The arrangement of Nulias for 24x7 have been made for safety of tourist.200 Disaster Management volunteers have been trained under ―Aapda Mitra Scheme‖ for eleven(11) Blocks,43 nos Multi-Purpose Cyclone Shelters(PMNRF-15,NCRMP-28) have also been constructed to provide shelter for people and cattle during any emergency need. Basic training for selected volunteers(@10 for each Block and @5 for Each GP) have also been started for strengthening the Disaster Management group at each level.A group of 20 nos of Disaster Management volunteers in our district have also been provided modern divers training at Kalyani. -

KRISHNA TISSUES PVT. LTD. (hereinafter referred as KTPL) operates its coated duplex board manufacturing unit at Vill. – Madari, P. O. – Barunda, P. S. – Bagnan, Dist. – Howrah using waste paper as raw material through hydro pulping process. WHEREAS, KTPL was granted “Consent-to-Establish” by the WEST BENGAL POLLUTION CONTROL BOARD (hereinafter referred as the Board) with the condition that the unit should treat the wastewater adequately in an effluent treatment plant comprising of primary and secondary clarifier, aerated lagoons and polishing lagoon. The machine backwater should be treated through a DAF clarifier for recovery of fibers before being recycled back to the process. WHEREAS, KTPL started operating without commissioning the fiber recovery unit. WHEREAS, since the industry started its operation, the Board is receiving complaints alleging discharge of effluent from the unit contaminating the receiving water body adjacent to Ghoraghata Railway Station which is linked to abadi canals and irrigation canals and are reported to be used for irrigation in agricultural field, flouriculture, psiciculture and bathing purpose by the local residents. WHEREAS, the Board’s monitoring in May and July, 2009 clearly revealed that the water of the receiving water body (Railway nayanjuli/canal) is heavily contaminated by the discharge of liquid effluent of the industry beyond any human use. -

ISSUES FOR CONSULTATION Q1. Do you agree that flexibility available to broadcasters to give discount on sum of a-la-carte channels forming part of bouquets has been misused to push their channels to consumers? Please suggest remedial measures. Ans. Prior to the NTO the sub base which existed has reduced about to 25% to 30% across India. Since, NTO came with the regulation where customer was provided option to choose their own choice of channel or bouquet which they were not in habituation. Thus, we recommend a fix capping of discount of 50% instead of 15%. The customer who are opting for individual alacarte channels are slowly migrating to bouquets where customer is getting almost all the channels of different genres of a broadcaster within their affordability. Q2. Do you feel that some broadcasters by indulging in heavy discounting of bouquets by taking advantage of non- implementation of 15% cap on discount, have created a non-level field vis-a-vis other broadcaster? These physio-geographic factors consist of (i) Physiography; (ii) Geological strui;ture; (iii) Forest coverage; (iv) Climatic conditions and (v) Soils. The sub"micro regions Yare delineated within the district keeping in view the above physio-geographic factors. The regi.onal boundaries delineated earlier at different levels are retained as such.
