GENDER PROGRAMMATIC REVIEW Sudan Country Office This independent Gender Review of the Country Programme of Cooperation Sudan-UNICEF 2013- 2017 is completed by the International Consultant: Mr Nagui Demian based in Canada matic Review UNICEF Sudan: Gender Programmatic Review Khartoum 7 July, 2017 FOREWORD The UNICEF Representative in Sudan, is pleased to present and communi- cate the final and comprehensive report of an independent gender pro- grammatic review for the country programme cycle 2013 – 2017. This review provides sounds evidence towards the progress made in Sudan in mainstreaming Gender-Based Programming and Accountability and measures the progress achieved in addressing gender inequalities. This ana- lytical report will serve as beneficial baseline for the Government, UNICEF and partners, among other stakeholders, to shape better design and priori- tisation of gender-sensitive strategies and approaches of the new country programme of cooperation 2018-2021 that will accelerate contributions to positive changes towards Goal 5 of the Sustainable Development Goals (SDGs) on gender equality in Sudan. The objective of the gender review was to assess the extent to which UNICEF and partners have focused on gender-sensitive programming in terms of the priorities of the Sudan’s Country Programme, financial invest- ments, key results, lessons learnt and challenges vis-à-vis the four global priorities of UNICEF’s Gender Action Plan 2014-2017. We thank all sector line ministries at federal and state levels, UN agencies, local authorities, communities and our wide range of partners for their roles during the implementation of this review. In light of the above, we encourage all policy makers, UN agencies and de- velopment partners to join efforts to ensure better design and prioritisation of gender-sensitive strategies and approaches that will accelerate the posi- tive changes towards the Goal 5 of the SDGs and national priorities related to gender equality in Sudan. -

Spotlight on Sudan
REGIONAL PROGRAM POLITICAL DIALOGUE SOUTH MEDITERRANEAN FOREWORD At the crossroads between Sub-Saharan Africa, North Africa and the Arabian Peninsula, Sudan is keeping pace with the political developments of the entire region. Yet, little studied, the country is not very visible to research institutions and think tanks due to difficult access to information. The recent developments that have brought Sudan to the forefront have also highlighted the extent to which this country of 42 million inhabitants has its destiny linked to the countries on the southern Mediterranean. Indeed, from the sending of Sudanese militiamen to Libya to the discussions on normalization with Israel through the numerous transactions with the Egyptian neighbor, Sudan is a country that impacts the southern Mediterranean in a deep and constant way. Furthermore, in addition to the internal ongoing conflicts, Sudan has found itself in the middle of the Nile river dispute between Ethiopia and its north African neighbor Egypt. Faced with this, and following a common reflection, the Regional Program Political Dialogue South Mediterranean of the Konrad-Adenauer-Stiftung decided to open its geographical scope to Sudan and develop more knowledge about this country through various events and programs. SPOTLIGHT ON SUDAN In this sense, our regional program elaborated this study striving to highlight the recent developments in Sudan, its impact on the country’s neighbors and the geopolitical situation. Please find below a brief update of developments pertaining to the main concerns of REDRESS and the African Centre for Justice and Peace Studies (ACJPS) in relation to the state party’s implementation of the International Covenant on Economic, Social and Cultural Rights (ICESCR). 1 I. Renewed conflict, ongoing human rights violations and impunity The situation in Sudan since 2000, when the Committee on Economic, Social and Cultural Rights last considered a report by the State party,1 has been marked by considerable developments and changes, including the adoption of the Comprehensive Peace Agreement in 2005, the Interim National Constitution in 2005 and the independence of South Sudan in 2011. Nonetheless, most of the concerns identified in the Committee’s concluding observations of 2000 have not been adequately addressed, and several new issues of concern have arisen since. The situation in Sudan continues to be characterised by ongoing human rights violations, armed conflict, impunity and a weak rule of law. Lack of democracy, marginalisation (of the periphery and of groups within Sudan, particularly women) and weak governance are among the key factors that have contributed to this systemic crisis. -

The Sudanese Network for Democratic Elections (SuNDE) and the Sudanese Group for Democracy and Elections (SuGDE) Preliminary Statement on the 2011 Southern Sudan Referendum Processes January 20 2011 EXECUTIVE SUMMARY The Southern Sudan referendum allowed the free expression of the will of the people for self- determination. Turnout was massive, in a peaceful environment, and administrative procedures met national legal requirements in an atmosphere of respect and cooperation. Though the counting and tabulation stages of the referendum have yet to be completed and the final results are still awaited, our observation showed that voter participation far exceeded the required 60 percent threshold and indicated that the final official referendum results will show that people chose a peaceful secession. While there were important shortcomings, noted below, none of the shortcomings undermine the credibility of the referendum process. SuNDE and SuGDE congratulate our fellow citizens in the South and North for this historic accomplishment. We express our appreciation to the referendum officials and government and political leaders of Sudan and acknowledge the support of the international community. We hope and expect that in the immediate period ahead in completing the CPA’s agreements, throughout the transition process and beyond that the peoples of Sudan will continue to cooperate peacefully. Several recommendations concerning improving electoral, referendum and political processes are offered at the conclusion of this preliminary statement, following a factually based report of our observations. INTRODUCTION The Sudanese Network for Democratic Elections (SuNDE) is a coalition of over 75 civil society organizations based in all ten States of Southern Sudan whose objective is to promote and protect citizens’ participation in electoral and democratic processes.
