Underbart, tänkte vi på våra kammare, vad vill vi lära oss? Vad ligger oss närmast om hjärtat? Vi gick och grubblade och rätt vad det var hade fyra av oss svaret: Musik! Där har vi det, vi har alla på olika sätt brunnit för musik. Självklart är det musik och förutsättningarna för musiklivet vi ska lära oss mer om. Det var alltså ett gemensamt intresse som förde oss samman och utifrån det började vi se oss om efter intres- santa resmål. Snart fick vi upp ögonen för Manchester, delvis genom att ledningsgruppen för Kulturverkstan varit där förut och delvis genom egen informationshämtning. Efter att ha läst lite om kultur- och musiklivet Manchester bestämde vi oss: Dit ska vi! BAKGRUND Presentation av projektet och dess förutsättningar Vårt intresse för projektet grundas på vår gemensamma bakgrund inom musikområdet och vår bild av att Manchester (England) kommit längre än Göteborg (Sverige) i forskning, arbete och allmän inställning till populärmusik(-kultur) som en positiv kraft i regional och nationell utveckling. Förarbetet har skett under pågående heltidsstudier och har därför inte kunnat utföras så djupgående och genomgripande som vi önskat. Rapportens huvuddel är därför kunskapsinhämtandet i Manchester och analys av den informationen. Syfte Projektets syfte är att ta del av den erfarenhet av skapande och utvecklande av förutsättningar för musikindu- stri och musikliv, ur sociala och ekonomiska perspektiv, som finns i Manchester, samt att belysa eventuella likheter och olikheter med arbeten i Göteborg. Vi skall även försöka skapa oss en bild av hur musikutövare i Manchester upplever insatserna för musiklivet i jämförelse med våra egna erfarenheter från Göteborg. Målsättning Kunskaperna vi inhämtar kommer att utveckla oss som projektledare inom arbeten med projekt rörande populärmusikfrågor. De kommer också att kunna användas rent praktiskt i skapande och/eller utveckling av projekt och undersökningar med denna inriktning i Göteborgregionen. Avgränsning Vi har avgränsat oss till att enbart undersöka insatser för, och dess effekter på, populärmusiklivet. Målgrupp Först och främst är projektet till för kunskapsinhämtning och kontaktskapande för deltagarna i gruppen men ska också vara en tillgång för Kulturverkstan, intressenter i Göteborg och Manchester och övriga med intresse för arbete/forskning inom detta område. I ett längre perspektiv kan arbetet vara en resurs i skapandet av bättre förutsättningar för musiklivet i Göteborg och Sverige. Arbetsform Arbete och ansvar under projektets gång har fördelats i gruppen med hänsyn till intresseområden och tidsaspekter. I gruppen har vi genomgripande arbetat med konsensus. Begreppsdefinition Innebörden av begreppen; populärmusik, kulturindustri och kreativ industri, som vi använder oss av är 3 definierade i Justin O’Connors rapporter: The cultural production sector in Manchester och The definition of ’Cultural Industries’. Eftersom populärmusik, enl. def., är den enda musikformen som kommer att belysas i denna rapport, kommer den hädanefter att hänvisas till som enbart musik. Musiklivet kommer hädanefter att användas övergripande för att sammanfatta musikindustrin, amatörutöv- ningen, relaterade utbildningar och riktade insatser inom dessa områden. Övriga begrepp och förkortningar finns förklarade i materialet som vi hänvisar till i källförteckningen. Metod Av gruppdiskussioner under förarbetet utgick vi från individuella visioner och kunde då göra en syftesformu- lering. Utifrån den bokade vi möten för att träffa personer i Göteborg med kunskaper inom, för projektet, relevanta områden – se kontaktnät – för att få en viss inblick i de insatser som görs i Göteborg. Dessa möten kretsade kring förhållanden och förutsättningar för musiklivet i Göteborg, och vilka kopplingar som kan göras till Manchester. Inför resan kunde vi då sammanställa ett visst antal frågor som intervjumall som sedan preciserades vid varje intervjutillfälle. Vi lade också tyngdpunkten på att införskaffa information och kunskaper om musiklivet i Manchester, för vi antog att man där arbetar för att främja musikindustrin. En stor del av förarbetet bestod i att knyta kontakter i Manchester. Vi höll en relativt tät E-postkontakt med de personer som vi sedan träffade och intervjuade under resan. Vi har också läst rapporter, informationsmate- rial och tidskrifter som vi fått av personer på Nätverkstan och Kulturverkstan. Vi sökte också information på Internet. Där fick vi t.ex. rapporter som vi använt oss av – se källförteckning. Dokumentation Allt material från projektet finns dokumenterat. Alla intervjuanteckningar, rapporter, projektplaneringar, scheman, mm finns arkiverade under ”Musikindustrin i Manchester 2000” i Kulturverkstans arkiv. För vår egen del finns även budget, dagbok och e-mail med respektive kontakter dokumenterade. FRÅGESTÄLLNING I projektets inledningsfas gick frågeställningen ut på att undersöka vår uppfattning om ett rikt musikliv i Manchester. Efter våra förundersökningar (se Metod) kom vi fram till att musiklivet i Manchester är av den omfattningen att en undersökning av detta kan vara ett relevant projekt. Utifrån denna ståndpunkt har vi arbetat fram följande frågeställning: • Vilka verksamheter i Manchester syftar till att direkt eller indirekt stödja, främja och utveckla musiklivet? - Hur/från vilka initiativ/varför har de uppstått? - Vad gör de nu och i framtiden? - Är detta arbete synligt? Ex. genom effekter. - Ekonomi och verksamhetsstruktur? - Vilka likheter och skillnader finns mellan insatser i Manchester och Göteborg? - Finns det tydliga modeller och strukturer inom verksamheterna som kan vara relevanta för utnyttjande inom eller utveckling av liknande arbeten i Göteborg? • För aktörerna gällde frågorna: - Om/hur de upplevt/tagit del av insatserna? - Vilken inverkan, om någon, de själva har? - Vilken syn/framtidsvision de har om musiklivet i Manchester? 4 RAPPORT Några förkortningar som kan vara till hjälp i läsningen: MCC Manchester City Council MIPC Manchester Institute for Popular Culture CIDS Creative Industries Development Service MCMN Manchester City Music Network MMF Music Managers Forum MBC Manchester Business Consortium MBTC Music Business Training Courses MMU Manchester Metropolitan University CCM City College Manchester M&NMM Music and New Media Management MUMA MUsik och Management (Göteborg) BRG Business Region Göteborg (Göteborg) Vi blev rätt snart efter att vi landat i Manchester varse om att staden är större än vi trott. I Manchester med omnejd, Greater Manchester, bor cirka 2.5 miljoner. Manchester är också en stor universitetsstad med 60 000 – 70 000 studenter, där motsvarande siffra i Göteborg är ca 36 000. Under våra möten i Manchester blev vi ofta påminda om Manchesters musik-, ekonomiska- och sociala historia. Kortfattat kan man säga att man i England redan för drygt tjugo år sedan såg musiken som en industri som kunde generera inkomster. Det tänkandet försvann mer eller mindre under Margret Thatchers regeringsår. Den perioden i Englands historia ledde delvis till att de som
