No.-03228-263098, Fax No.:– 03228–263500 Email address: [email protected] Email address: [email protected] Foreword Purba Medinipur district is situated in the southern part of the state of West Bengal.Total geographical area covered by the district is 4713 sq Km.This district extended from 22031‘ North to 21038‘ North latitude and from 88012‘ East to 87027‘ East longitudes. This District has a Multi-Hazard geographical phenomenon having a large area falls under Bay of Bengal Coastal Zone. Digha,Mandarmoni,Shankarpur and Tajpur are the important tourist spots where a huge numbers of tourists come regularly.To ensure the safety and security of tourist involving all stakeholders is also a challenge of our District. The arrangement of Nulias for 24x7 have been made for safety of tourist.200 Disaster Management volunteers have been trained under ―Aapda Mitra Scheme‖ for eleven(11) Blocks,43 nos Multi-Purpose Cyclone Shelters(PMNRF-15,NCRMP-28) have also been constructed to provide shelter for people and cattle during any emergency need. Basic training for selected volunteers(@10 for each Block and @5 for Each GP) have also been started for strengthening the Disaster Management group at each level.A group of 20 nos of Disaster Management volunteers in our district have also been provided modern divers training at Kalyani. All these development have also been well documented in this booklet for enhancing the capacity of all stakeholders for responding during any emergency. Regular arrangement of workshops, seminars and conduct of Mock exercise are also our main focused area where the community can be participated and played a major role for reducing the impact of disaster risk among the community. Considering all the aforesaid issues in mind we felt there was a need to have a well-documented District Disaster Management Multi-Hazards and Response Plan for our district under the guideline of National Disaster Management Authority.Relevent details in connection with the Disaster Management Exercise involving all stake holders have been incorporated in this booklet.The Disaster Management plan will be the basis to establish policies and procedure for assuring maximum and efficient utilization of all resources of the District with a view to minimize the loss of property,life and injury to the population. We hope this booklet will serve as ready reckoner in the event of any disaster for real time communication of vital information in between the affected persons and the rescue, relief providers,District Administration etc.The steps enumerated in the booklet may help in reducing the damages to life and property of the affected population in the event of any disaster. Inundation Map Annexure 2 Block Disaster Management Plan 179-229 Annexure 3 Details of Mela 230-249 Details of Petrol Pump Standard Operating Procedure of South Eastern Railways List of Heritage Site District Vulnerability Analysis Crowd Management Plan 4 5 Chapter -1 INTRODUCTION: AIMS: The purpose of preparing Multi – Hazard District Disaster Management Plan is – a) To ascertain the status of existing resources and facilities available with the various agencies involved in the management of disaster in the District. b) To assess their adequacies and short falls if any in providing a multi- disaster response. c) To suggest institutional strengthening, technology support, up gradation of information system and data management for improving the quality of administrative responses to disaster at the district level and finally, d) To evolve Multi Hazard District Disaster Management Plan as an effective managerial tool. 1.2: OBJECTIVE: In the absence of a defined plan response to a disaster would be arbitrary leading to over emphasis of some actions or other actions, which would be critical. Moreover, due to absence of a defined response structure and responsibilities allocations there would be mismanagement of resources and overlap of actions among various agencies, which may exacerbate the situation there by compounding the disaster effect. A formal planning for managing disaster is therefore necessary to ensure minimize of hardship. This can be achieved only through: - a) Preplanning a proper sequence of response actions b) Allocation of responsibilities to the participating agencies c) Effective management of resources, and d) Developing codes and standard operating procedures for smooth coordination between various departments and relief agencies involved. The objectives of any Multi Hazard District Disaster Management Plan should be to localize a disaster and to the maximum extent possible contain it so as to minimize the impact on life, the environment and property. 1.3: Authority for DDMP: Disaster Management Act 2005 (DM Act) As per instruction from Joint Secretary, State Disaster Management Department Govt. of West Bengal Kolkata for prepare Multi – Hazard District Disaster Management Plan, The District Disaster Management Committee, Purba Medinipur takes the initiative to up date the Multi – Hazard District Disaster Management Plan, of Purba Mediniapur district. It also works as a source book as well as an inventory to coordinate the activities at the district level before, during and after disasters. The plan is the yield of efforts put in by various departments and organizations. It serves as the base document to take up measure to mitigate disasters of various natures by the government at the district level. OBJECTIVE : The objective of District Multi-Hazard Disaster Management Plan is to formulate an inter-sectoral plan at the district level to create preparedness and mitigate disasters of different natures in a convergent manner. Stakeholders : The District Disaster Management Committee, Birbhum takes the initiative to prepare and update the District Multi-Hazard Disaster Management Plan of Birbhum district. The Disaster Management Department, Birbhum carries out the secretarial activities and mans the Emergency Operation Centre (EOC) during disasters. District Administration(civil), District Administration(police), Block administrations, all line departments like Health, Irrigation, WBSEDCL, PHE, PWD(Roads), Agriculture, Horticulture, Sericulture, Animal Resource Department, Fisheries Department are the stakeholders. Considering the need of meticulous planning, necessary care has been taken by all concerned to achieve the desired growth rate through exploiting all the potential areas of each & every sector situated in all the corners of the district. Purba Medinipur district is surrounded by the Bay of Bengal & Balasore district of Orissa state in its south, Paschim Medinipur in its West, Howrah district in the north and South 24-Parganas in the East. The district is geographically located between 210 36` to 22 0 57`N latitude and 86 0 33` to 88 0 12`E longitude. There are 4 sub-divisions namely Tamluk, Haldia, Kanthi & Egra & 25 blocks from the Administrative point of view whereas to look after the Agricultural Department Activities, there exists only 3 sub-divisional Agricultural offices. Entire Haldia sub-division is under Tamluk sub-divisional Agriculture office. Besides, two Blocks, namely Potashpur & Khejuri have not been divided for Agricultural Development purposes, although both of these two Blocks have been divided for Administrative purpose. Thus, Agricultural Development Activities is certainly being hampered to a limited extent.
