The status and corpus planning and educational policy for these minorities differ in each nation where they are spoken, which has led to the selection of more than one "standard" variety and the development of various competing orthographies. Diversity was created by religious and political divisions: Protestant missionaries prepared the earliest and most widely used orthographies, but Catholic and post-1950 Chinese Communist orthographies are also in use for Lahu; while Lisu has two very different Protestant orthographies and a post-1950 Chinese orthography in use, along with others that are no longer used. There are also competing centrifugal tendencies among some subgroups speaking divergent dialects, who wish to create their own orthographies and achieve some recognition for their own speech variety. For example, the Lahu Shi (Yellow Lahu) have created their own writing system; this is used among some refugees from Laos living in California and may soon be introduced in Thailand and elsewhere. Nevertheless, each of the two groups feels an internal unity, which is linguistically reflected in efforts to reunify the orthographies and maintain international contacts among leaders and language scholars. -

Speech was often ignored. However, writing is secondary to spoken language in at least 3 ways: Children naturally acquire language without being taught, independently of intelligence or education levels. µ Many people struggle to learn to read. All human groups ever encountered possess spoken language. All are equal; no language is more “sophisticated” or “expressive” than others. µ Many languages have no written form. Humans have probably been speaking for as long as there have been anatomically modern Homo Sapiens in the world. µ Writing is a much younger phenomenon. Summary. This document requests 39 additional characters to be added to the UCS and contains the proposal summary form. 1. Syllabics hyphen (U+1400). Many Aboriginal Canadian languages use the character U+1428 CANADIAN SYLLABICS FINAL SHORT HORIZONTAL STROKE, which looks like the Latin script hyphen. Algonquian languages like western dialects of Cree, Oji-Cree, western and northern dialects of Ojibway employ this character to represent /tʃ/, /c/, or /j/, as in Plains Cree ᐊᓄᐦᐨ /anohc/ ‘today’. In Athabaskan languages, like Chipewyan, the sound is /d/ or an alveolar onset, as in Sayisi Dene ᐨᕦᐣᐨᕤ /t’ąt’ú/ ‘how’. To avoid ambiguity between this character and a line-breaking hyphen, a SYLLABICS HYPHEN was developed which resembles an equals sign. Depending on the typeface, the width of the syllabics hyphen can range from a short ᐀ to a much longer ᐀. This hyphen is line-breaking punctuation, and should not be confused with the Blackfoot syllable internal-w final proposed for U+167F. See Figures 1 and 2. 2.
