed from them. This is one reason why the present state of non-understanding had emerged between the Western and the Eastern parts of their common marketplace (since Europe as such does not exist). Near the Eastern end of this market a new kind of intelligentsia is being born today, one that is reminiscent of the era when the authors of the English texts of the present volume visited the Kingdom of Hungary and Transylvania. Some groups within this community, rather anach- ronistically, seek their ancestral home in Paradise, claim that Adam and Eve spoke their language and gave rise to all cultures and civilisations. Theories like this were not uncommon during the era of ‘national awak- ening’ in the 19th century and continue to exist to this day. Another important source of self-awareness is how others see us. The report is prepared with the cooperation of members of the Transcarpathian Hungarian Cultural Association, the Transcarpathian Association of Hungarian Pedagogues, the Democratic Alliance of Hungarians in Ukraine, the A. Hodinka Linguistic Research Centre, and the T. Lehoczky Research Centre. It focuses on issues of implementation of the Framework Convention for the Protection of National Minorities in Transcarpathia, and aims to complement the government’s periodic report by shedding light on the perspective of the national minorities and the users of regional and minority languages and point out some problematic issues, which remain unsolved despite the ratification of the Framework Convention for the Protection of National Minorities. The following comments address issues raised in the Ukrainian Government’s report. They are structured according to the Articles of the Framework Convention. These comments are in no way comprehensive, and a lack of response to some of the Government’s statements should not indicate their acceptance or endorsements. Simply for the sake of brevity we concentrated on questions that seemed to be the most important, or where the most relevant recent developments have taken place. Ukraine, which became independent in 1991, is undergoing its most serious crisis. Besides the political and economic troubles it has to deal with a military conflict as well.

    Centre for Eastern Studies NUMBER 280 | 14.08.2018 www.osw.waw.pl Ukraine–Hungary: the intensifying dispute over the Hungarian minority’s rights Andrzej Sadecki, Tadeusz Iwański For nearly one year relations between Hungary and Ukraine have been plunged in the worst crisis since the collapse of the USSR. The main cause of the tension has been the Education Act passed by the Ukrainian parliament in September 2017 which envisages a comprehensive reform of the education system and at the same time imposes serious restrictions on the use of the languages of national minorities, including Hungarian, in school education. In response to this, Budapest severely criticised Kyiv and took measures to block the establishment of closer relations between Ukraine and NATO, insisting that the act be changed. In turn, Ukraine took steps to soften Budapest’s stance and asked the Venice Commission to evaluate the act and then declared that it would follow the recommendations provided in the evaluation. The deficit of trust which has existed for years and the fact that neither of the parties had taken real steps to reach a compro- mise prevented them from reaching an agreement that had seemed close in May and June this year. The conflict was escalated further when the Hungarian government appointed a ministerial commissioner for the development of Zakarpattia Oblast (in Ukraine), which met with a harsh reaction from Kyiv and was interpreted as interfering with Ukraine’s internal affairs. The dispute over the Hungarian minority’s rights in Ukraine is about historical and identity related issues that are very important to both sides, and it is highly unlikely that it will be resolved in the coming months.
