Multiculturalism and egalitarianism are two approaches that have long been discussed in all of these fields and implemented in various contexts. The success of policies that seem to be associated with these two approaches, however, has varied from one case to another. This study asks if failures of these approaches have anything to do with the contexts in which they take place. If so, what is the context in which these approaches prove to be futile? Theorists themselves explain aspects of an ideal context under which their theories can become fruitful. These ideal contexts and circumstances are, however, unrealistic; and their assumptions about the nature of social relationships do not always correspond with the reality. This study aims to find a more reliable criterion to assess the applicability of multiculturalism and egalitarianism. The thesis explains the relationship between national minorities and the state through a phenomenological paradigm. In this paradigm national minorities, the thesis argues, vary according to the state nationalisms they have experienced in the past. The thesis analyses the relational nature of minority and state nationalisms from this inter-subjective perspective. Within this framework, this study posits the hypothesis that multiculturalism and egalitarianism cannot produce viable solutions to the problems of national minorities who were persistently exposed to the policies of forced assimilation and civic state nationalism. The study reveals that a certain strand of multiculturalism that is ethnocentric cannot come to terms with such national minorities under the integrationist civic state nationalism because, from an inter-subjective perspective, the boundaries between the majority and the minority communities in this context are more fluid and diverse than they would otherwise have been. In such cases, resorting to ethno-centric multiculturalism and promoting the ‘authentic’ ethnic identities hampers the very diversity it seeks to promote. The thesis suggests that difference- blind egalitarianism is equally problematic in such cases because it cannot come to terms with the systematic injustice and the concomitant conflict that the policies of forced assimilation have created. As such its implementation weakens the very equality it seeks to promote. In order to explore and test this hypothesis, the dissertation makes use of a single in-depth case study of Turkey. In the period of candidacy for accession to the EU, Turkey is currently experimenting with ethno- centric multiculturalism to accommodate its Kurdish population more equitably. In Turkey, however, neither the contemporary discourse of ethno-centric multiculturalism nor the historical implementation of difference-blind egalitarianism seems to be a viable option from a liberal perspective. Observing the reasons for this failure enables the reader to develop a new insight to identify the cases where those theoretical perspectives could be more successful. Mindful of the fact that generalizing from a single case study is difficult, the case of Turkey will also be situated within a study of comparative cases to test the consistency of the hypothesis in this dissertation. 3 Acknowledgements I would like to express my sincere gratitude to my supervisors, Chandran Kukathas and John Hutchinson, for their guidance and unfaltering support. It is more than pious tribute to the great scholar whom we commemorate today that makes me begin with Ernest Gellner. For Gellner’s influential thinking on nationalism, and specifically of its modernity, is central to the question I wish to consider, the relation between nation and empire, and between imperial and national identity. For Gellner, as for many other commentators, nation and empire were and are antithetical. The great empires of the past belonged to the species of the ‘agro-literate’ society, whose central fact is that ‘almost everything in it militates against the definition of political units in terms of cultural bound- aries’ (Gellner 1983: 11; see also Gellner 1998: 14–24). Power and culture go their separate ways. The political form of empire encloses a vastly differ- entiated and internally hierarchical society in which the cosmopolitan culture of the rulers differs sharply from the myriad local cultures of the subordinate strata. Modern empires, such as the Soviet empire, continue this pattern of disjuncture between the dominant culture of the elites and the national or ethnic cultures of the constituent parts. Nationalism, argues Gellner, closes the gap. It insists that the only legitimate political unit is one in which rulers and ruled share the same culture. Its ideal is one state, one culture. Or, to put it another way, its ideal is the national or the ‘nation-state’, since it conceives of the nation essentially in terms of a shared culture linking all members.

Signature 2 To the five Albanian families for opening their homes and sharing their stories with me. 3 Abstract My research explores the dialectical relationship between identity and the conceptualisation/creation of history and heritage in migration by studying a socially excluded group in Greece, that of Albanian families. Even though the Albanian community has more than twenty years of presence in the country, its stories, often invested with otherness, remain hidden in the Greek ‘mono-cultural’ landscape. In opposition to these stigmatising discourses, my study draws on movements democratising the past and calling for engagements from below by endorsing the socially constructed nature of identity and the denationalisation of memory. A nine-month fieldwork with five Albanian families took place in their domestic and neighbourhood settings in the areas of Athens and Piraeus. Based on critical ethnography, data collection was derived from participant observation, conversational interviews and participatory techniques. From an individual and family group point of view the notion of habitus led to diverse conceptions of ethnic identity, taking transnational dimensions in families’ literal and metaphorical back- and-forth movements between Greece and Albania.

This piece was first presented at the LSE IDEAS post Brexit vote event. When in 2013 David Cameron committed to calling an in/out referendum, he declared: “It is time to settle this European question in British politics.” But, in his wide-ranging speech he failed to identify or narrow down what the actual question was. The wording of the actual question asked last week might have seemed clear enough. But that last week’s vote to leave the EU has thrown up more questions than answers points to how the issue of Europe in British politics is a multifaceted one, especially in three areas: party politics, the constitution and identity politics. The referendum result has thrown both the Conservative and Labour parties into a turmoil that has shaken their leadership and put MPs at odds with the people they represent: While the majority of MPs favoured remaining in the EU, 37 per cent of Labour voters and 58 per cent of Conservative voters opted to leave. For the Conservative party, this now risks shouts of betrayal if, as we’ve seen hints of with Boris Johnson’s position in the past few days, the UK now seeks a deal with the EU that – as the Eurosceptic press are likely to describe it – scuppers, thwarts or betrays what some Leave voters thought they were voting for.

    Party Politics in the Western Balkans Edited by Věra Stojarová and Peter Emerson 2 Legacy of communist and socialist parties in the Western Balkans Věra Stojarová As Ishiyama and Bozóki note, the development of communist successor parties1 in post- communist politics has had an important effect upon the development of democracy (Bozóki and Ishiyama 2002: 393). In some countries the communist party was outlawed; in many cases it was transformed into a party of a socialist or social democratic character; elsewhere, the communist party began to take part in the democratic process, which led to varying results; in some cases, the party transformed itself into a classic socialist or social democratic party; while in other cases it retained a communist ideology. As the literature reveals, the type of the regime, the modus of transition, the manner of financing political parties, the organisation of the parties, as well as the whole political context, all matter. Ishiyama suggests that the patrimonial communist regime (as in Serbia) produced communist successor parties which had to distinguish themselves from the previous communist system and hence turned towards nationalism, while in a national- consensus regime (Slovenia, Croatia), the successor parties developed policies that divorced the party from the past, and led to the emergence of a social democratic identity (Ishiyama 1998: 81–2). Nevertheless, the application of the above- mentioned theory reveals the exceptionality of the Western Balkan countries. In Bosnia and Herzegovina, the ethnic structure and the different goals of the three ethnicities had a great impact on the formation of political parties, which were mainly based on ethnic grounds, and left little space to the parties with a social democratic orientation.
