EAST HORSLEY PARISH COUNCIL NEWSLETTER www.easthorsley.info 3 SPRING 2019 The Horsley Accessible Ring Trail THE ACCESSIBILITY Committee of Horsley (ACH) has been working on a project to provide a safe off-road pathway, known as The Horsley Accessible Ring Trail (HART) since 2005. The route would offer an excellent alternative to using roads and pavements and provide access to 380 acres of countryside. It would especially enhance the quality of life of elderly residents and those living with mobility handicaps as well as families, dog walkers, cyclists, joggers and many others. Residents have come together several times to advocate this project. They have secured the support of County Council (SCC), East Horsley Parish Council (EHPC), Parish Council, Roxburghe Trust, Natural , Horsley Countryside Preservation Society and Disabled Ramblers. The route gives access to Place Farm which has confirmed that it will honour Rights of Way and Permissive Routes relating to its property. Unfortunately, there is a break in the route, behind St Martin’s Court, where a short path owned by Guildford Borough Council (GBC) links two public pathways. Until recently GBC has shown little interest in maintaining a dialogue with ACH and has thwarted three official petitions, the first of which was initiated by Peter Hattersley in 2005. However, after a presentation by ACH to EHPC in January, Councillors Jenny Wicks and David Reeve pledged to take action on the petition and an onsite meeting was attended by SCC Councillor Julie Iles and Siobhan Rumble, GBC Landlord Services Manager. Subsequently Ms Rumble met with St Martin’s Court representatives to hear their concerns and a further meeting for ACH to address these is to be arranged. However, recently the status of the hall has changed to that of a Charitable Incorporated Organisation. Ash Patel – Horsley Village Stores We need people to shop locally if we are to survive. Online trading is the biggest threat to our local stores and our turnover has dropped considerably. If there’s a product that people require, let me know and I’ll stock it and we can offer home delivery. Otherwise our biggest cost is the rent – our landlords just don’t understand how difficult it is to trade right now.

Terri Wood – Daisy Maison The village community is very supportive, and they do want their shops to be successful. Business rates are an issue for local businesses and this is something that the government has addressed but they haven’t gone far enough. It’s very difficult for small businesses to compete with the online giants. Car parking is also a major issue for us; on days when the village is busy, if people can’t park they drive away.

I am sure our business has been affected to some extent by online trading but to be honest we’ve got busier in recent years. People buy their TVs online but, because of the service we offer, we’ve been doing well with the white goods like washing machines and tumble dryers.

Roshini Rammeash – Post Office We are encouraged by all the support from the village but it’s difficult to survive as a Post Office. It is in fact the shop that has to make the money to keep us afloat. If each family spent just £5 a week locally it would make a huge difference to the village businesses. Our retailers are under intense pressure and losing more stores would be damaging to our community.

Robin Johnston – Quaich The biggest challenge for us is business rates – it’s just a tax for nothing. If the money was being used locally that would be different. If you took away the business rates, many more small businesses would become viable. We need to become a destination with niche businesses. Easy parking would help along with creating a nice environment to attract individual specialist shops. People used to come for the banks but now we need something else to attract footfall.

Rahim Uddin – Kirthon Ripley is probably one of the best villages in England, it’s really buzzing. My friends own the Curry Garden and they’re doing great business. The reason is that that Ripley has pubs and other restaurants. Here in the heart of East Horsley, there’s only me. If there was a pub or more restaurants open in the evening it would bring more people in. The loss of the cashpoint is another big blow because people haven’t got a reason to come to the village anymore.

Marie Fletcher – Headquarters Our business is going really well. We have great support from local people. Personally I’d like to see more events going on in the village. We have the Christmas Fair which works really well. How about a summer fair or events where traders can set up stalls, something that would bring a little more excitement into the village centre. We’ve got a great village but there’s not enough variation in what we have here shopwise, we desperately need a greengrocer and a proper deli.
