After dealing with the natural features and social importance of the Posavina region in the past, presented is the importance of this region as a unique Croatian ethnic territory during the Mid- dle Ages. With the appearance of the Ottomans and especially at the beginning of the 16th century, great ethnic changes oc- cured, primarily due to the expulsion of Croats and arrival of new ethnic groups, mostly Orthodox Vlachs and later Muslims and ethnic Serbs. With the withdrawal of the Ottomans from the Pannonian basin to the areas south of the Sava River and the Danube, the Sava becomes the dividing line creating in its border areas two socially and politically different environments: the Slavonian Military Frontier on the Slavonian side and the Otto- man military-frontier system of kapitanates on the Bosnian side. Both systems had a special influence on the change of ethnic composition in this region. With the withdrawal of the Ottomans further towards the southeast of Europe and the Austrian occu- pation of Bosnia and Herzegovina the Sava River remains the border along which, especially on the Bosnian side, further changes of ethnic structure occured. One may, without any further elaboration, say that Bosnia formed the periphery of both the Byzantine Empire, and Western Europe (first the Frankish and then the Hungarian state). Bosnia was far away from the most important communication line of the Balkans: the valleys of the rivers Morava and Vardar, Via militaris and also those of the rivers Ibar and Sitnica. The axis of the Bosnian state was the valley of the river Bosna, but not of the Drina ill suited for 1 communication with it steep banks and many canyons. * The author wishes to thank Prof. J. The situation of the system before the 1992-1995 war 1.0. Historical overview 1.1. Beginnings of public education system: the Austro- Hungarian period The tradition of public education under the auspices of government (i.e. state-controlled) in Bosnia and Herzegovina has had its origin in the times of the Austro-Hungarian rule in these parts, in the period commencing after 1878 and ending in 1918. In the previous time, the education was almost exclusively restricted to the religious communities and the types of schools they had offered included a rather limited number of pupils. Certain attempts towards modernization of education by the failing Ottoman government in Bosnia in 1860s by the Governor (vali) Topal Osman Pasha could not be seen as the systematic introduction to the system of public education. Nevertheless, the process of growing self- identification of the four major religious communities in Bosnia and Herzegovina (Islamic, Roman Catholic, Eastern Orthodox and Jewish) in the course of 19th century affected their self-awareness as future nations-in- making (Bosniaks /Bosnian Moslems/, /Bosnian/ Serbs, /Bosnian/ Croats and Jews, respectively). The call for religious, cultural and educational autonomy in all these communities was equalized with their different political ambitions and goals.

Februar 1905 wurde der Professor der Geographie an der Grazer Uni- versität, Hofrat Dr. Eduard Richter, vorzeitig aus einem ebenso arbeits- wie erfolg- reichen Leben abberufen. Nicht nur trauernde Freunde und Schüler blieben in großer Zahl zurück, auch mehrere wissenschaftliche Unternehmungen verloren in dem zu früh Geschiedenen ihren geistigen Vater, dessen Obsorge sie noch benötigt hätten. Es waren vor allem drei Werke, deren Gelingen E. Richters Schaffen krönen sollte, drei Aufgaben, die nur ein Gelehrter von seltener Vielseitigkeit zu lösen hoffen durfte: der Naturforscher Richter wollte durch eine neue „Gletscherkunde“ das Wissen von jenem Phänomen zusammenfassen, dem er zeitlebens seine Aufmerksamkeit und Mühe besonders zuwandte; der Historiker Richter plante den „Historischen Atlas der österreichischen Alpenländer“, ein groß angelegtes Unternehmen, dessen Methode und Ziel er durch eigene Jugendarbeit auf völlig neue Grundlagen gestellt hatte; der Geograph Richter endlich gedachte durch eine wissenschaftliche „Landeskunde von Bosnien“ seine höchste Meisterschaft auf jenem Gebiete zu bewähren, welches als der wertvollste Teil der Erdkunde angesehen wird, als jener Teil dieser Wissenschaft, der ihr eigentlichstes Wesen am reinsten zum Ausdruck bringt. In diesem Sinne sollte das bosnische Buch den Höhepunkt der geographischen Laufbahn E. Richters bedeuten. Nun sind die drei Werke einander darin ähnlich, daß keines von ihnen abge- schlossen werden konnte; im übrigen jedoch erfuhren sie ein sehr verschiedenes Ge- schick.

U radu je jasno prikazan dezintegracioni proces koji je rezultat izraženije feudalizacije i jačanja plemstva. Kao rezultat navedenih procesa, kada je u pitanju Usora, prikazan je proces daljnjeg raslojavanja navedenog prostora, ali uz istovremeno zadržavanje integracionih odnosa kroz instituciju usorskog vojvode. Rad daje i kratak prikaz u kontinuitetu razvoja političkih institucija, ali i teritorijalnog obuhvata navedenog prostora u dužem vremenskom periodu. Ključne riječi : Bosna, Usora, granice, udiona zemlja, vojvoda Summary The above mentioned article gives a brief outline on the territorial- political organization and includes the northern Bosnian Usora countries in the Middle Ages. The paper clearly shows the disintegrative process as a result of distinct feudalization and strengthening of the nobility. As a result of these processes, when it comes to Usora, the process of further stratification of the above mentioned areas is presented, at the same time maintaining integrational relationships through institutions of the Duke of Usora. This paper gives not only a brief overview of the continuity PREGLED 133 of the development of political institutions, but also includes the terri - torial area mentioned in a longer period of time.
