Strümpfel - Technische Universität Berlin Institute of Aeronautics and Astronautics, Chair of Flight Guidance and Air Transport Marchstr. 12, 10587 Berlin, Germany [email protected] [email protected] Abstract Since the civil air transportation sector has been growing significantly, with an increase not only in number of flights, but also with regards to their environmental impact, emissions have been growing to the same degree. Residents in areas around airports are therefore exposed to an increasing strain of noise pollution. Past scientific research has identified large potential through the implementation of operational noise abatement procedures. The following paper will present a case study concerning noise abatement procedures during departure flight phase as a measure to reduce aircraft noise. The study was conducted on behalf of the aircraft noise commission council of Berlin-Tegel airport. The main objective of this research was to assess whether the reduction of aircraft noise pollution can be achieved by noise abatement procedures, which are specifically adapted for the purpose of night-flights. Therefore, regular domestic overnight airmail flights were conducted as test flights between Berlin-Tegel airport and Stuttgart-Echterdingen airport. Those flights, which were performed from August 2016 to May 2017, qualify perfectly for this study, due to their specific schedule and uniform testing environment combined with a higher general focus on night-time noise immissions. In order to develop sustainable operational procedures for aircraft noise reduction, a holistic approach is nec- essary.

II) From the airport to Halle There are several airports in Germany and you could select one among four closest airports: Leipzig/Halle, Berlin-Schönefeld, Berlin-Tegel or Frankfurt. Please look at the information below to find out the travel options from your airport of arrival to IAMO or to your hotel. Closest airport among abovementioned airports is the Leipzig/Halle airport. Therefore, we recommend you to look at possibility of arriving to this airport. Usually, there is a connection through Istanbul (e.g. Turkish airlines) to Leipzig/Halle airport. Please check the availability of this option from your travel origin. If this option is not available or too expensive, then you could arrive to any other three airports. Case study Berlin Brandenburg Airport ACE225 - Project Management in Construction Group 2 Sara Larsson Castro Lovisa Lundblad Gabriella Nilsson Xiaopeng Pang 1 Introduction In 1982 the Federal Government of Germany announced a program to privatise airports due to its background in budget restrictions, resulting in the first planned privatisation project in May 1996, the Berlin Brandenburg Airport (BER Airport). The airport represented high hopes for Berlin and Germany’s leaders as it would help establish Germany as a new world center, introduce long-distance connections and provide higher passenger capacity. In September 1997 the privatization process started but was fully terminated in 2003 due to a private investor pulling out of the deal. The construction of BER airport was now fully to be built under public sponsorship and the state-owned Flughafen Berlin Brandenburg GmbH (FBB), operator of Berlin Tegel Airport and Berlin Schönefeld Airport, took the responsibility upon themselves. Even though the project organisation was initially set up as a main contract by the appointed General Manager, the FBB did not appoint a general contractor. This introduced a line of problems throughout the project, causing a major delay and price overrun. One of the main goals of this project was for the Berlin Brandenburg Airport to become the busiest airport in Germany, with a projected 45 million passengers annually. The demand for air traffic has increased dramatically since 2012, and the increase is still going on, because Berlin is a very attractive City, and the town and its environment are growing each year. This case analysis aims to dig deeper into the issues and problems related to project management that occurred during the project planning, control and execution of the BER airport.

Dagmar Zadrazilova Independent Researcher Abstract Tempelhof Airport in Berlin mirrors the political, social and cultural developments in the capital and - broadly - in the whole country. Tempelhof has witnessed the heyday of the 1920s aviation, figured in the National Socialists’ power politics and acquired a reputable status in the course of the 1948/49 Berlin Airlift. During and after the Cold War, Tempelhof had been functioning as an airport, before it was closed down amidst protests in 2008. Today, the vast grassy airfield is open as a park, whilst various plans are being devised for the future usage of the former airport building. October 2018 marked the 10th anniversary since the air traffic had been discontinued. It is, therefore, an appropriate occasion to look at the Tempelhof case anew. This paper attempts to shed light on how the manifold history and symbolic value of Tempelhof Airport is – or is not – being reflected within the current usage of the site, as well as in various proposals for its future developments, and how the latter correspond to the unique atmosphere of this place. Tempelhof’s rich and unusual history re-emerges in virtually every decision about the future of the site: from the idea to turn the site into an encompassing ‘creative hub,’ to economic questions (making the building more accessible to the public, using the terminal hall and the apron for mass events, and the like), right to the opposition of large groups of locals to the Senate of Berlin’s politics.

Kennedy, 26 June 1963 2 Abstract A large airport and its “airport city” can be a regional economic driver. Berlin—capital of a rich nation yet home to a stagnant economy—is building a new airport. The government is involved on many different levels, as it hopes this new airport, Berlin Brandenburg International, can spur economic development. The best and chosen site for this new airport is actually an old one, Schönefeld, yet old airports tend to be near settlements dense enough to cause substantial pushback from some of the neighboring population. The inevitable anti-airport protest recently has produced a legal settlement that allows for the new airport’s construction, but it curtails certain aspects that would make it more of an economic driver. Also, the various levels of government have competing motives for what sort of “airport city” development occurs nearby. This paper examines the projected impacts—both positive and negative—that Berlin Brandenburg International airport is likely to produce. It also evaluates other claims and projections made by those for and against its construction, by placing commercial aviation in Berlin in the contexts of Germany and Europe.

The synthetic control method is used to generate counterfactual passenger numbers for German airports, and for airports outside Germany but near the German border. The results presented are consistent with cross-border substitution of passenger demand in response to AT. Most AT exempt airports near the borders have made sizable, significant, gains in passenger numbers since Germany introduced AT. Within Germany there appears to be a clear distinction in the impact on small/regional airports and that on larger hubs.
