ADEPT Political Commentaries September-December 2004 Concerns on the eve of elections Igor Botan, 15 September 2004 Democracy and governing in Moldova e-journal, II year, no. 37, August 30 - September 12, 2004 With the launch of the fall political season analysts and media alike engaged in assessing preparations for parliamentary elections. According to their estimates, elections might be held late May or even June next year. The source for such predictions is the Constitution itself. Paragraph 3 Article 61 of the Constitution provides that "election of Parliament members will be started not later than 3 months from the end of the previous mandate or from the dissolution of the previous Parliament". Article 63 specifies that "the mandate of the current Parliament may be extended until the structure of the new Parliament has been completed and the latter can meet in full session" that according to the same article is held "within at most 30 days from election day". That is why it is considered that Parliament mandate commences on the day of its first session. Given that the last parliamentary elections were held on February 25, while the Parliament was convened on a first session via a Presidential Decree on March 20, 2001, it is expected that parliamentary elections would be held sometime during the three months March 21 - June 21, 2005. This estimation is logical and at the first glance seems accurate. Arguments cited by those who claim election date would be set for the end of May or even June cite, derive from the supposed interests of the ruling party. -

Monitoring Mass Media during the Campaign for Parliamentary Elections Anticipated on 29 July 2009 Report No.3 6–12 July 2009 Coalition 2009 is a voluntary union of Moldovan non-government organizations that aims to contribute to ensuring free, fair, transparent and democratic parliamentary elections in Moldova and to continue promoting free and fair elections as started by coalitions 2005 and 2007. At present Coalition 2009 comprise over 70 non-government organizations. 1. General data 1.1 Project goal: To monitor the performance of broadcast media during the electoral campaign and to inform the public about the results including the access of electoral candidates to media outlets and whether they guarantee pluralism of opinions. The aim is to analyze reporting trends that can affect media performance and compromise their ability to provide truthful, balanced and comprehensive information to the public. 1.2 Monitoring period: 6–12 July 2009 1.3 Criteria for selection of media outlets to be monitored: Audience-impact (national, quasi-national) Justification: It is well-known that there is a direct connection between the size of the audience and the impact of media on public opinion: the more people who are exposed to a message, the stronger its impact on certain segments of society. Ownership (public or private) Justification: Public media are managed with public funds and are obliged to provide complete, accurate, impartial, balanced and fair information to the public about all political, social and economic developments in Moldova. Private media also have an ethical obligation to present multiple viewpoints and to cover major events on the public agenda. -

SUMMARY This report, covering the period from October 25 through November 8, 2010, describes the electoral environment and reviews from a legal perspective the recent developments in the election campaign, and the performance of the electoral competitors and of the local and election authorities. The election campaign is becoming increasingly intense, with cases of intimidation and abuse being registered both against electoral competitors and voters. While engaged in various campaigning activities, some candidates resort to the misuse of administrative resources and offering of “electoral gifts”. Promo-LEX salutes the impartiality of the election authorities in performing their duties. The Central Election Commission registered until the end of the authorization period 40 electoral competitors and issued warnings to the contenders that violated the rules. -

1 Media Monitoring in the Period Prior to the Presidential Elections of 2016 Report no. 1 15 – 29 September 2016 This monitoring takes place as part of a project funded by the National Endowment for Democracy (USA) and the Council of Europe. The opinions expressed here belong to the authors and do not necessarily express the viewpoint of the donors. 2 I. GENERAL DATA 1.1 Objective of the project: to monitor and inform the public opinion about the editorial behavior of media outlets in the election period and in the campaign for presidential elections in the Republic of Moldova. 1.2 Monitoring period: 15 September 2016 – 13 November 2016. 1.3 Criteria of selection of the media outlets subjected to monitoring: Media outlets were selected based on the following objective criteria: a) type of ownership; b) geography; c) language of broadcasting; d) fame/audience. HCEC372/2016 din 11.10.2016 cu privire la stabilirea ordinii de înscriere a concurenţilor electorali în buletinul de vot pentru alegerea Președintelui Republicii Moldova din 30 octombrie 2016 Publicat : 23.12.2016 în MONITORUL OFICIAL Nr. 459-471 art. 2186 Data intrării în vigoare Versiune în vigoare din data 22.10.16 în baza modificărilor prin HCEC478 din 22.10.16, MO30-39/03.02.17 art.130 În baza proceselor-verbale nr. 1 - 9 cu privire la ordinea de înscriere în buletinul de vot pentru alegerea Președintelui Republicii Moldova din 30 octombrie 2016, întocmite după depunerea actelor necesare pentru înregistrarea candidaţilor la funcţia de Președinte al Republicii Moldova şi efectuarea, după caz, a tragerii la sorţi, a fost stabilită ordinea de înscriere în buletinul de vot a 16 candidați (conform anexei). Avînd în vedere că, prin hotărîrile Comisiei Electorale Centrale nr. 343, 347, 348 și 349 din 6 octombrie 2016, au fost respinse cererile de înregistrare ale candidaților desemnați, Ion Dron, Roman Mihăieș, Vasile Tarlev și Vitalia Pavlicenco, poziția nr. 9 în buletinul de vot revine concurentului electoral Silvia Radu, poziția nr. 10 – concurentului electoral Maia Laguta, poziția nr. 11 – concurentului electoral Ana Guțu și poziția nr. 12 – concurentului electoral Valeriu Ghilețchi. În temeiul art. 18, art. 26 şi art. 48 alin. (3) din Codul electoral nr.1381-XIII din 21 noiembrie 1997 şi în conformitate cu pct. 16 din Regulamentul cu privire la procedurile de tragere la sorţi, aprobat prin hotărîrea nr. 1811 din 5 august 2008, Comisia Electorală Centrală hotărăşte: 1. -

This expectation however is unlikely this year, because the salary bill for teachers and lecturers is al- ready too expensive, the Government says. Earlier protests with education employees forced the Govern- ment to pass a number of decisions regarding the remuneration improvements. One of decisions envisages a salary increase for education staff in public institutions and for other employees based on the Common Tar- iff Network. Pay raise promises Starting May 1, 2017, the public education staff in Moldova will receive a monthly raise of 100 lei (5$) and from September they will get a 10% raise, the Labor and Social Protection Ministry announced. At the same time, current legislation and the 2016 economic performance would allow to raise teachers’ salaries by 5.3% while the Government would be looking for additional funding during the amendment of the 2017 budget. On the other hand, the Government admits in the Additional Memorandum on Economic and Financial Poli- cies with the IMF that it is short of resources to increases the public spending, including salaries. Salary expenses are “too large” "On the expense side the salary expenses in the public sector exceed the targets that have been established in the Memorandum with the International Monetary Fund which was signed on October 24, 2016," the execu- tive said in a press release. -
