Leeker First published on 11 August 2008, last updated on 24 August 2015 I) At the times of CAT Since early 1951, a CAT C-47, mostly flown by James B. McGovern, was permanently based at Saigon1 to transport supplies within Vietnam for the US Special Technical and Economic Mission, and during the early fifties, American military and economic assistance to Indochina even increased. “In the fall of 1951, CAT did obtain a contract to fly in support of the Economic Aid Mission in FIC [= French Indochina]. McGovern was assigned to this duty from September 1951 to April 1953. He flew a C-47 (B-813 in the beginning) throughout FIC: Saigon, Hanoi, Phnom Penh, Vientiane, Nhatrang, Haiphong, etc., averaging about 75 hours a month. This was almost entirely overt flying.”2 CAT’s next operations in Vietnam were Squaw I and Squaw II, the missions flown out of Hanoi in support of the French garrison at Dien Bien Phu in 1953/4, using USAF C-119s painted in the colors of the French Air Force; but they are described in the file “Working in Remote Countries: CAT in New Zealand, Thailand-Burma, French Indochina, Guatemala, and Indonesia”. Between mid-May and mid-August 54, the CAT C-119s continued dropping supplies to isolated French outposts and landed loads throughout Vietnam. When the Communists incited riots throughout the country, CAT flew ammunition and other supplies from Hanoi to Saigon, and brought in tear gas from Okinawa in August.3 Between 12 and 14 June 54, CAT captain

Marino Millersville University, 2018 Millersville, Pennsylvania Directed by Dr. John McLarnon This thesis uses government documents, oral histories, and secondary sources to explore changes in the Kennedy administration’s Vietnam policy to determine the factors that contributed to the decision to support a coup d’état in 1963 that overthrew the President of the Republic of Vietnam and subsequently led to his assassination. The thesis specifically looks to connect administrative changes in organization and personnel to changes in policy that ultimately determined the fate of the Ngo Dinh Diem regime. In general, this thesis reveals that rejection of military intervention led to the adoption of a kind of political aggression that envisioned covert regime change as an acceptable alternative to the use of combat troops.

Editorial Note In CIA telegram [document number not declassified] from Saigon, October 23, Lodge reported that he had talked with Harkins on the afternoon of October 23 about the U.S. approach to coup planning against Diem. Harkins confirmed that in his conversation with General Don on October 22 he had warned Don of Colonel Khuong’s approach to one of his Military Assistance Command officers. (See Document 206.) According to Lodge, Harkins stated. that his purpose in offering Don the warning was to discourage Vietnamese military officers from approaching U.S. officers on political matters. Lodge stated that he reminded Harkins of the guidance on coup planning that Washington had sent. (Document 192) Harkins responded, according to Lodge, that he understood this guidance to mean that the United States did not favor a coup. Lodge countered as follows: “I explained that while it was true that the USG did not desire to initiate a coup, we had instructions from the highest levels not to thwart any change of government which gives promises of increasing the effectiveness of the military effort, insuring popular support to win the war, and improving working relations with the U.S. , . General Harkins expressed regret if he had inadvertently upset any delicate arrangements in progress and added that he would inform General Don that his remarks of 22 October did not convey official USG thinking.” (Kennedy Library, National Security Files, Vietnam Coun- try Series, CIA Reports; ellipsis in the text of the telegram) Don was understandably concerned about the differing signals on coup planning which he was receiving from Harkins and Conein.

    RECREATION I found it awfully difficult to think of recreation in this war zone. American and Vietnamese soldiers were being killed daily and the VC never seemed to take it easy. Along with increased emphasis on pacification, came reorganization plans and a steady flow of new senior managers. We field officers were summoned to Saigon, usually on Saturday afternoons, to weigh in on new ideas and meet new arrivals. This provided field officers a chance to get together on Saturday nights where we exchanged experiences. Some were unreal. Bob Simon, now assigned to Muc Hoa , was really funny. Apparently, the whole province was under VC control except the 1,000 yards where Bob and the Province Chief resided. One of his nearby RD teams had been overrun one day and Bob debriefed his interpreter to determine what had happened. Bob said the conversation went something like this: Bob. “What happened?" "All dead, all dead." "Whole RD team?” Reply. “Yes, Yes, All dead." "Now calm down. Did any team members survive?" " Yes, Yes, “How many survived." “Yes, Yes." "I'm asking about the number?" “Many VC, all dead." At that point Bob jumped into his jeep, drove to the hamlet with another interpreter and investigated the incident Casualties were 20 RD cadre killed and six wounded. The rest survived. "At least it wasn't that bad in Bien Hoa," I thought Tales like Bob’s were common. One Saturday night Bill Wadkins and I were invited to Tet (Vietnamese New Year) party in Saigon. I looked and felt terrible. I had come in from a two-day operation and felt hungry and tired, but went anyway.
