MELVIN A. MATIBAG, PRESIDENT AND CEO, NATIONAL TRANSMISSION CORPORATION (TransCo), POWER CENTER, QUEZON AVENUE CORNER BIR ROAD, DILIMAN, QUEZON CITY 1101 TO CONDUCT FEASIBILITY STUDY FOR AN INTER-ISLAND CONNECTION OF VISAYAS GRID FROM THE GEOTHERMAL POWER PLANT IN LEYTE TO THE CAMOTES GROUP OF ISLANDS (VIA PONSON, PORO, AND PACIJAN ISLAND) WHEREAS, the Municipality of San Francisco and the entire Camotes Group of Islands has long been suffering the inadequacy of electric power supply ever since CELCO had started its operation until at present; WHEREAS, the inadequacy of electric power supply has worsen at present due to the increasing consumer population and the presence of several tourism establishments especially in the Municipality of San Francisco which has been considered already as one of the tourist destinations in the Province of Cebu and of Region 7; WHEREAS, the power supply in the Camotes Group of Islands is generated mainly by diesel power in which the capacity of the power plant is small for the consuming public, tourism establishments, electric consuming water cooperatives, and other establishments; WHEREAS, the power generation is so unstable and frequently stops due to the aging of the plant power generators that gives so much inconvenience to consumers and damages of their home appliances; WHEREAS, it is the great desire of the Local Government Unit of San Francisco that the Camotes Group of Islands could be supplied of electric power from the geothermal power plant in Leyte by constructing submarine cable and other transmission lines between the islands of Leyte and Camotes Islands, like what had been done in Bohol, which interconnect Bohol Island to national power grids, thereby contributing to the economic development of the island; WHEREAS, the Power Development Plan (1996–2005) included a plan to build an integrated grid connecting Luzon, Visayas, and Mindanao and, for that purpose, series of projects to connect the main islands was designed; WHEREAS, it is being hoped and prayed that the construction of submarine cable transmission lines between Leyte and Camotes Islands should be one of the major interconnection projects in Visayas, thereby, this August Body is requesting the National Transmission Corporation (TransCo), a government agency created under RA No. 9136, otherwise known as the Electric Power Industry Reform Act (EPIRA) of 2001, to consider Camotes Islands as one of the major interconnection projects in the Visayas, thus, should conduct feasibility study to see if the Camotes Group of Islands is eligible to avail the integrated grid specifically from the geothermal power plant from Leyte through construction of submarine cable transmission lines to Camotes Islands (via Ponson, Poro, and Pacijan Islands); WHEREAS, this August Body believes that the Camotes Group of Islands is very much eligible to avail the national power grid specifically from the geothermal power plant from Leyte for reasons that it is very near Leyte than from the latter to Bohol, and that Camotes Islands especially San Francisco is already one of the tourists destinations; WHEREAS, TransCo's assets are public assets and the National Grid Corporation of the Philippines (NGCP) is TransCo's concessionaire in the operation and maintenance of these public assets; WHEREAS, the LGU’s objective is to cope with the increase in power demand in the Islands and to ensure stable power supply by constructing a submarine cable and other transmission lines between the islands of Leyte and the Camotes Group of Islands (via Pon, Poro, and Pacijan Islands) which interconnect the latter to national power grids, thereby contributing to the economic development of Camotes; Resolution No. 107-2019 San Francisco, Cebu WHEREAS, this LGU had an initial discussion with the College of Engineering of the University of San Carlos, that the school will provide technical assistance and collaboration with LGU San Francisco for the conduct of feasibility studies, researches, and to identify interventions to address problems in electricity/energy. Now, therefore, on motion of Hon. Alan R. Arrojado duly seconded by Hon. Athen M. Arquillano and carried unanimously by the Members of the Sangguniang Bayan of San Francisco, Cebu presents and assembled, RESOLVED, to request ATTY. MELVIN A. MATIBAG, President and CEO, National Transmission Corporation (TransCo) to conduct feasibility study for an inter-island connection of Visayas Grid from Leyte to the Camotes Group of Islands (via Ponson, Poro, and Pacijan Island); FINALLY, to release a copy of this resolution to ATTY. MELVIN A. MATIBAG, President and CEO, National Transmission Corporation (TransCo), Power Center, Quezon Avenue Corner BIR Road, Diliman, Quezon City 1101, for information and appropriate action.
