Buchanan on Bischof and Petschar, 'The Marshall Plan: Saving Europe, Rebuilding Austria'
H-Diplo Buchanan on Bischof and Petschar, 'The Marshall Plan: Saving Europe, Rebuilding Austria' Review published on Saturday, April 21, 2018 Günter Bischof, Hans Petschar. The Marshall Plan: Saving Europe, Rebuilding Austria. New Orleans: University of New Orleans Publishing, 2017. 336 pp. $49.95 (cloth), ISBN 978-1-60801-147-6. Reviewed by Andrew N. Buchanan (University of Vermont)Published on H-Diplo (April, 2018) Commissioned by Seth Offenbach (Bronx Community College, The City University of New York) Printable Version: http://www.h-net.org/reviews/showpdf.php?id=50939 The bibliographic details of this book should probably include its size (9.5” by 12”) and its weight (five pounds). This is a physically impressive book, and its sheer size, beautiful design, and lavish illustration suggest a work intended for display on coffee tables rather than use in academic studies. Yet the authors are both senior scholars of Austrian history and of the Marshall Plan in particular. Günter Bischof is the Marshall Plan Professor of History at the University of New Orleans and Hans Petschar is a historian and librarian at the Austrian National Library and the holder of the 2016-17 visiting Marshall Plan Chair at the University of New Orleans. Their credentials suggest that the authors have something more than a coffee table book in mind, and as it weaves its way through the pages of photographs their text offers a serious scholarly appreciation of the working of the Marshall Plan in Austria. Austria found itself in an ambiguous—not to say dangerous—position at the end of World War II. -
Did Anthropogeology Anticipate the Idea of the Anthropocene?

It was taken up by the Swiss geologist Heinrich Jäckli in 1972, and independently introduced again by the German geologist Rudolf Hohl in 1974. Their concept aimed at mitigating humankind’s geotechnical and ecological impact in the dimension of endogenic and exogenic geologic processes. In that context anthropogeology was defined as the scientific discipline of applied geology integrating sectors of geosciences, geography, juridical, political and economic sciences as well as sectors of engineering sciences. In 1979 the German geologist Werner Kasig newly defined anthropogeology as human dependency on geologic conditions, in particular focusing on building stone, aggregates, groundwater and mineral resources. The severe problems of environmental pollution since the 1980s and the political relevance of environmental protection led to the initiation of the discipline ‘environmental geosciences’, which – in contrast to anthropogeology – was and is taught at universities worldwide. Keywords Anthropocene, anthropogeology, engineering geology, environmental geology, mankind as geologic factor, prognosis, shift of paradigm, stakeholder The roots of anthropogeology: Humankind as a geologic factor Since the 1850s a number of scientists have become aware of the important role of humans in the present geologic cycle, and termed humankind as a geological and geomorphological force (Hamilton and Grinevald, 2015; Häusler Jr, 2016; Lewis and Maslin, 2015; Lowenthal, 2016, Steffen et al., 2007; Trachtenberg, 2015; Zalasiewicz et al., 2011). -
Specialists, Spies, “Special Settlers”, and Prisoners of War: Social Frictions in the Kuzbass (USSR), 1920–1950
IRSH 60 (2015), Special Issue, pp. 185–205 doi:10.1017/S0020859015000462 © 2015 Internationaal Instituut voor Sociale Geschiedenis Specialists, Spies, “Special Settlers”, and Prisoners of War: Social Frictions in the Kuzbass (USSR), 1920–1950 J ULIA L ANDAU Buchenwald Memorial 99427 Weimar-Buchenwald, Germany E-mail: [email protected] ABSTRACT: The Kuzbass coalmining region in western Siberia (Kuznetsk Basin) was explored, populated, and exploited under Stalin’s rule. Struggling to offset a high labour turnover, the local state-run coal company enrolled deportees from other regions of Russia and Siberia, who were controlled by the secret police (OGPU). These workers shared a common experience in having been forcibly separated from their place of origin. At the same time, foreigners were recruited from abroad as experts and offered a privileged position. In the years of the Great Terror (1936−1938) both groups were persecuted, as they were regarded by the state as disloyal and suspicious. After the war, foreigners were recruited in large numbers as prisoners of war. Thus, migrants, foreigners, and deportees from other regions and countries constituted a significant part of the workforce in the Kuzbass, while their status constantly shifted due to economic needs and repressive politics. From the beginning of the twentieth century, after the building of the Trans- Siberian Railway, the economic resources of Siberia became the subject of political consideration and planning efforts by the Russian and later the Soviet state. The Kuzbass region in western Siberia amazed Soviet planners with its vast supply of very high-quality coal – the layers of coal measuring from 1.5 to 20 metres.1 The content of ash (about 10 per cent) and sulphur (between 0.4 and 0.7 per cent) was comparatively low. -

Statement of the Director General to the 21St Session of the General Conference of the IAEA
Statement of the Director General to the 21st Session of the General Conference of the IAEA INTRODUCTORY REMARKS May I first express our warmest thanks to President Kirchschlager for his kindness in joining us today to celebrate the twentieth anniversary of the International Atomic Energy Agency and for his thoughtful statement. His interest in and support for the Agency is evidenced by the fact that this is the second time this year that he has assisted in opening one of our meetings, the previous occasion being the Salzburg Conference in May. I would also like to convey through him to the Government and people of Austria and to the City of Vienna our sincere appreciation for the twenty years of generous and unfailing hospitality and understanding that the Agency has enjoyed in the city and in this country. I would like to thank the President of the National Council, Mr. Anton Benya, and the Minister for Foreign Affairs, Dr. Willibald Pahr, for honouring this conference with their presence. The founders of the Agency showed wisdom not only in the far-sighted provisions of the Agency's Statute but also in the selection of Vienna as the permanent headquarters of the Agency, a choice which has encouraged other United Nations organizations to come here, such as our sister organization UN I DO, and which I hope will be followed by many more. I should like to extend a special welcome to our guests of honour, each of whom has played a significant role in the history of the Agency. These include: Ambassador G.P. -

Peter Black Odilo Globocnik, Nazi Eastern Policy, and the Implementation of the Final Solution
www.doew.at – Dokumentationsarchiv des österreichischen Widerstandes (Hrsg.), Forschungen zum Natio- nalsozialismus und dessen Nachwirkungen in Österreich. Festschrift für Brigitte Bailer, Wien 2012 91 Peter Black Odilo Globocnik, Nazi Eastern Policy, and the Implementation of the Final Solution During the spring of 1943, while on an inspection tour of occupied Poland that included a briefing on the annihilation of the Polish Jews, SS Personnel Main Office chief Maximilian von Herff characterized Lublin District SS and Police Leader and SS-Gruppenführer Odilo Globocnik, in the following way: “A man fully charged with all possible light and dark sides. Little concerned with ap- pearances, fanatically obsessed with the task, [he] engages himself to the limit without concern for health or superficial recognition. His energy drives him of- ten to breach existing boundaries and to forget the boundaries established for him within the [SS-] Order – not out of personal ambition, but much more for the sake of his obsession with the matter at hand. His success speaks unconditionally for him.”1 Von Herff’s analysis of Globocnik’s reflected a consistent pattern in the ca- reer of the Nazi Party organizer and SS officer, who characteristically atoned for his transgressions of the National Socialist code of behavior by fanatical pursuit and implementation of core Nazi goals.2 Globocnik was born to Austro-Croat parents on April 21, 1904 in multina- tional Trieste, then the principal seaport of the Habsburg Monarchy. His father’s family had come from Neumarkt (Tržič), in Slovenia. Franz Globocnik served as a Habsburg cavalry lieutenant and later a senior postal official; he died of pneumonia on December 1, 1919. -

The Ends of Four Big Inflations
This PDF is a selection from an out-of-print volume from the National Bureau of Economic Research Volume Title: Inflation: Causes and Effects Volume Author/Editor: Robert E. Hall Volume Publisher: University of Chicago Press Volume ISBN: 0-226-31323-9 Volume URL: http://www.nber.org/books/hall82-1 Publication Date: 1982 Chapter Title: The Ends of Four Big Inflations Chapter Author: Thomas J. Sargent Chapter URL: http://www.nber.org/chapters/c11452 Chapter pages in book: (p. 41 - 98) The Ends of Four Big Inflations Thomas J. Sargent 2.1 Introduction Since the middle 1960s, many Western economies have experienced persistent and growing rates of inflation. Some prominent economists and statesmen have become convinced that this inflation has a stubborn, self-sustaining momentum and that either it simply is not susceptible to cure by conventional measures of monetary and fiscal restraint or, in terms of the consequent widespread and sustained unemployment, the cost of eradicating inflation by monetary and fiscal measures would be prohibitively high. It is often claimed that there is an underlying rate of inflation which responds slowly, if at all, to restrictive monetary and fiscal measures.1 Evidently, this underlying rate of inflation is the rate of inflation that firms and workers have come to expect will prevail in the future. There is momentum in this process because firms and workers supposedly form their expectations by extrapolating past rates of inflation into the future. If this is true, the years from the middle 1960s to the early 1980s have left firms and workers with a legacy of high expected rates of inflation which promise to respond only slowly, if at all, to restrictive monetary and fiscal policy actions. -
