Year 2011 monsoon rains started from 10th august caused havoc and created a flood like situation in southern district of Sindh and the rains continued to increase the miseries of people in the affected areas. District Badin, Mirpur Khas. Tando Allahyar. Tando Muhammad Khan, Tharparkar, Shaheed Benazirabad. Thatta and Umerkot were among the worst hit areas and millions of people are stranded in flooded villages. Due to the heavy and uninterrupted rains number of canals and surface drains over topped due to excess water discharges. Various breaches in canals and drains connected with left Bank outfall Drain (LBOD) left thousands of villages inundated. A large number of people, including women and children, were displaced who took shelter on road side, canal embankments and other nearby government buildings. Infrastructure damages were approximately US $4 billion, around 2,000 people perished and 20 million people were directly affected. The total estimated losses suffered were US $43 billion. The Bahaal Project in its initial stages aimed at providing the affected people with emergency relief items, in the next stage transitional shelters were constructed, WASH activities were concentrated upon in the next stage and then the CFW (Cash for Work) modification of the project was initiated. The CFW phase consisted of three main categories, Community Mobilization, Cash Grants and CFW components. The project districts included Badin, Mirpurkhas and Shaheed Benazirabad (previously Nawabshah). The total budget for the project was PKR 90,380,585 (USD $ 1,007,769) and all activities had a completion deadline of August, 31st 2012. Originally, the project was supposed to start in March but due to inescapable state of affairs, a one month delay was suffered. Target of this project was to form 433 COs/PCs, cash grant of Rs. 7000/‐ to poor women who are heading a household and 433 CPIs rehabilitated through CFW. National Rural Support Programme (NRSP) 1 | Page Project Completion Report – USAID‐Bahaal Project PROJECT ORIENTATION AND STAFFING PROJECT STAFFING/TEAM SELECTION Highly trained and professional Staff members were selected for smooth implementation of the project activities. NRSP has seasoned professional staff, having sufficient knowledge and expertise related to Community mobilization and CPI rehabilitation projects, therefore NRSP preferred these competent, skilled and fully experienced members in the selection process. Furthermore, the gender aspect had also been kept in mind positively while selection the staff for the project. A PMU (Project Monitoring Unit) was established in NRSP HO Islamabad consisting of Project Coordinator (PC), Project monitoring officer (PMO) and Finance officer to monitor and supervise the actitvites of the project. PC and PMO monitored the project accomplishments on daily baises and visited all the project districts every month spending atleast 10 days in the field, through out the project duration to ensure timely execution of the project. INTRODUCTORY WORKSHOP FOR PROJECT STAFF A comprehensive one day Project Orientation Workshop was held at NRSP’s Badin Regional Office after the completion of hiring of project staff on April 09‐2012, All staff members including Project Manager (RSPN) Mr.Akbar Raza, Monitoring Officer (RSPN) Mr. Ali Anis, Project Coordinator (NRSP) Mr. Jawad Rehmani, Regional General Manager (NRSP) Mr. Ghulam Mustafa jamro, Project Engineer Mr. Imtiyaz Jokhio and DPOs BAHAAL Project participated in the Workshop. Total participants of the meeting were 44 out of which 4 were female SOs. Mr. Akbar Raza and Mr. Jawad Rehmani, and Mr Ghulam Mustafa jamro futher clarified the project and gave instructions to project staff to ensure smooth, accurate and timely execution of the project. The workshop contents and proceedings are narrated as follows: PROJECT INTRODUCTION Mr. Ali Anis commenced the session with a presentation on the project components, costs and timelines associated with them. The session was highly interactive with participants readily asking questions and proficiently getting answers.
