Dezbaterea, aprobarea în primă lectură și adoptarea în lectura a doua a proiectului de Lege nr.464 din 19 noiembrie 2013 pentru modificarea anexei nr.2 la Legea bugetului de stat pe anul 2013 nr.249 din 2 noiembrie 2013. 6. Dezbaterea și aprobarea în primă lectură a proiectului de Lege nr.259 din 14 iunie 2013 privind fondurile de pensii facultative. 7. Prezentarea și dezbaterea Raportului asupra administrării și întrebuințării resurselor financiare publice și a patrimoniului public pe anul 2012. Proiectul nr.2305 din 9 octombrie 2013. Relations between the EU and the Republic of Moldova Moldova-EU honeymoon over, but marriage is good, says Dirk Schuebel “The ‘honeymoon’ in the relations between Moldova and the European Union passed, but the ‘marriage’ is good, at least better than the average,” the Head of the EU Delegation to Moldova Dirk Schuebel said in the meeting of the Chisinau Press Club, quoted by Info –Prim Neo. “This does not mean that these relations do not see good periods and difficult patches. But we are on the way of ultimately becoming a good family,” said the official. According to him, each of the sides should contribute to strengthening the relations and understand that this is very important. Moldova should stimulate the Europeanization reforms in the areas agreed with the EU, while the EU should increase its technical and financial assistance for facilitating these reforms. “This is what I meant when I referred to the ‘more for more’ principle. If a sector of the national economy does well and promotes reforms in a better manner, it will benefit from better support, while the sectors that will not cope with the reforms will receive less,” said Dirk Schuebel. He stressed that he does not work with certain political parties in Moldova, but with the country. “If the reformation strategy agreed by Moldova with the EU is not put into practice, we will not look for the persons or parties to blame. In such a case, it is the final result that counts for us and it would be a pity as the country will suffer. -

Public Opinion Survey Residents of Moldova March 2016 Detailed Methodology • The survey was coordinated and analyzed by Dr. Rasa Ališauskienė from public opinion and market research company Baltic Surveys/The Gallup Organization on behalf of the International Republican Institute. The field work was carried out by Magenta Consulting. • Data was collected throughout Moldova (except in Transnistria) between March 11-25, 2016 through face-to-face interviews at respondents’ homes. • The main sample consisted of 1,500 permanent residents of Moldova older than the age of 18 and eligible to vote with an oversample in the capital Chisinau. It is representative of the general population by age, gender, education, region and size of the settlement. • Multistage probability sampling method was used with the random route and next birthday respondent’s selection procedures. • Stage one: all districts of Moldova are grouped into 11 groups. All regions of Moldova were surveyed. • Stage two: selection of the settlements: cities and villages. o Settlements were selected at random. o The number of selected settlements in each region was proportional to the share of population living in a particular type of the settlement in each region. • Stage three: primary sampling units were described. • The margin of error does not exceed plus or minus 2.8 percent. • Response rate was 50 percent. • Charts and graphs may not add up to 100 percent due to rounding. • The survey was funded by the National Endowment for Democracy. 2 Overwhelming Dissatisfaction with Status -

32nd SESSION Report CPR32(2017)02 13 March 2017 Information report on elections in the Popular Assembly of the Autonomous Territorial Unit of Gagauzia, Republic of Moldova (20 November 2016) Monitoring Committee Rapporteur:1 Sevdia UGREKHELIDZE, Georgia (R, EPP/CCE) Summary Following the invitation of the President of the Central Election Commission of the Republic of Moldova, a Congress delegation carried out an electoral assessment mission of limited scope in the Autonomous Territorial Unit (ATU) of Gagauzia. Elections for the Popular Assembly of the Regions were held on 20 November 2016. The 2016 elections for the Popular Assembly was the first vote to be held under the new Electoral Code of ATU Gagauzia adopted in 2015. The new legal framework was generally well implemented on Election Day, which was held in an overall calm and orderly manner. The Congress delegation was able to visit some twenty polling stations in the three electoral districts and observed voting and parts of the counting process. The improved quality of voters lists, the level of preparation of the election administration as well as investigations into violations of the legislation constitute important elements of progress with regard to electoral processes in the Autonomous Territorial Unit of Gagauzia. The Congress also welcomes the ban on foreign funds for campaign purposes as well as the establishment of the Central Election Commission of ATU Gagauzia as a permanent body. However, the Congress delegation heard allegations concerning recurring issues related to vote buying, the misuse of administrative resources and the lack of a real level playing field for all candidates, in particular in the media. -

1 Media Monitoring in the Period Prior to the Presidential Elections of 2016 Report no. 1 15 – 29 September 2016 This monitoring takes place as part of a project funded by the National Endowment for Democracy (USA) and the Council of Europe. The opinions expressed here belong to the authors and do not necessarily express the viewpoint of the donors. 2 I. GENERAL DATA 1.1 Objective of the project: to monitor and inform the public opinion about the editorial behavior of media outlets in the election period and in the campaign for presidential elections in the Republic of Moldova. 1.2 Monitoring period: 15 September 2016 – 13 November 2016. 1.3 Criteria of selection of the media outlets subjected to monitoring: Media outlets were selected based on the following objective criteria: a) type of ownership; b) geography; c) language of broadcasting; d) fame/audience. DEZBATERI PARLAMENTARE Parlamentul Republicii Moldova de legislatura a XIX-a SESIUNEA a VI-a ORDINARĂ – MARTIE 2013 Ședința din ziua de 21 martie 2013 SUMAR 1. Declararea ședinței ca fiind deliberativă. 2. Dezbateri asupra ordinii de zi și aprobarea ei. 3. Dezbaterea și adoptarea în lectura a doua a proiectului de Lege nr.2671 din 12 noiembrie 2012 pentru completarea unor acte legislative (Codul penal – art.2421, 2422, 333, 334; Codul de procedură penală – art.1328). Pentru lectura a doua a fost comasat cu inițiativa legislativă a deputaților A. Guțu, C. Fusu, B. Vieru, M. Ghimpu, I. Hadârcă, V. Munteanu O. Bodrug, V. Saharneanu, V. Nemerenco – proiectul de Lege nr.1246 din 8 iunie 2012 pentru modificarea și completarea Codului penal nr.985-XV din 18 aprilie 2002. 4. Dezbaterea și adoptarea în lectura a doua a proiectului de Lege nr.2060 din 20 septembrie 2012 cu privire la modificarea și completarea Codului contravențional al Republicii Moldova nr.218-XVI din 24 octombrie 2008 (art.93, 405, 4161). 5. Dezbaterea și adoptarea în lectura a doua a proiectului de Lege nr.2437 din 24 octombrie 2012 pentru modificarea și completarea Codului penal al Republicii Moldova (art.1801, 1802). Pentru lectura a doua proiectul de Lege nr.2437 din 24 octombrie 2012 a fost comasat cu inițiativa legislativă a deputatului Mihai Godea – proiectul de Lege nr.892 din 2 mai 2012 privind completarea Codului penal (art.1801). 6. Dezbaterea și adoptarea în lectura a doua a proiectului de Lege nr. 58 din 11 februarie 2013 pentru modificarea Legii nr.231 din 23 septembrie 2010 cu privire la comerțul interior (art.8).
